Also attending were leaders of the Provincial Vietnam Fatherland Front Committee and the Departments of Construction, Agriculture and Environment, Industry and Trade and the Provincial Party Committee Office.

With the forecast that storm No. 5 with its fast moving speed, very strong intensity, high level of natural disaster risk, and complicated developments will directly affect Nghe An province, especially coastal localities, the provincial working delegation inspected storm prevention and control work in Hai Loc commune.

Directly inspecting the storm prevention and control work in Hai Loc commune, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh requested the Party Committee, the government and the entire political system to mobilize all cadres, civil servants, and workers along with the police and military forces to coordinate with the hamlets to increase their presence in the area, stay close to each residential area and each household to grasp and direct promptly; ensuring 100% of the number of people on duty for storm prevention and control work.

The Deputy Secretary of the Provincial Party Committee also visited households in vulnerable areas, around the canal where ships and boats are moored, to check the evacuation of people to safety.

In addition to encouraging some households that have not yet evacuated to strictly comply with regulations on storm prevention and control and to evacuate urgently, human life is paramount; Comrade Vo Thi Minh Sinh also requested the Command Committee for Natural Disaster Prevention and Control and Search and Rescue of Hai Loc commune to strengthen the direction of forces to closely follow each household to propagate and support people to move to a safe place; must really stick to the base, stick to the people to avoid people returning home before the storm hits or while the storm is making landfall.

In cases of non-compliance, enforcement will be carried out to ensure the safety of people's lives. The Hai Loc Commune Disaster Prevention and Control and Search and Rescue Command must take full responsibility for protecting the safety of people's lives in the area. At the same time, measures must be taken to ensure people's property, and prevent ships and boats from colliding, burning, or exploding.

Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh also requested the Party Committee and the communal government to coordinate with the police and military forces to be on duty and ready to respond to natural disasters with the motto "4 on-site", not to be negligent or subjective; ensure essentials for the people, and at the same time, advise people not to leave their homes when not really necessary starting from noon on August 25 until the storm dissipates.

Hai Loc commune includes the communes of Nghi Yen, Nghi Tien and Nghi Thiet, formerly belonging to Nghi Loc district. This is where many important projects and constructions are concentrated; there are many residential areas along the coastal plain and estuary.

By 10:00 a.m. on August 25, Hai Loc commune had evacuated 116 households, with 252 people in vulnerable areas to safe places; at the same time, 100% of the boats and ships were anchored, with 114 ships and boats in safe shelters.
