Approval of the pilot project to build Nam Dan into a model new rural district

The overall objective of the Project is to comprehensively improve the quality of new rural construction in the area; preserve and promote cultural values, revolutionary historical traditions, and act as a driving force to promote socio-economic development through tourism and service activities, making Nam Dan a model new rural district in "Cultural development associated with tourism", contributing to creating a nationwide spread.

Decision to approve the Pilot Project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025".

The specific goal by 2020 is to strive to have 30% of communes (7/23 communes) of the district meet the advanced new rural standards; have at least 3 communes meet the model new rural standards for cultural development associated with tourism; basically complete a number of criteria for model new rural districts, as a basis for the Prime Minister to consider and promulgate criteria for model new rural districts for cultural development associated with tourism.

By 2025, 100% of communes (23/23 communes) of the district will meet advanced new rural standards; at least 6 communes will meet model new rural standards in cultural development associated with tourism; 100% of historical, cultural and revolutionary relics in Nam Dan district will be restored, meeting the needs of visiting and serving tourism development.

The project also sets a target that by 2025, tourism economy associated with culture will become a spearhead economic sector, bringing the proportion of tourism and services to about 42 - 43% in the economic structure of the district; fully completing the targets and criteria and being recognized by the Prime Minister as a "Model new rural district in developing culture associated with tourism".

To achieve the above goals, the project sets out key tasks including: improving the quality of 19 criteria for new rural communes; renovating and perfecting the district's cultural and sports institutions; upgrading equipment of the commune cultural house system and hamlet/block cultural houses; building cultural, artistic and sports movements; and building a cultural lifestyle.

In particular, the Project sets out the task of completing the tourism infrastructure system, connecting relic sites to form domestic and foreign tourism routes; building cultural tourism models; building the image of cultural development and tourism of the district.

The total capital demand for the Project is about VND 2,465 billion, of which capital from the budget is VND 730 billion, accounting for 27.6% (central budget VND 289 billion; provincial budget VND 115 billion; district and commune budget VND 326 billion); capital from integrated programs and projects is VND 1,062 billion, accounting for 43.1%; socialized capital (enterprises) is VND 260 billion, accounting for 10.5%; community mobilized capital is VND 253 billion, accounting for 10.3%; other sources/credit is VND 160 billion, accounting for 6.5%.

The decision assigns responsibility to 12 ministries and the People's Committee of Nghe An province to coordinate implementation, in which the Ministry of Agriculture and Rural Development is assigned to preside over and coordinate with relevant ministries and branches to monitor, direct, guide, and coordinate with the People's Committee of Nghe An province and the People's Committee of Nam Dan district to carry out the tasks of the Project on schedule.
