The Deputy Secretary of the Party Branch excels at mass mobilization.
(Baonghean.vn) - Being close to the people, understanding and grasping their thoughts and aspirations is the motto that Comrade Ngo Ba Huu – Deputy Secretary of the Party branch, hamlet head, and Deputy Head of the People's Mobilization Team of Bau hamlet, Nghia Khanh commune – has implemented in the process of leading and mobilizing the people. He is a typical example of "Skilled People's Mobilization" in Nghia Dan district, during the period 2013-2015.
His approach involves combining being close to the people, understanding their needs, and promoting the role of self-governing neighborhood groups. Whenever there are policies and guidelines from the Party and the State, he organizes meetings of key officials, inviting the leaders and deputy leaders of the 14 neighborhood groups to participate as a bridge for disseminating information to households, thus earning the trust and strong support of the people.
In building new rural areas, with the motto "Do the easy things first, the difficult things later," the comrade went to each family to understand their circumstances and gradually resolve difficulties, helping people understand the benefits of building new rural areas. Therefore, the people were very supportive, with four households donating 300 square meters of garden land and dismantling 250 square meters of fence to widen the road. Typical examples include the family of Mr. Tran Van Mao, who donated 150 square meters of residential land and 30 meters of fence; and the family of Mr. Vu Xuan Quang, who voluntarily removed their gate and 25 meters of solidly built fence to widen the road…

During the land consolidation and reallocation process, many difficulties were encountered. Comrade Ngo Ba Huu, along with the Party committee and neighborhood groups, skillfully mobilized the people to donate land and trees. Twenty households whose land was located within the planned canal area donated 3,600 square meters of land and cut down more than 500 acacia trees to clear the land for the construction of canals and internal roads to serve irrigation and transportation in agricultural production.
Not only did Deputy Secretary and Village Head Ngo Ba Huu skillfully mobilize the people to donate land and build roads, but he also worked well with the village committee, Party branch, and mass organizations to eradicate hunger and reduce poverty. In the five years from 2010 to 2015, the percentage of poor households in the village decreased sharply; from 13 households (11%) in 2010 to only 3 households (2.5%) by the end of 2015.
In addition, he directed the hamlet to effectively implement emulation movements, develop the economy, and strive for legitimate wealth; as a result, many well-off and wealthy households have emerged, developing their family economies. A typical example is Mr. Hoa Phuong's household, which has successfully combined trading with livestock farming, providing breeding stock and products to the area, generating an annual income of 300-400 million VND.
The entire Bau hamlet currently has 5 trucks, 2 rice threshing machines, 7 rice milling machines, and every household owns a motorbike. Comrade Ngo Ba Huu shared: "To help people understand the policies and guidelines of the Party and the State correctly and fully, mass mobilization work must be one step ahead. Cadres must stay close to the grassroots to understand the people, find out the causes, explain what the people do not understand or misunderstand, and get feedback from the grassroots to improve the effectiveness of the work."
When mobilizing the people, we must be flexible with each individual and each circumstance to find the most effective methods, so that the people truly benefit from "the people's knowledge, the people's discussion, the people's oversight, and ultimately, the people themselves."

Alongside economic development and rural road construction, the village's cultural standards have also seen significant progress. The village was recognized as a Cultural Village in 2008. The percentage of families recognized as "Cultural Families" annually exceeds 80%. There are three volleyball courts to meet the sporting needs of the residents, and a health and wellness club for the elderly. The village's cultural center has been renovated and upgraded to a modern and standard-compliant facility. All of this is thanks to the efforts and contributions of the people.
In addition, Comrade Huu actively encouraged the people to maintain environmental hygiene and landscape. The hamlet is a pioneer in the commune in collecting and disposing of waste in designated areas, regularly three times a month. Members of the Veterans Association take turns in charge, thereby raising people's awareness and ensuring that the environment and village roads and alleys are always clean.
Comrade Tran Dinh Hoi, Secretary of the Party Committee of Nghia Khanh commune, said: “Comrade Ngo Ba Huu is a dedicated and responsible person in the work of the hamlet and commune, trusted and highly appreciated by the people; He always sets an example, truly puts the people first, regularly focuses on the grassroots, understands the thoughts and aspirations of the people to have appropriate forms of mass mobilization for each target group and unit, creating high unity among cadres as well as consensus among the people.”
