Striving to build Tam Dong commune (Nghe An province) into a model new rural area.
On the morning of August 21st, the Party Committee of Tam Dong commune (Nghe An province) solemnly held the official session of its first Party Congress, for the term 2025-2030.
Attending and directing the Congress was Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council.
Also attending were: Comrade Trinh Thanh Hai - Member of the Provincial Party Committee, Director of the Department of Finance; Comrade Nguyen Hai Duong - Member of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Council of Kim Bang commune; Colonel Tran Vo Viet - Deputy Commander of the Provincial Military Command; Colonel Nguyen Van Thang - Secretary of the Party Committee, Superintendent of Prison No. 6; and 200 delegates representing 1,172 party members throughout the Party Committee.

Overall results
Tam Dong commune was established on June 16, 2025, according to Resolution 1678 of the Standing Committee of the National Assembly, based on the merger of the entire natural area and population of three communes: Thanh Tien, Thanh Lien, and Thanh My.
After the merger, the commune has an area of 53.38 square kilometers.2The population is 26,382 people. The Party Committee has 39 Party organizations with a total of 1,172 Party members.

During the 2020-2030 term, the Party Committee, government, and people of Tam Dong commune have united, overcome many difficulties and challenges, and achieved quite comprehensive results in all fields.
Notably, the value of production is estimated to grow by 8.5%, and per capita income is estimated at 69.3 million VND/year. The economic structure is shifting in the right direction, with industry, construction, and services accounting for nearly 65.5%. Total grain production reaches over 10,000 tons/year.

Many new high-income economic models have emerged in the commune, such as deer farming for antlers, gourd farming for fiber, shallot farming, mudless eel farming, and planting trees for paper production.
Investment attraction efforts have yielded positive results. Currently, there are two large garment factories in the area, providing jobs for over 1,300 workers.

Recognizing that building new rural areas is a key task, during the past term, officials and people of the three communes of Thanh Tien, Thanh Lien, and Thanh My (formerly) focused on mobilizing external resources and developing internal resources to invest in building advanced new rural areas. All three communes have achieved advanced new rural area standards with a total investment of nearly 260 billion VND.

The socio-cultural sector has seen many positive changes, with the percentage of culturally exemplary families estimated at 95%. All schools in the area meet national standards. National defense and security are maintained, and social order and safety are ensured.
Party building and the political system have seen positive changes; the great national unity has been strengthened. The activities of the government, the Fatherland Front, and political and social organizations from the commune to the grassroots level have undergone many innovations towards being closer to the people, serving the people, and increasingly improving efficiency and effectiveness.

Towards a model new rural commune.
Based on a review of the achievements of the previous term, the Congress also determined the direction, tasks, and solutions for the 2025-2030 term with the goal of rapid and sustainable economic development, strong education, synchronous infrastructure, and a determination to build Tam Dong commune into a model new rural area, and to build a strong Party and political system.

The Congress also set forth 20 basic targets, including 3 targets on Party building and the political system, 8 targets on the economy, 5 targets on culture and society, 2 targets on the environment, and 2 targets on national defense and security.
Specifically: The target economic growth rate is 11-12% per year. By 2030, budget revenue is expected to reach 25-30 billion VND, and per capita income is projected to reach 90-95 million VND per year.

The Party Committee, government, Fatherland Front, and mass organizations are all rated as having performed their duties well or better each year, including two years of outstanding performance.
To effectively achieve the set targets, the Tam Dong Commune Party Committee has also outlined 5 key tasks, 4 groups of solutions, and 3 breakthroughs to focus on leading and directing their effective implementation.
In this context, the commune Party Committee is promoting administrative reform linked to digital transformation, building an honest, professional, and modern public administration.
Focus on developing and perfecting commune-level planning. Rapidly develop concentrated, large-scale commodity production areas along value chains linked to key products.

Delivering a guiding speech at the Congress, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - acknowledged and highly appreciated the important achievements that the Party Committee, government, and people of Tam Dong commune and the communes before the merger had achieved.
To successfully implement the Resolution of the First Congress of the Tam Dong Commune Party Committee, term 2025-2030, Comrade Nguyen Nam Dinh suggested and proposed that the Commune Party Committee pay attention to directing the implementation of several key tasks.

First and foremost, it is necessary to focus on building a clean and strong Party organization; promoting administrative reform, consolidating the government apparatus, and building and strengthening a team of cadres that is sufficient in quantity, ensures quality, and operates efficiently, effectively, and effectively.
In addition, Tam Dong commune needs to focus on developing and completing its planning work as soon as possible, ensuring continuity, consistency, and uniformity in the short and long term; strengthening regional linkages with neighboring communes such as Hanh Lam, Cat Ngan, Hoa Quan, Son Lam, and Dai Dong; innovating the model of sustainable economic development; and attracting all social investment resources for socio-economic development.

Continue to promote the shift in economic structure towards the strong development of concentrated, large-scale agricultural production areas, organizing production along value chains linked to key products with local strengths…
At the same time, focus on promoting clean agriculture, organic agriculture, and applying high technology in cultivation and processing to create high-quality products, ensuring food safety, competitiveness in the market, and building and enhancing the brand of OCOP products.
Strengthen and continuously improve the quality of new rural criteria, prioritizing the completion of synchronous infrastructure in transportation, irrigation, schools, health stations, cultural and sports facilities; striving for the commune to achieve the model new rural standard.
In addition, the commune needs to focus on the comprehensive development of cultural and social fields; strengthen national defense and security, with a focus on maintaining security and order in the area.
The Standing Vice Chairman of the Provincial People's Council requested the Tam Dong Commune Party Committee to uphold a high sense of responsibility, thoroughly understand, disseminate, and popularize the Resolution of the Congress. Immediately after the Congress, they should develop and implement an action program, programs, and projects to successfully implement the Resolution of the 1st Tam Dong Commune Party Congress, term 2025-2030, and contribute to the success of the 20th Nghe An Provincial Party Congress, term 2025-2030.

The Congress announced the Decision of the Provincial Party Standing Committee on the appointment of the Tam Dong Commune Party Committee Executive Board for the 2025-2030 term, consisting of 22 members.
Comrade Nguyen Van Thang has been appointed as Secretary of the Party Committee and Chairman of the People's Council of Tam Dong commune. Comrade Tran Duc Luc has been appointed as the Standing Deputy Secretary of the Party Committee of Tam Dong commune. Comrade Tuong Dang Phu has been appointed as the Deputy Secretary of the Party Committee and Chairman of the People's Committee of Tam Dong commune.
