Clearly define the industrial and commercial sectors from March 5, 2026.
The People's Committee of Nghe An province has just issued Decision No. 07/2026/QD-UBND, decentralizing some tasks in the industrial and commercial sectors to the Department of Industry and Trade and the People's Committees of communes with hydropower projects, aiming to increase proactiveness and shorten the work processing procedures.
Granting additional authority to the Department of Industry and Trade.
According to Decision No. 07/2026/QD-UBND dated February 23, 2026, the Department of Industry and Trade is delegated the authority to perform several tasks and powers, including: issuing certificates of eligibility for the production of explosive precursors; granting transit permits for goods on the list of prohibited exports, prohibited imports, temporarily suspended exports, temporarily suspended imports, and prohibited goods; extending the transit time for goods; issuing certificates of origin and providing written approval for traders to self-certify the origin of exported goods as prescribed.
The delegated authority to the Department of Industry and Trade remains in effect until March 1, 2027, unless otherwise stipulated by law.
The People's Committee at the commune level appraises and approves the hydropower plant's operating procedures.
The Provincial People's Committee also delegated to the People's Committees of communes with hydropower projects in their area the authority to appraise and approve reservoir operation procedures; emergency response plans; and dam and reservoir protection plans for hydropower projects located within a single commune (this does not apply to the Hua Na Hydropower project).
The projects include: Ban Coc Hydropower Plant; Nam Giai (Que Phong commune); Sao Va (Tien Phong commune); Nam Mo (Muong Xen commune); Xoong Con (Tam Thai commune); Ban Ang (Tuong Duong commune); Ca Loi (Nam Can commune); Khe Thoi, Suoi Choang (Chau Khe commune); Ca Nan 1 (Na Ngoi commune).
Increase accountability and regular reporting.
The Provincial People's Committee requires the agencies and localities to be held accountable before the law and the Provincial People's Committee for the assigned tasks; and at the same time, to monitor, inspect, and publicly disclose the delegated tasks, ensuring the conditions for implementation.
Periodically, every six months (before June 30th), annually (before December 31st), or on an ad hoc basis, units must report the results of implementation to the Provincial People's Committee and competent authorities for compilation and guidance.
This decision takes effect from March 5, 2026. From this date, the provisions in Clauses 3, 4 and 5, Article 1, Decision No. 2933/QD-UBND dated September 15, 2025 on the delegation of authority to the Director of the Department of Industry and Trade are no longer in effect.
