Throughout its 80-year journey of construction and development (November 23, 1945 - November 23, 2025), the Inspection Department of Nghe An province has always strived and overcome difficulties to excellently fulfill all assigned tasks; affirming its position as a sharp instrument of the Party and the State in the work of managing, supervising, and protecting administrative discipline, contributing to building a clean, strong government apparatus that operates for the benefit of the people.
Nearly 80 years ago, on November 23, 1945, just over two months after the establishment of the Democratic Republic of Vietnam, President Ho Chi Minh signed Decree No. 64 establishing the Special Inspection Committee – the predecessor organization of the Vietnamese Inspection sector; with the task of “examining and resolving cases of embezzlement, illegal arrests, gathering public opinions, and supervising people's committees in implementing the Party and Government's policies and guidelines.”
Continuing the tradition of the Vietnamese Inspection sector, on December 1, 1957, the Nghe An Provincial Inspection Board was established, undertaking the important responsibility of maintaining discipline, protecting the integrity of the government apparatus, and safeguarding the legitimate rights and interests of the people. Over nearly seven decades of building tradition and affirming its position in all stages of national development, generations of Nghe An Inspection officials have always been steadfast, dedicated, and strived to overcome difficulties, maintaining political integrity, a sense of responsibility, and honesty.
With their fair, objective, cautious, and humble working style, the staff of the Nghe An Provincial Inspectorate have continuously contributed to protecting the rule of law and strengthening the people's trust; always fulfilling their assigned responsibilities well, deserving to be a reliable advisory force for the Party Committee and government, and a pillar of support for the people.
From the difficult times to the present day, the Nghe An Inspectorate has proactively advised, detected, and promptly handled violations, recovering hundreds of billions of VND for the State budget. Simultaneously, it has uncovered many serious cases of corruption and negative practices through its inspection work; thereby contributing to improving the efficiency of financial management, land management, public investment, and public assets in the province.
The provincial inspectorate has received and handled thousands of cases, contributing to protecting the legitimate rights and interests of citizens, limiting hotspots of security and order, and maintaining social stability. In addition, the Nghe An Inspectorate has proactively advised the Provincial Party Committee and the Provincial People's Committee on solutions to prevent and combat corruption and negative practices, thereby promptly detecting and handling many complex and sensitive cases, preserving the integrity of the state apparatus.

During the period 2021-2025, the provincial inspection sector conducted 163 administrative inspections across various socio-economic fields; detecting violations totaling VND 205.84 billion, an increase of VND 23.84 billion compared to the previous term; recommending the recovery of VND 150.56 billion, an increase of VND 49.56 billion compared to the same period; the amount recovered was VND 137.92 billion, achieving a recovery rate of 91.6%, exceeding the target set by the Provincial Party Congress by 11.6%.
The work of receiving citizens and resolving complaints and denunciations is not only a key political task but also an important channel demonstrating the relationship between the State and the people. The Inspection sector has focused on implementing many systematic and decisive solutions, creating clear changes in awareness, organizational methods, and practical effectiveness. From 2021 to 2025, the Provincial Inspection Department received 506 citizens, a decrease of 30.78% compared to the previous term.
One of the outstanding achievements during the term was the work of advising and proposing solutions to complex, protracted, and sensitive complaints and denunciations involving multiple levels and sectors, and attracting significant public attention. The Provincial Inspectorate advised the Provincial People's Committee to definitively resolve many major cases in the districts of Quy Hop, Hung Nguyen, Quynh Luu, and Dien Chau (formerly). In addition, the department also coordinated and directed the handling of a long-standing complaint related to compensation and land clearance for the National Highway 1A Upgrade and Expansion Project – a case involving many people, complex, protracted, and potentially sensitive issues.
Recognizing that the fight against corruption, waste, and negative practices is a central, continuous, and strategically important task in all of the sector's activities, the Nghe An Provincial Inspectorate has always upheld a proactive, decisive, and persistent spirit in its implementation. Alongside this, the Provincial Inspectorate continues to advise on the improvement of institutional and legal policies on the prevention and fight against corruption and negative practices, creating a comprehensive, rigorous, and effective legal framework.
During the process of conducting inspections and resolving complaints and denunciations, the Provincial Inspectorate closely coordinated with relevant agencies to promptly transfer 22 cases with signs of corruption to the investigating agency for handling according to its authority.
In the context of strong reforms in state management, to meet development requirements, the Nghe An Inspectorate has continuously reformed its organization, improved the quality and efficiency of its operations, and promoted the application of information technology in inspection, management, monitoring, and handling of inspection results, contributing to increased transparency, openness, and modernity. The Nghe An Provincial Inspectorate is also a pioneer in streamlining the organizational model of inspection agencies at the departmental and district levels into a single provincial inspectorate, in accordance with the spirit of Conclusion 134-KL/TW of the Politburo on organizational restructuring, contributing to improved work efficiency and reduced overlap in inspection activities. This is a groundbreaking step, demonstrating high political determination in reforming the state apparatus, aiming for a streamlined, effective, and efficient model.
Throughout its 80-year journey of development and growth, in addition to its professional duties, the Nghe An Inspection Department has actively participated in social welfare activities and community-oriented initiatives.
These achievements vividly demonstrate the 80-year journey of development and growth of the Vietnamese inspection sector, as well as the 68 years of effort by the Nghe An Inspection Department.
With persistent efforts and unwavering dedication, in 2005, the Nghe An Inspectorate was honored to be the only unit in the Vietnamese Inspectorate sector to be awarded the title of "Hero of Labor in the Renovation Period" by the Party and the State. Along with this prestigious award, the sector also received the Second and Third Class Independence Orders; the First and Second Class Labor Orders; the Government's Emulation Flag; Certificates of Merit from the Government Inspectorate and the Provincial People's Committee, along with hundreds of other emulation and reward titles. This is a well-deserved recognition of the tradition of unity, resilience, and the spirit of innovation and creativity of generations of inspectors in the province.
In the context of our country's strong transformation, accelerating the completion of institutions, building a socialist rule of law state; promoting innovation in the growth model, national digital transformation, and administrative reform; proactively and extensively integrating into the international community; and at the same time, resolutely tightening discipline and order and combating corruption, waste, and negative phenomena, the demands on inspection work are becoming increasingly greater, deeper, and more comprehensive.
In response to this demand, the Nghe An Inspection Department is deeply aware that: 80 years of tradition is a valuable asset, but the road ahead requires even greater responsibility, courage, and ambition. To meet the demands of development, the entire Nghe An Inspection Department will focus on solutions to continue innovating and improving the quality of its operations, better fulfilling the requirements of the new phase.
First,Continuing to unite in will and action, constantly improving the quality and effectiveness of inspection work, handling complaints and denunciations, and preventing and combating corruption and negative practices. Identifying this as a central and overarching task, a measure of the competence, prestige, and responsibility of the entire sector; resolutely handling violations, thoroughly recovering illegally obtained assets, and preventing the loss and waste of state budget funds. At the same time, the sector resolutely implements the principle of "no forbidden zones, no exceptions, regardless of who the person is," contributing to maintaining discipline and the rule of law, and strengthening the people's trust in the Party and the government.

Secondly,The provincial inspection agency will strongly innovate its leadership, guidance, and implementation methods, ensuring that inspection activities are substantive, in-depth, and linked to the responsibility of the heads of agencies and units. The provincial inspection agency will develop focused and targeted inspection plans, concentrating on sensitive areas prone to corruption, such as land management, public investment, resources, minerals, finance and budget, public procurement, and personnel management. Simultaneously, it will strengthen supervision and monitoring of the implementation of inspection conclusions, ensuring that inspection results not only identify violations but also translate into concrete corrective actions. This will contribute to improving the effectiveness of state management, enhancing the investment environment, and promoting sustainable socio-economic development of the province.
Third isWith the people as the foundation and the people's satisfaction as the measure of service effectiveness, the Nghe An Provincial Inspectorate will prioritize receiving citizens, engaging in dialogue, and resolving complaints and denunciations. It will strengthen dialogue, listen to the thoughts and aspirations of the people, and promptly address issues at the grassroots level, preventing the emergence of "hot spots" of complaints, thereby contributing to maintaining political stability, order, and social security. The agency will proactively coordinate with all levels and sectors, especially in reviewing, classifying, and definitively resolving complex and protracted cases; simultaneously, it will innovate methods of disseminating information and guiding people to exercise their right to complain and denounce in accordance with the law, so that "each dialogue strengthens the people's trust in the government."

Fourthly,The focus is on building a team of inspectors in Nghe An that are truly "honest, dedicated, professional, courageous, and humane." The sector recognizes that people are the decisive factor in the success of any task. Each inspector must be a sharp "sword" of the Party and the State, possessing both political steadfastness and professional expertise, while upholding public service ethics and professional integrity. The sector will strengthen the training, development, and cultivation of inspectors towards "bright hearts, profound minds, and unwavering resolve," building a culture of impartial, objective, honest, humble, and responsible inspection, so that each inspector is both a resilient soldier on the front lines against corruption and a trusted companion of the people.
Fifthly,Promoting the application of information technology and digital transformation in inspection activities, enhancing transparency and openness, ensuring that all inspections are focused, lawful, objective, accurate, and highly feasible, aiming towards a professional, modern, effective, and efficient inspection system. The sector focuses on building a shared database system, gradually modernizing management and operation; promoting the "Digital Inspection" model, and improving transparency and work efficiency.
With the glorious 80-year tradition of the Vietnamese Inspection sector, the Nghe An Inspection sector will continue to uphold the spirit of Labor Heroes in the đổi mới (renovation) period, closely cooperate with inspection, supervision, investigation, prosecution, and adjudication agencies, unite, innovate, dare to think, dare to act, and dare to take responsibility. The entire Nghe An Inspection sector will continue to strive to overcome difficulties, excellently complete all assigned tasks, and make an important contribution to the successful implementation of the Resolution of the 20th Provincial Party Congress, building a rapidly and sustainably developing province, and strongly emerging in the new era.
