On the morning of April 17th, Ms. Vo Thi Minh Sinh, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Fatherland Front Committee, worked with the Standing Committees of the Party Committees of the communes of Con Cuong, Mon Son, Mau Thach, Cam Phuc, Chau Khe, and Binh Chuan on the socio-economic situation, national defense and security, Party building, and the political system.

Attending the meeting was Comrade Thai Van Thanh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Also present were representatives of the leaders of provincial departments and agencies.

Focus all efforts on fulfilling political tasks.

Implementing a two-tiered local government system, the communes of Chau Khe, Binh Chuan, Cam Phuc, Mau Thach, Mon Son, and Con Cuong have strived to stabilize their organizational structure and leadership, directing the implementation of political tasks to serve the people and businesses.

The Party committees and local authorities of the communes have proactively disseminated and concretized the resolutions and directives of the Central Government and the province; focused on consolidating organizations, assigning tasks, issuing work programs and plans, successfully organizing Party congresses, Fatherland Front congresses and congresses of political and social organizations, and at the same time, effectively led and directed the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Regarding socio-economic development, despite being affected by natural disasters, epidemics, and the conditions of mountainous and border areas, the communes have maintained their growth momentum and ensured people's livelihoods.

Financial and budgetary management was basically carried out in accordance with regulations; by April 2026, many localities had achieved and exceeded their assigned budget revenue targets. The socio-cultural sector continued to show positive progress; national defense, security, order, and social safety were basically maintained. Party building and the political system were comprehensively led and directed by the communes.

Besides the achievements, the communes still have some shortcomings and limitations that need to be frankly acknowledged: The socio-economic development of the communes has not been commensurate with their potential and advantages; the scale of production is still small and fragmented, and value chain linkages are limited; the percentage of poor and near-poor households in some areas is still high (Mon Son: 15.35% poor households, 18.44% near-poor households; Mau Thach: 13.83% poor households, 32.85% near-poor households; Chau Khe: 18.52% poor households, 20.11% near-poor households; Cam Phuc: 17.22% poor households, 31.01% near-poor households).

Administrative reform and digital transformation in some communes have not shown significant progress. The quality of officials and civil servants varies unevenly across localities and sectors; many communes still lack staff and highly specialized personnel, especially in the fields of land, construction, finance, information technology, and digital transformation; some officials are still weak in advisory skills, digital technology application, and handling work in the new environment.

In many places, facilities, offices, and information technology infrastructure are still lacking; data digitization, software interoperability, and online public service provision are not uniform.

Natural disasters, floods, storms, and epidemics have severely impacted production, livestock farming, infrastructure, and people's lives. Infrastructure such as transportation, irrigation, schools, and healthcare facilities in many localities remain inadequate; the capacity to provide high-quality local healthcare services is limited.

During the meeting, departments and agencies exchanged views and clarified proposals from localities related to organizational structure and staffing; administrative reform and digital transformation; physical facilities, offices, and infrastructure; mechanisms, policies, and decentralization; training and capacity building for commune-level officials and civil servants, etc.

Make the most of your potential and advantages.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh shared the difficulties faced by the localities; at the same time, she acknowledged and appreciated that, despite many difficulties, the Party committees and authorities of the communes have made many efforts, stayed close to the grassroots, focused on leadership and direction, and achieved important and fairly comprehensive results.

The communes in the Con Cuong area hold a particularly important position in western Nghe An province in terms of socio-economic development, national defense and security, forest protection, environmental protection, and preserving the cultural identity of ethnic groups. Deputy Secretary of the Provincial Party Committee Vo Thi Minh Sinh emphasized that, in the new context, each commune must accurately identify its geographical location, natural conditions, potential, and advantages to determine the appropriate direction.

In 2026, the Central Committee has identified it as the "year of improving the quality of grassroots cadres." To achieve double-digit growth targets, the Deputy Secretary of the Provincial Party Committee suggested that communes should wholeheartedly and effectively implement the Resolution of the 14th National Congress of the Party, the 9 strategic resolutions of the Politburo (Resolutions No. 57, 59, 66, 68, 70, 71, 72, 79, 80); the Resolution of the 20th Provincial Party Congress, the Resolutions of the Commune Party Congresses for the 2025-2030 term, and the 10 newly issued Directives of the Provincial Party Standing Committee, along with developing specific action programs and researching and issuing specialized directives and resolutions suitable to the local reality.

Communes need to urgently review their planning and development orientations according to the new spatial context, new conditions, and new requirements; clearly identify dynamic zones, production zones, conservation zones, and zones for the development of services, trade, tourism, ecological agriculture, and sustainable forestry, linking local development with regional development.

Furthermore, localities need to thoroughly understand and seriously implement the Central and provincial policies on Resolution No. 57 on breakthrough development in science, technology, innovation, and digital transformation. Accordingly, each locality should select one breakthrough task; effectively implement the theme of administrative reform of Nghe An province in 2026: "Decisive action, tighten discipline, strengthen innovation"; and effectively implement Project 06.

At the same time, localities are strengthening propaganda work, launching emulation movements, and arousing the spirit of solidarity and unity among cadres, Party members, and the people in achieving development goals.

The communes, in coordination with the Provincial Party Committee's Organization Department and the Department of Internal Affairs, are finalizing a set of criteria for evaluating the work performance of officials, civil servants, and public employees.

Comrade Vo Thi Minh Sinh noted that the six communes allocated funds to support people affected by the three storms in 2025 should urgently disburse the funds for disaster relief in accordance with the urging document No. 747-CV/TU, dated March 19, 2026, from the Nghe An Provincial Party Committee.

The Deputy Secretary of the Provincial Party Committee requested that provincial departments and agencies work together to promptly resolve difficulties and obstacles at the grassroots level, ensuring that minor issues do not go unresolved and become bottlenecks affecting local development.
