It is necessary to continue to innovate thinking and raise awareness about the development of the private economy, considering it an essential and objective requirement in the process of developing a socialist-oriented market economy.

General Secretary Nguyen Phu Trong emphasized this point when addressing the issue of developing the private economy as an important driving force of the national economy in his closing remarks at the 5th Central Committee Conference.

According to the General Secretary, after more than 30 years of reform, our understanding of the position and role of the private economy has made significant progress. From being stigmatized and underestimated, we have now acknowledged the private economy as "one of the driving forces" and, to date, "an important driving force" for the development of a socialist-oriented market economy in our country.

In fact, the private sector has been developing steadily; its share of GDP accounts for 39-40%; several large-scale private economic groups have been formed; and the business community is growing stronger.

The Central Committee welcomes and highly appreciates the efforts of the entire Party and people, especially the business community and enterprises nationwide, in actively responding to and implementing Resolution No. 5 of the 9th Central Committee "On continuing to reform mechanisms and policies, encouraging and creating conditions for the development of the private economy," making an important contribution to the continuous development of the private economy and its increasingly greater contribution to the cause of renovation, national construction and defense.

The General Secretary stated that the Central Committee requires that in the coming period, the entire political system must continue to strive to build upon the achievements and successes attained, overcome existing limitations and weaknesses, and effectively implement the new policies and guidelines affirmed, inherited, or supplemented and developed at this Conference.

First and foremost, it is necessary to continue innovating thinking and raising awareness about the development of the private economy, considering it an essential and objective requirement in the process of developing a socialist-oriented market economy. We must focus on developing the private economy more rapidly, healthily, and correctly, so that it truly becomes an important driving force for unleashing productive forces and developing socio-economic development; together with the state economy and the collective economy, it will form the core to ensure the successful construction of an independent, self-reliant, and internationally integrated economy.

At the same time, create favorable conditions for the development of the private economy in all sectors and fields not prohibited by law. Promote the development of all forms of production, business, and supply of goods and services through production networks and market value chains between the private economy and the state economy, collective economy, and foreign-invested enterprises in order to receive, transfer, and widely disseminate advanced technology and modern management.

Promote and enhance the effectiveness of small and medium-sized enterprises, innovative businesses, and the startup movement. Facilitate voluntary association among households and individuals to form businesses or other forms of cooperative organizations. Encourage the formation of multi-ownership private economic groups and private capital contributions to state-owned economic groups, with sufficient capacity to participate in regional and global production networks and value chains.

Focus on nurturing, educating, and enhancing the political awareness, self-reliance, patriotism, national pride, and self-respect of business owners, fostering their commitment to the interests of the country and the cause of building socialism; developing a stronger and more resilient Vietnamese business community with a strong sense of law compliance, social responsibility, and high management and administrative skills; and emphasizing the development and improvement of corporate culture and business ethics.

On the part of the State and the team of officials and civil servants, there needs to be a breakthrough in thinking and action, persistently innovating, perfecting, and effectively implementing laws, mechanisms, and policies in accordance with market principles and international practices and standards; eliminating all prejudices and barriers; strongly reforming cumbersome administrative procedures, creating favorable conditions for the development of the private economy. Promoting positive aspects that benefit the country, businesses, entrepreneurs, and workers, while strengthening inspection, auditing, supervision, and control, ensuring transparency and openness; preventing and limiting negative aspects, especially combating all manifestations of "crony capitalism," "group interests," "policy manipulation," and unfair competition for illicit gain. Regularly focusing on creating a favorable investment and business environment for the development of the private economy; supporting the private economy in innovation, technological modernization, and human resource development…

On the part of entrepreneurs and businesses, it is necessary to be more proactive and positive in innovating business management and governance, improving operational efficiency and competitiveness of businesses as well as specific products, goods, and services. Strengthening production linkages, participating in domestic, regional, and global value chains, and building brand and business credibility are also crucial.

General Secretary Nguyen Phu Trong also noted the need to focus on training and developing human resources, researching and applying science and technology. He emphasized the importance of strictly implementing all legal regulations, especially those concerning corporate social responsibility, protecting the legitimate rights and interests of workers, ensuring food hygiene and safety, and protecting resources and the environment.
