Promoting the role of setting an example and spreading advanced models within the Party committees of Party agencies in Nghe An province.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Secretary of the Party Committee of the Provincial Party Agencies - signed and issued Project No. 08-DA/DU dated April 22, 2026, of the Standing Committee of the Party Committee on promoting the exemplary role of Party committees, cadres, and Party members in studying and following the thoughts, ethics, and style of Ho Chi Minh; and building and replicating advanced models in the Party Committee of the Provincial Party Agencies.
The project aims to further concretize the Central and provincial policies on Party building and rectification, and the Action Program to implement the Resolution of the First Congress of the Party Committee of Party agencies in Nghe An province, term 2025-2030.
The project is built upon the achievements of the past, while frankly acknowledging the limitations and shortcomings in fulfilling the responsibility of setting a good example and in identifying and replicating advanced models.
The overall objective of the Project is to strongly promote the exemplary role of Party committees, cadres, and Party members; to create significant changes in studying and following Ho Chi Minh's ideology, ethics, and style; and to build a team of cadres who are both politically sound and professionally competent, meeting the requirements of the tasks in the new situation. At the same time, through exemplary conduct, it aims to contribute to preventing and combating the decline in political ideology, ethics, and lifestyle; protecting the Party's ideological foundation; and consolidating the people's trust.
The plan also sets specific targets, emphasizing that 100% of Party committees and key leaders must build and implement commitments to setting a good example; 100% of Party members must register for annual self-cultivation and training; and the application of digital technology in monitoring and supervising the implementation of setting a good example must be promoted. At the same time, each grassroots Party organization must develop exemplary models and best practices, ensuring practicality, effectiveness, and the ability to spread them.
To effectively achieve the above objectives, the Project outlines a comprehensive system of tasks and solutions. First and foremost is raising the awareness and responsibility of Party committees at all levels regarding the meaning and importance of setting a good example. Setting a good example is not only a mandatory requirement but must also become a self-driven need for each cadre and Party member in their training and development process. This content should be included in regular Party branch meetings, linked to self-criticism and criticism, and considered an important "measure" for evaluating the quality of Party members.
One of the key solutions is to develop specific criteria for setting a good example, tailored to each job position and type of agency. This concretization aims to ensure clarity of roles and responsibilities, ease of implementation, and ease of monitoring and evaluation. Simultaneously, the results of fulfilling the commitment to setting a good example will be linked to the evaluation and ranking of Party organizations, Party members, and personnel management.
The plan particularly emphasizes the role of the leader. Accordingly, the head of the Party committee, agency, or unit must be a true role model, practice what they preach, dare to think, dare to act, and dare to take responsibility; directly lead the resolution of key tasks, difficult issues, and new challenges. The exemplary conduct of the leader will be the decisive factor in creating a ripple effect throughout the entire unit.
In the context of ongoing digital transformation, the Project also emphasizes the application of information technology in managing, monitoring, and evaluating the implementation of exemplary conduct. Building an electronic data system and records on the commitment to self-cultivation and training of cadres and Party members will help make the evaluation process more transparent, objective, and effective.
Furthermore, identifying, nurturing, and replicating exemplary models is identified as a key task. The plan requires Party committees at all levels to proactively select outstanding collectives and individuals to develop into exemplary models; organize practical emulation movements; promptly commend and reward these models; and create conditions for them to continue to thrive. The replication of these models must be linked to the political tasks of each agency and unit, avoiding formalism and the pursuit of achievements for the sake of appearances.
Propaganda work is also mentioned as a solution that needs to be innovative, diversified in form, and effectively utilize digital platforms and social media. Building sections and special pages about "following Uncle Ho's example," and introducing good people and good deeds will contribute to spreading positive values and creating a widespread social impact.
Furthermore, the plan requires strengthening inspection and supervision, considering this a crucial step to ensure that exemplary conduct is truly effective. The results of exemplary conduct will be one of the important criteria in evaluating and ranking Party organizations and Party members, contributing to improving discipline and order within the Party.
To ensure feasibility, the plan also addresses the need to improve mechanisms and policies, allocate resources appropriately, and encourage and protect officials who dare to think, dare to act, and dare to take responsibility for the common good.
