On the morning of January 13th, the Central Steering Committee on Housing Policy and Real Estate Market held a nationwide online meeting.

Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired the conference. Also attending were Minister of Construction Tran Hong Minh, leaders of ministries and agencies, associations, and representatives from provinces.

At the Nghe An location, Mr. Hoang Phu Hien, Vice Chairman of the Provincial People's Committee, presided over the meeting. Representatives from relevant ministries, departments, localities, and associations also attended.

Nearly 170,000 social housing units have been completed nationwide.

At the conference, the Prime Minister highlighted the guiding principles of the Central Steering Committee on Housing at previous meetings and assigned tasks, requesting localities and ministries to present their best practices and experiences so that other localities can learn from them and develop their own solutions.

The Prime Minister also emphasized that housing policies and the real estate market must develop in a healthy and substantive manner, meeting the housing needs of the people to ensure social security; they should not aim at hoarding, speculative trading, or market manipulation; and credit flows supporting the market must be safely controlled to limit risks.

Local authorities must plan, allocate land, and consider the needs of the people to develop solutions for implementation, striving to exceed targets and contribute to achieving the overall national goals.

According to the Ministry of Construction, as of the end of December 2025, there were 698 social housing projects underway nationwide, comprising 657,441 units. Of these, 193 projects were completed, totaling 169,143 units, while 200 projects had commenced construction and were underway, comprising 134,111 units.

In total, the whole country has completed, commenced construction of, or approved investment plans for approximately 1,062,200 social housing units.

Of the 34 provinces and cities, 19 localities met or exceeded their targets, 12 localities did not meet their targets, and 3 localities were not assigned any targets.

The Ministry of Construction also stated that thanks to the involvement of localities and the support of the Ministry of Public Security, the Ministry of National Defense, and the Vietnam General Confederation of Labor, positive results have been achieved. The whole country has completed 135% of the set target. In addition, although the target set from 2026 to 2030 is at least 1 million apartments, the Ministry has reviewed, urged, and reassessed the situation, and the results may be higher, striving to reach approximately 1.345 million social housing apartments for workers and low-income earners by 2030.

Currently, due to the warming real estate market, localities are announcing plans and allocating prime land for social housing projects, attracting more investor interest. There are currently 130 social housing projects nationwide, so support policies and funding for social housing are expected to increase in the future.

Nghe An province has achieved 175% of its social housing target.

At the conference, representatives from various localities reported on the results of housing project implementation, including the 20% allocation for social housing within commercial housing projects; the progress of social housing projects; and the handover and utilization status.

On behalf of Nghe An province, Mr. Hoang Phu Hien – Vice Chairman of the Provincial People's Committee – reported on the results of the province's housing program up to 2025 and the plan for 2030. Accordingly, the Provincial People's Council has issued a Resolution and a Project to organize its implementation. Currently, the province has 206 housing and urban area projects with a total land area of ​​approximately 2,968 hectares (of which, 53 projects have been basically completed; 153 projects are under implementation).

The projects that have been and are under construction will provide over 105,074 housing units (including 46,817 low-rise houses, 35,377 commercial apartment units, and 22,800 social housing units) to meet the needs of people in the province, with a total of approximately more than 25 million square meters of housing floor space.

From 2021 to the present, the province has invested in and completed the construction of 4,323 social housing units and housing for industrial zone workers. Of these, 1,675 units were completed in 3 projects between 2021 and 2024, and approximately 2,548 social housing units in 6 projects are expected to be completed and put into use by 2025.

Besides building new social housing, Nghe An province has completed the renovation of 17 out of 23 old apartment buildings (reaching 74% of the plan), completed areas A and B, and is currently implementing the reconstruction of area C and preparing to renovate building D2 in the Quang Trung apartment complex in Thanh Vinh ward, Nghe An province. The province has approved the investment policy and detailed planning for 37 projects with social housing construction plans, with a total land area of ​​104 hectares, expected to provide approximately 30,800 units upon completion.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh requested that localities get involved, adhering to the annual targets assigned for each stage to provide specific guidance; he also instructed the Ministry of Construction to coordinate with the Ministry of Justice to advise and submit to the Government a Resolution on special mechanisms for social housing construction; and to review and eliminate cumbersome administrative procedures.

The Prime Minister also stated that in the near future, each apartment and plot of land will have an identification code linked to the citizen's identity card, so there will be solutions to monitor whether the rental or purchase is for the correct target group; key areas with high demand for social housing need to focus on resolving difficulties regarding land allocation and ensuring social equity.
