Let's uphold the 'Spirit of Dien Bien Phu' to move forward strongly and go far.

Building upon the "spirit of Dien Bien Phu" of the past, the Party Committee, government, and people of Nghe An today are leveraging the strength of unity, constantly striving to move forward strongly and far; creating new "Dien Bien Phus" in the fields of economics, science, education, culture, and society.

Actively contribute to victory.

On December 6, 1953, the Politburo decided to launch the Dien Bien Phu Campaign. Thanh Hoa, Nghe An, and Ha Tinh provinces were tasked with providing maximum manpower and resources for this decisive battle. To open the way to the front lines, Nghe An province mobilized 155,974 civilian laborers. In addition to the nearly 24,400 civilian laborers and 146,000 bicycles used for transporting supplies in the Laotian battlefield, over 30,000 civilian laborers and 3,700 bicycles were used for transporting supplies in the Dien Bien Phu battlefield. Nghe An's civilian laborers contributed over 1.5 million man-days of work; repairing and opening new roads totaling 320 km in length, building 3 large bridges, 32 small bridges, and 53 culverts across key areas leading to the front lines.

Recognizing the importance of this strategic decisive battle, the Party Committee, government, and people of Nghe An province concentrated all resources to serve the campaign. On the first day of the Lunar New Year of the Year of the Horse (1954), 32,000 civilian laborers, including 2,000 bicycle carriers, along with thousands of new recruits, volunteer youth, and military technical workers, enthusiastically set off for the front lines.

With the motto "All for the front lines, all for victory!", every sector, every group, every individual poured their efforts into Dien Bien Phu. Some families had fathers, sons, daughters-in-law, and sons-in-law all going to the front lines. Many teenagers as young as 15 or 16 volunteered to join the army and the youth volunteer corps. Many elderly people also enthusiastically joined the civilian labor force to support the campaign.

"All for Dien Bien Phu," the people of Nghe An province worked tirelessly to increase production and save the best rice to support the front lines. In a very short time, farmers throughout the province stored 1,490 tons of dried and cleaned rice. Along with that, throughout the campaign, Nghe An's civilian laborers transported 5,000 tons of food to Suoi Rut (Hoa Binh province) to continue supplying the battlefield. The mountainous districts of the province, along with the lowland districts, contributed thousands of buffaloes, cows, and horses for draft power; and tons of pigs, chickens, fish, and vegetables as food for the forces participating in the campaign.

The main army units included a large number of young people from Nghe An province. From February 1954, in accordance with the general mobilization order for the Dien Bien Phu Campaign, 5,438 young people from Nghe An province enthusiastically enlisted, exceeding the prescribed quota. All of these personnel promptly supplemented combat and combat support units across all battlefields of the Dien Bien Phu Campaign.

Workers in small-scale handicraft enterprises exerted themselves to overcome all difficulties and shortages of raw materials, improved techniques, increased productivity, met the very high demands of national defense during the final stages of the resistance war, and ensured production and the people's livelihoods.

Localities with embroidery, weaving, and basketry crafts such as Hung Nguyen, Nam Dan, Quynh Luu, Nghi Loc… produced thousands of meters of fabric, clothing, hats, and blankets to support the front lines. The people of Nghe An donated 300 kg of tobacco, embroidered 2,950 handkerchiefs to send to the soldiers, and sent thousands of letters from the rear to the battlefield to encourage and motivate the troops to compete in killing the enemy and achieving meritorious deeds.

The spirit of solidarity, mutual support, and compassion in production and daily life was highly promoted. Labor exchange groups helped each other overcome difficulties, especially in terms of manpower and production tools. Families of martyrs, wounded soldiers, soldiers, civilian workers, youth volunteers, and families of elderly or widowed cadres received care from various organizations. Areas bombed by the enemy received dedicated assistance from neighboring regions. People in the province organized the reception of wounded soldiers, bringing them back to their villages for care and support. The Viet Lien Front and mass organizations highly promoted their function of consolidating and strengthening national unity. The emulation movement in the rear greatly encouraged the fighting spirit and determination to win of soldiers on the front lines.

During the historic campaign of "56 days and nights of digging tunnels, sleeping in bunkers, enduring torrential rain, and eating meager rations..." fighting and serving in combat under the enemy's bombs and bullets, many examples of courage and resourcefulness emerged, demonstrating unwavering determination and unyielding resolve.

Among the 15 officers and soldiers honored by the National Assembly as Heroes of the People's Armed Forces during the Dien Bien Phu Campaign, Nghe An province proudly has three: Hero and martyr Tran Can (from Son Thanh commune, Yen Thanh district); Hero Phan Tu (from Tho Thanh commune, Yen Thanh district); and Hero Dang Dinh Ho (from Thanh Binh commune, Thanh Chuong district).

With unwavering support from the rear, on May 7, 1954, our army and people achieved a glorious victory on the Dien Bien Phu battlefield. Looking back at their contributions to the Dien Bien Phu Campaign of yesteryear, the Party Committee and people of Nghe An have every right to be proud of their worthy role in the development of national history. These are also invaluable legacies, a foundation for generations of Nghe An people today and in the future to cherish, preserve, develop, and contribute to building an increasingly prosperous and beautiful homeland.

Deserving to be the homeland of the Great Leader.

The Dien Bien Phu victory holds significant importance for the Party and State in promoting the strength of national unity combined with the strength of the times, strongly arousing patriotism and the will for self-reliance and self-improvement in the new conditions… For 70 years, the echoes and significance of the Dien Bien Phu victory have continued to resonate. Building on the spirit of Dien Bien Phu, Vietnam has taken a long stride on its journey to building an increasingly prosperous nation, as well as enhancing its prestige and position on the international stage. In this journey, Nghe An has made and continues to make increasingly worthy contributions to the common cause.

Building on the spirit of Dien Bien Phu, in recent years, the Party Committee, government, and people of Nghe An have strived to compete in labor, study, production, construction, and national defense. The province's economy, culture, and society have continuously developed with many proud achievements.

In 2023 alone, the province's economy maintained a relatively strong growth momentum, with an estimated Gross Regional Domestic Product (GRDP) growth rate of 7.14% (ranking 26th nationwide and 3rd in the North Central region). Provincial budget revenue exceeded 20,000 billion VND. Total export turnover was estimated at 3.11 billion USD, surpassing the target set in the Resolution of the 19th Provincial Party Congress for the third consecutive year.

Within that overall picture, Nghe An province has many outstanding highlights, such as: The Party building and rectification work continues to be implemented seriously and has achieved many good results. The National Target Program for building new rural areas has achieved positive results. Social welfare work is given special attention by the province. The socio-cultural sector is given attention and has made many advances; it continues to maintain its leading position in education nationwide; the health sector and people's health care have achieved many successes. National defense and security are ensured and basically stable. Foreign affairs work has achieved positive results, especially the state diplomatic activities which are very vibrant, contributing to the socio-economic development of the province.

Based on its long-standing historical and cultural traditions, its strategically important location, and its potential and advantages for development, on July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on the construction and development of Nghe An province until 2030, with a vision to 2045. Resolution No. 39-NQ/TW stipulates that by 2030, Nghe An will be a moderately developed province in the country, with rapid and sustainable economic development, deeply rooted in Vietnamese and Nghe An cultural identity; a center of the North Central region for trade, logistics, healthcare, education and training, science and technology, and high-tech applied industry and agriculture. The vision for 2045 is that Nghe An will be a rapidly developing, sustainable, comprehensive, civilized, and modern province, deeply rooted in Vietnamese and Nghe An cultural identity; and one of the driving forces for development in the North Central region.

Resolution No. 39-NQ/TW demonstrates the special attention of the Party and State to the homeland of beloved President Ho Chi Minh, creating conditions for Nghe An province to develop in a manner commensurate with its position and role in the North Central region, in line with and meeting the aspirations and expectations of the Central Government and the people of the whole country in the context of new development. The attention, trust, and expectations that our Party and State have placed in the Party Committee, government, and people of Nghe An are a great source of pride, as well as a great responsibility.

This requires focused, proactive, and effective leadership and guidance from Party committees and organizations at all levels, as well as the province's political system. Cadres must uphold and enhance their spirit, responsibility, capabilities, and courage to confront difficulties and challenges. Leaders and managers must be truly exemplary. Every cadre, Party member, and citizen must promote unity, consensus, active participation, dynamism, creativity, and patriotic emulation. Nghe An must build a clean, strong, united, and highly determined Party committee and political system…to ensure the success of Resolution No. 39-NQ/TW; to bring about rapid and sustainable development for Nghe An, worthy of being the homeland of President Ho Chi Minh.

Looking back at the Dien Bien Phu victory 70 years ago, we see that the burning desire for independence and the spirit of unity, solidarity, and unwavering determination, along with the belief in self-reliance and self-improvement, the strong aspiration to overcome difficulties and challenges, and the determination to seize opportunities, were the source of strength that enabled our nation to defeat the enemy. The glorious history of the past reminds us that Nghe An must continue to uphold its glorious revolutionary traditions, heroic spirit, creative and courageous spirit, and the noble qualities of the people of Nghe An to resolutely implement Resolution 39, bringing sustainable development and a better life to the people of the province; creating new "Dien Bien Phu"s in the fields of economics, science, education, culture, and society… to be worthy of being the homeland of President Ho Chi Minh. This is a fitting tribute to the immense contributions of our ancestors and previous generations, as General Secretary Nguyen Phu Trong urged: "Step forward strongly, advance far, that's what Nghe An should be like."
