January 6, 1946, was a glorious milestone, ushering in a new era of development for the Vietnamese nation. The victory of the General Election firmly affirmed the people's right to self-determination, rising from a state of slavery to gain independence, organizing their own state with a full legal basis representing all our people domestically and internationally, and becoming the first democratic state in Southeast Asia.

Comrade Tran Thanh Man emphasized: The tasks and requirements of the new development stage of the country demand that the National Assembly, its agencies, and its deputies strive even harder and be more determined; build upon the achievements already made, overcome limitations, continue to innovate thinking in lawmaking, improve capacity and operational efficiency, dare to speak, dare to act, and dare to take responsibility for the rapid and sustainable development of the country, and for the prosperous and happy lives of the people.

Looking ahead, we need to actively contribute to the success of the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term; and resolutely work together with the entire Party, people, army, and political system to successfully achieve the goals and tasks set by the Party and the State.

Speaking at the commemoration ceremony, General Secretary To Lam affirmed: From the historical milestone of 1946, over 80 years of accompanying the nation and 15 terms of operation, the Vietnamese National Assembly has continuously matured and grown stronger, affirming its role as the center of national political and legal life, and as a constitutional institution holding a key position in building and perfecting the socialist rule of law state of Vietnam.

The General Secretary emphasized: The National Assembly needs to continue to uphold its glorious 80-year tradition, taking a step ahead in terms of institutions, bravely deciding on difficult issues, new tasks, and areas without precedent; paving the way for innovation, and for rapid and sustainable development of the country.

Based on that, the General Secretary outlined five major directions. First, it is necessary to continue building the National Assembly into a truly supreme organ of state power, promoting democracy, the rule of law, modernity, professionalism; and ensuring openness, transparency, effectiveness, and efficiency in its organization and operation.

Simultaneously, we must continue to vigorously innovate legislative thinking, moving towards a constructive and leading development approach. We must promote strategic breakthroughs, create a new development ecosystem; and focus on perfecting and synchronizing institutions for rapid and sustainable national development. At the same time, we must fundamentally reform and improve the quality and effectiveness of legislative activities, ensuring national governance through the Constitution and laws, and meeting the requirements of international integration.

The General Secretary also emphasized the need to improve the quality of supervision, considering supervision as a constructive tool to promote development, linking "construction" with "combat," and taking "construction" as the fundamental and long-term basis. He stressed the importance of continuing to improve the quality of questioning, explanations, and supervision of legal documents; paying attention to monitoring, reviewing, and urging the implementation of recommendations following supervision; and strictly implementing the confidence vote by the National Assembly.
