Promoting the spirit of "matching words with actions" from the central to the grassroots level.
The 14th National Congress of the Party elected a new Central Committee with 180 full members and 20 alternate members. Many officials, Party members, and people in Nghe An province expressed their hope that the spirit of "saying and doing" would prevail from the strategic-level officials at the central to the grassroots level.

The 14th National Congress of the Party is a historically significant milestone, opening a new path of development with very clear strategic goals: By 2030, Vietnam will become a developing country with modern industry and a high-middle income; by 2045, it will become a developed country with a high income, striving for double-digit growth rates during the 2026-2030 period. These grand goals place a particularly heavy responsibility on the shoulders of the 24th Central Committee of the Party in organizing their implementation, ensuring the Congress Resolution is quickly put into practice with decisive, innovative, breakthrough, and effective action.
Along with the strategic leadership and guidance of the Central Committee, the Politburo, and the Secretariat, each member of the Central Committee must truly be a leading "nucleus," directly spreading the spirit of the Congress through concrete and practical actions; contributing to the comprehensive realization of the major orientations, the six key tasks, and the three strategic breakthroughs identified by the Congress, creating momentum for harmonious development among sectors, fields, and localities nationwide.

To create a synergy from the central to the grassroots level, we are also deeply aware of our responsibility to put the Resolution of the 14th Party Congress into practice, with a focus on continuing to innovate leadership methods, enhancing the capacity and fighting strength of Party organizations, and strongly promoting the exemplary role of cadres and Party members, especially leaders, in adhering to administrative discipline and order and the spirit of dedicated service to the people.
Simultaneously, we must accelerate digital transformation in management and administration; strengthen administrative procedure reforms; build a truly people-oriented, people-focused, and people-serving local government; and effectively mobilize and utilize resources to develop the economy and build new rural areas in a modern, green, and sustainable direction.
We believe that the success of the Resolution of the 14th National Congress is measured by concrete changes at the grassroots level: people's incomes and quality of life are increasingly improved, the appearance of rural areas is increasingly vibrant, national defense and security are maintained, and the people's trust in the Party is constantly strengthened and enhanced. This is the most practical way to turn the aspiration for national development into reality, starting from each village and each locality.

One of the outstanding features of the 14th National Congress was the proactive mindset, the spirit of discipline, and the emphasis on the responsibility of each organization and individual in implementing and putting the Party's policies and resolutions into practice.
The Congress continued to emphasize the need to build a team of cadres who are "honest, dedicated, daring to think, daring to act, and daring to take responsibility," so that the Party's will and the people's hearts truly beat in unison. The comrades elected to the Central Committee, the Politburo, and the Secretariat of the 14th Congress are all exemplary cadres in terms of intellect, ability, and revolutionary moral character. I have faith that these will be the "nucleus" that organizes, leads, and directly transforms the Party's guidelines and policies into concrete actions in practice.

A very important highlight of this Congress is the demand for a strong renewal of national governance capacity. Governance reform must go hand in hand with "clear responsibilities, clear tasks, and clear accountability"; using the effectiveness of implementation in each sector and locality as a measure of the quality and capacity of cadres. And not only each member of the Central Committee, the Politburo, and the Secretariat, but the entire political system, the cadre, Party members, and the whole society must undergo a strong transformation. Self-reflection and self-correction; building and rectifying the Party; upholding discipline and order; encouraging and protecting cadres who dare to think, dare to act, and dare to take responsibility for the common good. The spirit of "doing everything that benefits the people" needs to be strongly disseminated throughout the Party, the army, and the people; especially at the grassroots level with practical actions: a more streamlined apparatus, tighter discipline, clearer individual responsibility; convenient and transparent administrative procedures; Officials should be closer to the people, understand the people, and work for the people.
When the "Party's will" truly blends with the "people's aspirations," and when every major policy is realized through concrete results in daily life, that is the measure of a new national governance mindset and a solid foundation for realizing the country's development aspirations in the new era.

Cadres, Party members, and the people of Quy Chau commune are very pleased that the 14th Party Congress has elected a new Central Committee with a reasonable structure, ensuring standards, conditions, and continuity, meeting the requirements for leadership and leading the country to strongly advance in the new development stage.
I believe that, under the leadership of the new Central Committee, the Party's humane, long-term, and sustainable policies for ethnic minorities and mountainous regions will continue to be comprehensively and effectively implemented; with a focus on investing in essential infrastructure, developing education and training, healthcare, creating sustainable livelihoods, promoting digital transformation, and linking economic development with the preservation and promotion of the cultural identity of ethnic groups. These specific policies will not only contribute to improving the material and spiritual lives of people in mountainous regions, but also create a strong impetus for them to rise out of poverty and legitimately become wealthy right on their homeland.

Furthermore, attention should be paid to nurturing and promoting the role of young people, especially those in ethnic minority and mountainous regions. Young people will be given more favorable conditions for learning, starting businesses, and establishing careers locally; they will have access to science and technology, digital transformation, and development resources.
The Youth Union will continue to be a vanguard force and an important bridge in bringing the Party's guidelines and policies into life through volunteer movements, economic development, environmental protection, maintaining security and order, and strengthening national unity.
With that belief, the 14th National Congress opens a new phase of development, in which all regions, all ethnic groups, and all generations are given the opportunity to develop harmoniously, contribute together, and share in the fruits of the reform and integration process.

The election results of the 14th Central Committee of the Communist Party of Vietnam have affirmed the strength of unity, wisdom, and responsibility of the Congress, reflecting the great trust that the Party and the people have placed in the 180 official members and 20 alternate members of the Central Committee. We, the cadres, Party members, and the people, believe that the new Central Committee will be a leadership collective with firm political resolve, innovative thinking, unity, creativity, closeness to the people, understanding of the people, and wholeheartedly dedicated to the people's lives. This is the most important foundation for leading the country into a new stage of development with many opportunities but also not a few challenges.
The 14th National Congress not only set forth correct policies and decisions but also placed particular emphasis on implementation. This requires each member of the Central Committee to take action immediately after the Congress, strictly adhering to the principle of "words matching deeds," overcoming the situation of "correct decisions but slow implementation," and "talking much but doing little," as General Secretary To Lam emphasized.

Most importantly, every policy and initiative must be quickly implemented so that people can clearly feel the real changes in national governance, development management, and the quality of service to the people. This is especially true for practical decisions that care for the people's lives, particularly in the areas of healthcare, social security, and disease prevention and control. When the grassroots healthcare system is strengthened and disease prevention is effectively implemented from the outset, the cost and burden of medical examinations and treatment for the people will decrease; at the same time, when people are healthy, they will work more efficiently, creating more wealth for their families and society.
We believe that, with a spirit of innovation, aspiration for progress, and a high sense of responsibility to the nation, the new Central Committee will lead the country into an era of integration and development; so that from "the Party's will" to "the people's hearts," from policies to actions, from strategic goals to concrete results, every citizen will truly benefit from the fruits of growth, welfare, and social progress.
