Approval of the pilot project to build Nam Dan into a model new rural district.
(Baonghean.vn) - On January 4th, Politburo member and Deputy Prime Minister Vuong Dinh Hue signed a decision approving the pilot project "Building Nam Dan district, Nghe An province into a model new rural district in the direction of cultural development associated with tourism, giai đoạn 2018 -2025".
The overall objective of the Project is to comprehensively improve the quality of new rural construction in the area; preserve and promote cultural values and revolutionary historical traditions as a driving force to promote socio-economic development through tourism and services, making Nam Dan a model new rural district in "Cultural development associated with tourism," contributing to creating a nationwide ripple effect.

The specific targets for 2020 are: striving to have 30% of the communes (7 out of 23 communes) in the district meet the advanced new rural standards; having at least 3 communes meet the model new rural standards in cultural development linked with tourism; and basically completing some criteria for a model new rural district, serving as a basis for the Prime Minister to consider and issue criteria for a model new rural district in cultural development linked with tourism.
By 2025, 100% of the communes (23/23 communes) in the district will meet the advanced new rural standards; at least 6 communes will meet the model new rural standards in cultural development associated with tourism; 100% of historical, cultural, and revolutionary relics in Nam Dan district will be restored to meet the needs of visitors and serve tourism development.
The plan also aims to make tourism-based economic activities linked with culture a key economic sector by 2025, increasing the proportion of tourism and services to approximately 42-43% of the district's economic structure; and to fully achieve all targets and criteria and be recognized by the Prime Minister as a "Model New Rural District for Cultural Development Linked with Tourism".
To achieve the above objectives, the plan outlines key tasks including: improving the quality of the 19 criteria for new rural communes; renovating and perfecting the district's cultural and sports facilities, upgrading equipment at commune cultural centers and village/hamlet cultural centers; and developing cultural, artistic, and sports movements, and building a cultured lifestyle.
Specifically, the Project sets out the task of improving the tourism infrastructure system, connecting historical sites to form tourism routes within and outside the district; building cultural tourism models; and building an image of cultural and tourism development in the district.

The total capital required for the project is approximately VND 2,465 billion, of which VND 730 billion (27.6%) comes from the state budget (VND 289 billion from the central budget; VND 115 billion from the provincial budget; and VND 326 billion from the district and commune budgets); VND 1,062 billion (43.1%) is from integrated programs and projects; VND 260 billion (10.5%) is from socialized capital (enterprises); VND 253 billion (10.3%) is from community mobilization; and VND 160 billion (6.5%) is from other sources/credit.
The decision assigns responsibility to 12 ministries and the People's Committee of Nghe An province for coordinated implementation, with the Ministry of Agriculture and Rural Development taking the lead, coordinating with relevant ministries and agencies to monitor, direct, and guide, and cooperate with the People's Committee of Nghe An province and the People's Committee of Nam Dan district to implement the tasks of the Project according to schedule.
