Promoting the responsibility of heads of agencies and units in crime prevention and control

In 2018, 2,721 gangs of all kinds were dismantled.

The report of the Ministry of Public Security - the Standing Agency of the Government's Steering Committee 138 said: In 2018, ministries, branches, organizations and localities paid attention to drastically implementing the Directives, Resolutions, programs and plans of the Party, the National Assembly, the Government and the Steering Committee 138/CP on crime prevention and control; ensuring absolute safety for political, economic and cultural events of the country.

Steering Committee 138 at all levels has proactively advised leaders at all levels to issue policies, strategies and plans to direct the work of preventing and combating crime and human trafficking, promptly resolving complex emerging issues related to crime and social order.

During the year, the authorities investigated and solved 43,826 criminal cases, arrested and prosecuted 87,769 subjects, reaching a rate of 82.32% (1.9% higher than in 2017). Focusing on fighting and destroying all types of organized crime, in 2018, 2,721 gangs of all types were destroyed. Arrested, persuaded to surrender and eliminated 4,881 wanted subjects. Resolved, processed denunciations, crime reports and recommended prosecution reached 90.22%.

Detected 15,819 economic crimes; 378 cases of corruption and position crimes; 2,384 cases of smuggling; 97 cases of high-tech crimes; 24,642 cases of environmental law violations; 22,831 cases, arresting 33,874 drug criminals.

In Nghe An, in 2018, we continued to closely follow the direction of the Government, Central Ministries, National Steering Committee 389, Provincial Party Committee, Provincial People's Committee to direct sectors and localities to step up the fight against smuggling, trade fraud and counterfeit goods. During the year, 10,116 cases were inspected and punished, with a total fine value of 294 billion VND.

International cooperation has been enhanced, especially cooperation with the authorities of China, Cambodia, and Laos, in maintaining meetings and delegation exchanges at all levels, establishing and maintaining a "hotline" for exchanging criminal information and coordinating investigations, arrests, transfers of criminals, pursuit of wanted criminals, rescues, and repatriations of victims...

In 2018, the work of combating smuggling, trade fraud and counterfeit goods from the central to grassroots levels gradually became more organized and brought about positive results. Detected, arrested and handled 202,980 violations (down 10% compared to the same period in 2017), collected VND 20,123 billion 508 million for the State budget (down 12% compared to the same period in 2017), prosecuted 1,979 cases (up 21% compared to the same period in 2017), 2,339 subjects (up 10% compared to the same period in 2017).

Proactively forecast the situation, do not let passivity happen

Speaking at the conference, Permanent Deputy Prime Minister Truong Hoa Binh commended and highly appreciated the results and achievements of ministries, branches and localities in the fight against crime, smuggling, trade fraud and counterfeit goods in 2018.

However, the work of preventing and combating crime and smuggling still has shortcomings and limitations such as: Some cases of slow information gathering, causing a loss of security and order, still allowing some serious crimes to occur; many places still allow crimes related to "protection", "black credit" leading to debt collection, debt collection for hire, property extortion, illegal detention...

At the conference, delegates from various sectors and localities focused on discussing, proposing ideas, exchanging solutions and experiences in combating, preventing and controlling crimes and social evils, preventing and combating human trafficking and combating commercial fraud in the coming time.

Concluding the conference, Deputy Prime Minister Truong Hoa Binh requested that in the coming time, members of Steering Committee 138 at all levels continue to advise Party committees and authorities at all levels to thoroughly grasp and implement the Directives and Resolutions of the Party and Government on crime prevention and control; identifying these areas of work as important and regular tasks.

In particular, it is necessary to focus on effectively combating crimes that cause public outrage, such as: organized crime, economic crime, corruption, high-tech crime, and violations of environmental laws. At the same time, synchronously and resolutely deploy necessary professional measures to ensure political security and social order and safety for important events and major holidays of the country and localities...

Promote the role of heads of agencies and units in the fight against crime. Strengthen decentralization combined with inspection and evaluation, selecting leaders with a sense of responsibility and high determination in preventing and combating crime and smuggling. Strengthen inspection and examination within prevention agencies, resolutely eliminate unscrupulous and irresponsible officials...

Proactively forecast the situation, avoid being passive. Do a good job of basic investigation, establish plans to fight. Especially check and promptly handle the situation of smuggling, production, trade of counterfeit goods, poor quality goods, and trade fraud before, during and after the Lunar New Year.
