Promoting the "bridging" role of veterans in Nghe An.

With their strong political resolve, community prestige, and exemplary spirit, the veterans of Nghe An are continuing to affirm their pivotal role in building the Party and the political system at the grassroots level. Not only are they a pioneering force in disseminating information and mobilizing the people, but veterans also serve as an important bridge between Party committees, the government, and the people, contributing to strengthening national unity and fostering social consensus.

Actively participate in Party building.

In Nghia Lam commune, after reorganizing from 26 hamlets to 13, the entire system of residential area Party branches was strengthened with 53 committee members, of which more than 30% are members of the Veterans Association. Not only do they participate in the Party committees, many members also hold key positions in the residential areas, directly working with the Party committees to lead and organize the implementation of resolutions and resolve issues arising from the grassroots level.

According to Hoang Xuan Cuong, Chairman of the Nghia Lam Commune Veterans Association: Immediately after the merger, the association identified its main task as promoting the exemplary role of cadres and members in implementing the Party's resolution; at the same time, actively propagating and mobilizing cadres, Party members, and the people to correctly understand the goals and significance of the administrative unit, village, and hamlet rearrangement to create consensus and work together to implement the local movement. In parallel, the commune's veterans association also implemented many "effective mass mobilization" models linked to economic development, new rural construction, environmental protection, and maintaining security and order. These specific actions not only contributed to the implementation of the Party committee's resolution but also strengthened the people's trust in the Party organization after the rearrangement and merger.

"The experience in Nghia Lam commune shows that, after the merger, the stability of the Party organization comes not only from the rational placement of cadres but also from reputable forces that know how to connect 'the Party's will' with 'the people's hearts'. In particular, veterans have truly become a 'pillar' for the grassroots political system to quickly operate stably," emphasized Tran Xuan Hue, Head of the Party Building Committee of Nghia Lam Commune Party Committee.

In addition to contributing to maintaining stability after administrative unit mergers, veterans in many localities also directly participate in improving the quality of Party organizations and creating a source for developing Party members.

In Dung 1 village, Dai Dong commune, the influence of veterans is evident throughout the political system of the residential area. The village has 246 members, of which 86 are Party members, accounting for nearly 35%. Notably, all three key positions – Party Branch Secretary, Village Head, and Head of the Fatherland Front Committee – are held by veteran members; along with the majority of members of the Local Security Team, Party Group Leaders, and Self-Management Team Leaders.

According to Party Branch Secretary Nguyen Van Nga: “Veteran Party members are always a force that speaks frankly and responsibly in Party branch meetings. Many opinions stemming from practical experience are absorbed and incorporated into resolutions, and then they themselves are the pioneers in organizing implementation, propaganda, and mobilization of the people, creating unity from within the Party spreading to the community.”

At the commune level, the Veterans Association of Dai Dong commune proactively advises the Party Committee on personnel matters, introduces candidates for key positions in the merged villages, participates in contributing to resolutions, supervises cadres and Party members, and promptly reports emerging issues from the grassroots. Currently, the commune has 35 members holding positions such as Party branch secretaries, deputy secretaries, village heads, and heads of the Fatherland Front Committee. After more than a year of operating the two-tiered local government, the Association has coordinated the introduction of 92 outstanding individuals into the Party, including 2 veteran members.

According to Trinh Van Nha, Secretary of the Party Committee of Dai Dong commune, veterans are a core force in disseminating information and mobilizing the people; at the same time, they play a supervisory, critical, and advisory role in helping the Party committee and government promptly resolve issues at the grassroots level, contributing to improving leadership capacity and promoting local development.

In Dong Loc commune, the veterans' association plays a prominent role in its systematic approach to developing Party members. With nearly 1,700 members, approximately 32% of whom are young, they are identified as a crucial source for Party membership. Members with good qualities and abilities are assigned tasks by the association, and experienced Party members are mentored to help them grow through practical experience. Simultaneously, the association innovates the content of political education through thematic meetings, traditional seminars, and exchanges with historical witnesses, contributing to the cultivation of revolutionary ideals in the younger generation. As a result, in 2025 and the first six months of 2026, 15 veterans were admitted to the Party.

In addition to developing Party members, the Dong Loc Commune Veterans Association actively protects the Party's ideological foundation. In response to false information on the internet, cadres and members proactively monitor public opinion, disseminate information, explain, and guide the understanding of members and the people; at the same time, they play a role in providing constructive criticism and suggestions in Party branch meetings, contributing to improving the quality of leadership of the Party committee.

Promoting the core role in the grassroots political system.

With over 172,000 members, including more than 44,500 Party members, the Nghe An Veterans Association is one of the socio-political organizations with the highest percentage of Party members.

Veterans also participate in most organizations, from Party committees and government agencies to the Fatherland Front and socio-political organizations. Specifically in elected bodies, after the election of representatives to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, Nghe An province has one veteran representative in the National Assembly; five representatives in the Provincial People's Council; and 184 representatives in the commune/ward People's Councils. This provides a favorable opportunity for the voice, experience, and responsibility of veterans to be effectively utilized in Party building, government building, and in deciding and implementing important local policies, resolutions, and issues.

In practice, the Veterans' Associations at all levels in the province have implemented many practical and concrete actions to implement the policies and resolutions of the Party at all levels. In the first six months of 2026 alone, the Veterans' Associations at all levels conducted 120 monitoring activities and 92 social critique sessions; coordinated the mediation of 710 disputes within the community; built and maintained 6,645 models of "Veterans participating in maintaining traffic order and safety"; 930 "Safe traffic gates at schools"; and 16 self-governing groups for railway crossing safety.

Veterans' associations at all levels have also registered to implement 136 "Effective Mass Mobilization" models in economic development, building new rural areas and civilized urban areas...

In the current context, it is essential that the veteran corps not only maintain their political integrity but also improve their skills, knowledge, and methods of operation, contributing to strengthening the Party organization and enhancing the Party's leadership and guidance capacity at the grassroots level.

According to Major General Nguyen Sy Hoi - Vice Chairman of the Vietnam Fatherland Front Committee of the province, Chairman of the Provincial Veterans Association: In the context of the reorganization of commune-level administrative units and villages, along with the digital transformation process, the strong development of social networks, and the increasingly sophisticated subversive methods of hostile forces, the veteran community needs not only to maintain political steadfastness but also to improve their skills, methods, and operational capabilities, contributing to strengthening the Party organization and enhancing the leadership and guidance capacity of the Party at the grassroots level.

To further promote the spirit of soldiers and strengthen the Party organization, Major General Nguyen Sy Hoi affirmed: Veterans' Associations at all levels will continue to focus on consolidating and building a team of association officials with strong character, capabilities, and prestige, linking association work with the task of building the political system at the grassroots level. Along with that, they will proactively participate more deeply in social monitoring and criticism, contributing to the building of the Party and the government; and promoting the role of veterans in grassroots mediation, resolving issues arising right from the village, hamlet, and residential area levels.

Another important task, according to Major General Nguyen Sy Hoi, is to focus on cultivating political theory and digital technology skills for cadres and members; building a core force of veterans in cyberspace to spread positive information, promptly refute erroneous viewpoints, and protect the Party's ideological foundation with sharp arguments, vivid practical examples, and the prestige of soldiers of Uncle Ho. At the same time, attention should be paid to identifying and nurturing outstanding individuals from the association's movements to create a source for Party membership recruitment, ensuring continuity in building Party organizations at the grassroots level.

"When the courage of the soldiers continues to be transformed into the strength of the Party organization, the political foundation at the grassroots level will become even more solid, creating momentum for Nghe An to successfully achieve the goal of building a streamlined political system that operates effectively and efficiently and meets the requirements of development in the new period," emphasized Nguyen Sy Hoi, Chairman of the Provincial Veterans Association.
