Developing the private economy into an important driving force
It is necessary to continue to innovate thinking and raise awareness of private economic development, considering this an inevitable and objective requirement in the process of developing a socialist-oriented market economy.
General Secretary Nguyen Phu Trong emphasized this when mentioning the issue of developing the private economy into an important driving force of the economy in his closing speech at the 5th Central Conference.

According to the General Secretary, after more than 30 years of renovation, our awareness of the position and role of the private economy has made important progress. From discrimination and disregard, the private economy has been recognized as "one of the driving forces" and now "an important driving force" for the development of a socialist-oriented market economy in our country.
In fact, the private economy has been growing; its proportion in GDP accounts for 39-40%; a number of large-scale private economic groups have been formed; the team of entrepreneurs is growing stronger.
The Central Executive Committee welcomes and highly appreciates the efforts of the entire Party and people, especially the team of entrepreneurs and enterprises nationwide, who have actively responded to and implemented the Resolution of the 5th Central Committee, Session IX, "On continuing to innovate mechanisms and policies, encourage and facilitate the development of the private economy", contributing significantly to the continuous development of the private economy, making an increasingly greater contribution to the cause of innovation, construction and protection of the Fatherland.
The General Secretary stated that the Central Committee requires that in the coming time, the entire political system must continue to strive to promote the results and achievements, overcome existing limitations and weaknesses, and effectively implement the new policies and guidelines affirmed, inherited, supplemented, and developed at this Conference.
First of all, it is necessary to continue to innovate thinking, raise awareness of private economic development, considering this an inevitable and objective requirement in the process of developing a socialist-oriented market economy. Take care to develop the private economy more quickly, healthily and correctly, truly becoming an important driving force to liberate productive forces and develop the socio-economy; together with the State economy, the collective economy is the core to ensure the successful construction of an independent, autonomous and internationally integrated economy.
At the same time, create favorable conditions for the private economy to develop in all sectors and fields that are not prohibited by law. Promote the development of all forms of production, business, and supply of goods and services according to production networks and market value chains between the private economy and the state economy, collective economy and foreign-invested enterprises to receive, transfer, and create widespread diffusion of advanced technology and modern management.
Promote and improve the operational efficiency of small and medium enterprises, innovative enterprises and start-up movements. Facilitate households and individuals to voluntarily associate to form enterprises or other forms of cooperative organizations. Encourage the formation of multi-ownership private economic groups and private capital contributions to state economic groups, with sufficient capacity to participate in regional and global production networks and value chains.
Take care to foster, educate, and improve political awareness, self-reliance, patriotism, national pride, and attachment to the interests of the country and the cause of building socialism of business owners; develop an increasingly strong team of Vietnamese entrepreneurs with a sense of law compliance, social responsibility, and high management and governance skills; focus on building and improving corporate culture and business ethics.
On the part of the State and the contingent of cadres and civil servants, there needs to be a breakthrough in thinking and action, persistently innovating, perfecting and organizing the effective implementation of laws, mechanisms and policies in accordance with market rules and international practices and standards; eliminating all prejudices and barriers; strongly reforming cumbersome administrative procedures, creating favorable conditions for the development of the private economy. Promoting positive aspects that benefit the country, enterprises, entrepreneurs and workers, at the same time, strengthening inspection, supervision, control, implementing publicity and transparency; preventing and limiting negative aspects, especially preventing all manifestations of "crony capitalism", "group interest" relationships, "policy manipulation", and unfair competition for illegal profiteering. Regularly taking care to create a favorable investment and business environment for the development of the private economy; Support the private economy to innovate, create, modernize technology and develop human resources...
On the part of entrepreneurs and enterprises, it is necessary to be more proactive and active in innovating management and corporate governance, improving operational efficiency and competitiveness of enterprises as well as each specific product, commodity and service. Strengthening production linkages, participating in domestic, regional and global value chains, building brands and "reputation" in business.
General Secretary Nguyen Phu Trong also noted the need to pay attention to training, developing human resources, researching and applying science and technology. Strictly implement all legal regulations, especially those on corporate social responsibility, protect the legitimate and legal rights and interests of workers, ensure food hygiene and safety, protect natural resources and the environment, etc.
