Vice Chairman of the Provincial People's Committee Hoang Phu Hien works with the Nghe An Provincial Traffic Project Management Board.

On the morning of April 7th, the People's Committee of Nghe An province held a working session with the Provincial Project Management Board for Transportation Works, in the context of this unit having just been transferred from being under the Department of Construction to the People's Committee of the province from February 2026.

High disbursement pressure

The Provincial Transport Project Management Board currently manages and operates 14 projects, of which 12 are underway and 2 are in the investment preparation phase, notably the Vinh - Thanh Thuy expressway project.

Simultaneously, in line with the policy of organizing local government into two levels, the Board was assigned the role of investor for 230 projects previously transferred from the district level.

To date, 200 projects have been accepted, including 18 planning projects, 162 projects under implementation, and 20 projects with no outstanding debts; the remaining 30 projects are completing procedures and are expected to be finished before April 10th.

In 2026, the total medium-term public investment capital allocated to the Board was nearly 1,095 billion VND, distributed across 24 projects. However, disbursement results only reached over 26 billion VND from local budgets, equivalent to 2.4% of the plan, which is still low compared to the required progress.

This pressure is expected to increase further in the coming period as the capital allocated to the Board as the investor continues to rise sharply, especially for the Vinh - Thanh Thuy expressway project.

Of the total public investment capital of approximately 15,000 billion VND for the entire province in 2026, the volume under the Board's responsibility alone is estimated at 6,000 billion VND. Therefore, without decisive solutions, the overall disbursement progress of the province will be significantly affected.

Expedite disbursement and ensure quality.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Phu Hien acknowledged that, in the context of having only recently transitioned to a new organizational model less than two months ago, the Board is simultaneously handling many major tasks, from stabilizing the organization to implementing projects and disbursing funds.

However, as the main investor in many key projects, the Board must clearly define its central responsibility in ensuring the disbursement schedule.

The comrade requested that, first and foremost, the organizational structure be urgently stabilized, personnel be reorganized, and recruitment be accelerated to meet job requirements.

In addition, there will be a review and reassignment of leadership responsibilities, ensuring clarity in who is responsible for what and where; and the development of specific operational regulations and clear project management zones after the autonomy plan for the 2026-2030 period is approved.

Regarding disbursement, the Vice Chairman of the Provincial People's Committee requested the Board to develop a plan every 10 days, review each project, clearly identify each obstacle and its solution, and report to the Provincial People's Committee leadership for timely guidance. The goal is to strive for a disbursement rate of at least 95% of the plan, linking progress with project quality.

Regarding projects previously carried over from the district level, Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested a thorough review and classification to determine appropriate solutions. Projects that are basically completed and eligible for final settlement should focus on completing the necessary procedures; small-scale projects with limited capital but still facing minor obstacles must be addressed decisively to avoid delays.

For large-scale capital projects, priority should be given to resolving difficulties to accelerate progress, while for projects with prolonged obstacles, specific solutions should be boldly proposed, such as continuing investment or temporarily suspending technical work.

The process of taking over projects previously handled at the district level must also be expedited based on clear handover documentation, clearly separating responsibilities, and avoiding a perfectionist mindset that leads to delays.

Regarding the management of allocated funds, the Vice Chairman of the Provincial People's Committee emphasized the principle of reviewing and clearly identifying any surplus funds or projects with slow disbursement rates, in order to proactively reallocate them to projects with greater demand and better disbursement capacity. The reallocation and balancing of funds must be carried out early, avoiding accumulation during the rainy season when construction conditions are unfavorable.

In particular, regarding the Vinh - Thanh Thuy expressway project, which is expected to commence on May 19th, the Vice Chairman of the Provincial People's Committee requested the Steering Committee to focus on decisive leadership while proactively anticipating potential difficulties and obstacles that may arise in each stage.

Other tasks such as preparing tender documents, developing contractor selection criteria, and establishing direct contracting methods must be thoroughly and meticulously prepared from the outset to avoid being caught off guard during implementation.

In addition, the Board needs to coordinate with relevant departments and agencies to proactively develop a flexible financial plan for this key expressway project in the face of price fluctuations, ensuring that the project complies with regulations while also having room for adjustments when necessary.

The unit must also maintain a proactive and comprehensive role, while coordinating closely with the commune level in land clearance work.

Concluding the working session, Vice Chairman of the Provincial People's Committee Hoang Phu Hien shared his understanding of the pressures the Board is facing, but at the same time emphasized the need to maintain internal unity, build a specific and clear implementation roadmap for each project and each stage to both accelerate disbursement progress and ensure the quality of the works, contributing to infrastructure development and promoting the province's economic growth.
