Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh inspected and directed the response to Typhoon No. 5 in Hai Loc commune.
On the morning of August 25th, Ms. Vo Thi Minh Sinh – Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, and Head of the National Assembly Delegation of Nghe An province – inspected and directed the response to Typhoon No. 5 in Hai Loc commune.

Accompanying them were leaders from the Vietnam Fatherland Front Committee of the province and the Departments of Construction, Agriculture and Environment, Industry and Trade, and the Provincial Party Committee Office.
In anticipation of Typhoon No. 5, which is predicted to move rapidly, be very strong, pose a high risk of natural disaster, and have complex developments that will directly affect Nghe An province, especially coastal areas, the provincial working group inspected typhoon prevention and control work in Hai Loc commune.

During a direct inspection of storm prevention and control efforts in Hai Loc commune, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh requested that the Party Committee, government, and the entire political system mobilize all cadres, civil servants, and workers, along with police and military forces, to coordinate with hamlets to strengthen their presence in the area, staying close to each residential area and household to promptly monitor and direct storm prevention and control efforts; ensuring 100% readiness for storm prevention and control work.

The Deputy Secretary of the Provincial Party Committee also visited households in vulnerable areas, around the harbor where boats and ships are anchored, to check on the relocation of residents to safe places.
Besides urging some households that have not yet relocated to strictly comply with regulations on storm prevention and control and to evacuate urgently, emphasizing that human lives are paramount; Comrade Vo Thi Minh Sinh also requested the Hai Loc Commune Disaster Prevention and Control and Search and Rescue Command to strengthen the direction of forces to closely monitor each household to disseminate information and assist people in moving to safe places; they must truly stay close to the community and the people to prevent people from returning to their homes before or during the storm's landfall.

In cases of non-compliance, enforcement measures will be taken to ensure the safety of people's lives. The Hai Loc Commune Disaster Prevention and Search and Rescue Command Board is fully responsible for protecting the safety of people's lives in the area. At the same time, measures must be taken to ensure the safety of people's property and prevent collisions, fires, and explosions involving boats and ships.


Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh also requested that the Party committees and local authorities coordinate with the police and military forces on standby, ready to respond to natural disasters with the "four on-the-spot" principle, avoiding any complacency or negligence; ensuring essential needs for the people, and advising people not to leave their homes unless absolutely necessary, starting from noon on August 25th until the storm subsides.

Hai Loc commune comprises the communes of Nghi Yen, Nghi Tien, and Nghi Thiet, formerly part of Nghi Loc district. It is home to many important construction projects and has numerous residential areas along the coastal plain and estuaries.
By 10:00 AM on August 25th, Hai Loc commune had relocated 116 households, comprising 252 people, from vulnerable areas to safe locations; simultaneously, 100% of 114 boats and ships were moored in safe shelters.
