Vice Chairman of the Provincial People's Council: Questioning to clarify responsibilities.

(Baonghean.vn) -According to Vice Chairman of the Provincial People's Council Hoang Viet Duong, the purpose of questioning is to clarify responsibilities and propose effective solutions to the problems raised, serving the political tasks and overall development of the province, not to dig up dirt.

On the morning of July 5th, the Provincial People's Committee held a meeting to review the preparations for the 4th session of the 17th Provincial People's Council, term 2016-2021.

At this session, the Standing Committee of the Provincial People's Council requested the Provincial People's Committee to prepare 15 reports and 16 draft resolutions. To date, the reports and draft resolutions have been prepared by the Provincial People's Committee in coordination with relevant departments and agencies, and submitted to the Standing Committee and the Committees of the Provincial People's Council for review and feedback. These will be further refined and submitted to the Standing Committee of the Provincial People's Council before July 6th as official documents for presentation at the session.

Of particular interest is the draft resolution addressing voters' petitions before, during, and after the 3rd session of the Provincial People's Council, term 2016-2021; which the relevant departments and agencies have proactively researched, incorporated, and responded to.

However, Mr. Vo Hong Duong, Deputy Chief of the Provincial People's Committee Office, frankly stated that some responses were lengthy, unclear, and did not address the core of the petitions; the specific roadmap and timeframe for resolution were not clearly defined; and the coordination between departments, agencies, and localities in resolving voters' petitions was unclear.

Regarding the questions raised, based on the plan assigned by the Standing Committee of the Provincial People's Council, the Provincial People's Committee has assigned the Agriculture and Rural Development Department and the Labor, War Invalids and Social Affairs Department to prepare answers to questions concerning several shortcomings in the construction and replication of production models; management and supply of plant and animal breeds; management of pesticides and veterinary drugs; agricultural product prices and support for product consumption for farmers; and some shortcomings in vocational training and job creation in the province in the past period.

At the meeting, the Provincial People's Committee and relevant departments generally agreed with the proposed program and content of the Provincial People's Council's session. However, regarding the questions raised, the Director of the Department of Labor, War Invalids and Social Affairs, Nguyen Bang Toan, stated that vocational training and job creation are not yet pressing issues at present.

Regarding this issue, Vice Chairman of the Provincial People's Council Hoang Viet Duong affirmed: The planned content of the questioning session at this meeting is based on a compilation of opinions from voters, the provincial People's Council delegate groups, and the province's overall political task, which is to improve the lives of the people; this is also a broad issue, affecting the vast majority of the population.

The Vice Chairman of the Provincial People's Council also stated that in practice there is no shortage of "hot," pressing, and prominent issues, such as mineral resource exploitation, environmental protection, health insurance overspending, land and property auctions, and urban land management... However, these are issues that the Provincial People's Committee is directing relevant departments to address; if these issues are not resolved by the Provincial People's Committee and relevant departments in the near future, they will be included in the explanations at the regular sessions of the Standing Committee of the Provincial People's Council and in the questioning session at the end of 2017.

The Vice Chairman of the Provincial People's Council also emphasized: The purpose of questioning is to clarify responsibilities and propose effective solutions to the issues raised, with the goal of serving the political tasks and the overall development of the province, not to nitpick.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Xuan Duong requested the Provincial People's Committee Office to coordinate with relevant departments to finalize the draft resolution, provide explanatory reports, clarify and supplement the content of reports and submissions after verification to ensure quality.

Comrade Nguyen Xuan Duong emphasized: In addition to the two departments assigned to answer questions directly at the session, the Vice Chairmen of the Provincial People's Committee in charge of various fields and the leaders of departments and agencies must also be ready to answer related issues raised by the Provincial People's Council at the session.

During the group discussions and plenary sessions, departments are required to send specialists to participate fully in order to gather information, promptly advise department leaders on explanations at the meeting, and strengthen management in the process of carrying out their tasks.

The Chairman of the Provincial People's Committee also emphasized the importance of ensuring the necessary conditions and maintaining security and order during the days of the meeting.
