The goal is to complete the national land database by 2026.

According to the plan, the province aims to complete all land surveying, cadastral record keeping, and land database construction by 2026. By the end of the year, eligible land-related administrative procedures will be provided as full-process online public services.

The completed land database must meet the criteria of being "accurate - complete - clean - viable - unified - shared," and must be connected and shared with the national population database and synchronized in real time with the central government.

The intensive campaign will be implemented over 9 months, from April 1st to December 31st, 2026, throughout the entire province.

The key tasks include: reviewing and standardizing all existing land data; organizing surveying and preparing cadastral records for areas without data or with significant changes; building and perfecting the land database system; upgrading technical infrastructure and unifying the use of a single management software throughout the province.

In addition, the province will restructure administrative procedures and reduce paper documents for information that has been digitized.

Citizens are encouraged to participate by providing land information and copies of land use right certificates through the VNeID application to supplement and enrich the data.

The Provincial People's Committee requires the coordinated involvement of all levels and sectors according to the principle of "clear responsibilities, clear tasks, clear timelines, and clear results." The Department of Agriculture and Environment is assigned to lead and coordinate with the Provincial Police and relevant units to monitor and expedite progress on a monthly basis.

Funding for implementation will be allocated from the local budget, integrated with digital transformation programs and other legitimate sources.
