Fines are one of the special penalties in our country's system of penalties, as stipulated in Article 32 of the Penal Code. Fines are a form of economic punishment, imposed by the court on offenders to be deposited into the state treasury.
Fines are stipulated both as a primary penalty and as an additional penalty applied in conjunction with other penalties when the primary penalty is not applied.

GrandpabodyArticle 35The Penal Code of 2015, amended and supplemented in 2017, stipulates...:
1. Fines are the primary penalty in the following cases:
a) Persons who commit minor offenses or serious offenses as defined in this Code;
b) Those who commit very serious crimes that violate the order of economic management, the environment, public order, public safety, and other crimes as prescribed by this Code.
2. Fines are applied as an additional penalty for offenders committing crimes related to corruption, drugs, or other offenses as prescribed by this Code.
3. The amount of the fine shall be determined based on the nature and severity of the crime, taking into account the offender's financial situation and price fluctuations, but shall not be less than 1,000,000 VND.
4. Fines for commercial legal entities committing crimes are stipulated in Article 77 of this Code.
