The Ly Thuong Kiet road construction project (the section passing through Hung Binh ward, Vinh city) starts at the intersection with Le Loi road and ends at the intersection with Nguyen Van Cu road.The project was approved for investment by the Vinh City People's Committee in 2011. In 2014, the Provincial People's Committee approved the proposal for the construction project.
The project was implemented under a build-transfer (BT) contract. The investor was Nghe An Road Construction and Design Consulting Joint Stock Company. The road is 1,056.34m long, with a construction setback of 24m, including a 12m road surface and 6m sidewalks on each side. However, to meet practical requirements, the Provincial People's Committee agreed to adjust the road's cross-section, widening the road from 12m to 15m, and narrowing the sidewalks on each side from 6m to 4.5m; while maintaining the original route plan.
Accordingly, a total of 67 households (excluding those separated into different households) are affected, requiring resettlement with a land area of 11,018 m2 to be acquired, and 7 agencies/units are affected with a land area of 13,532 m2 to be acquired.2The cost for compensation and land clearance is approximately 133 billion VND (excluding land for resettlement and national defense purposes).

To provide residents with new housing, the Vinh City People's Committee has developed a detailed construction plan at a scale of 1/500 for a park, parking lot, community cultural center, and resettlement plots in Vinh Phuc block, Hung Phuc ward. A total of 97 plots have been approved. Of these, 49 plots and the parking area have already undergone land clearance.
Currently, the progress of submitting the feasibility study report for approval is behind schedule. At the meeting, the city's People's Committee leaders stated that the biggest difficulty is the land compensation and clearance process, as part of the Ly Thuong Kiet road project passing through Hung Binh ward crosses land belonging to Battalion 682 of the 971st Transport Brigade - General Department of Logistics, with an area of 5,138 square meters to be acquired.2To carry out the land compensation and clearance work for this area, it will take a considerable amount of time because it is necessary to seek the opinion of the Ministry of National Defense and identify land for exchange if a land-for-land exchange plan is implemented.

Regarding Hung Binh Secondary School, the land to be reclaimed includes the entire schoolyard, so the City People's Committee has a plan to relocate it to a new site. Currently, the project to build a new Hung Binh Secondary School campus in Vinh Quang block has been approved and allocated 12 billion VND in the 2017 capital investment plan of Vinh City. The next steps are being finalized to select a contractor for the project.
After listening to the opinions of the relevant parties, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, directed: This is an important transportation project for Vinh City. The construction of this road is an urgent task to alleviate traffic congestion on other streets in the city such as Minh Khai and Le Hong Phong. In addition, it will expand and develop commercial services in the neighborhoods where the road passes through.
In the past, although the Vinh City People's Committee has been quite active, progress has been slow. In the coming period, the Vinh City People's Committee must actively participate, focusing on directing early land clearance, clearly assigning responsibilities to each member, and ensuring progress so that the agreement with the investor can be signed in June 2017. The goal is to hand over the land to the investor for project implementation by September 2017, with the section passing through schools in Hung Binh ward needing completion before August 2017 to ensure the safety of students.
The relevant departments, according to their functions and responsibilities, will review project items, facilitating the investor's implementation of the project as quickly as possible, ensuring that it will be open to traffic by June 30, 2018, and completed and put into use by September 2018.
