Vice Chairman of the Provincial People's Committee: 'Hung Nguyen must provide more decisive direction in land clearance'

(Baonghean.vn) - On the morning of October 25th, Mr. Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee, after inspecting the progress of the WB project, requested Hung Nguyen district to provide more decisive direction in land clearance to ensure the project is completed on schedule.

The Vice Chairman of the Provincial People's Committee requested that Hung Nguyen district take stronger action, fulfill its commitments to the province and the people, and create high consensus to complete the construction of the 72-meter road from Vinh to Hung Tay.

In Vinh City, the delegation inspected the progress of the 35-meter road project connecting Hung Hoa with National Highway 46, which has basically completed land clearance. They also checked the construction progress of the regulating reservoir in Hung Hoa commune, the Quan Bau intersection, the 72-meter road to Hung Nguyen, the overpasses along the route, Nguyen Van Be road, and especially the congested area in Hung Nguyen.

The reservoir project will complete land clearance in November 2017. According to the city's report, construction progress is currently estimated at 75%, while approximately 82% of the planned time has been spent, including preparation time. The delay is due to recent heavy rains and flooding.

The project to upgrade and renovate the drainage ditch around Vinh Ancient Citadel (the contractor is the joint venture of Hoa Hiep Co., Ltd. and Thinh Hung Company) is scheduled for completion by April 30, 2017. However, in Cua Nam ward, there are still 5 households that have not been relocated. Following the floods, 95 officials and workers are participating in the construction with 15 excavators divided into multiple work teams. The project is expected to complete land clearance in November 2017. The estimated construction volume is 60%, while approximately 80% of the time has been spent, including preparation time.

Currently, dredging work has been completed on 161,000/288,760 m of trench.3(55%); Construction of rubble stone retaining wall reached 70%; Sluice gates: 2/3 sets; Construction of B400 drainage ditch on sidewalk and auxiliary items, construction of main culvert.

In the Vinh - Hung Tay road in Vac hamlet, 4 households have been relocated but are still obstructing construction. In Nam Phuc Long hamlet, 21 out of 63 households have not yet received compensation; the reason is that they will only receive compensation after the Nguyen Van Be road construction is completed.

The overpass section on the 72m road, constructed by the joint venture of Thuan An Construction and Trade Development Joint Stock Company and Truong Son Construction Investment Joint Stock Company, has currently completed pile drilling for 2,389/3,198 m (75%); and concrete piers for 477m.3Progress is slow due to heavy rain and flooding.

At the site, during the inspection, Comrade Huynh Thanh Dien commended Vinh City and the contractors for their active work and ensuring progress after the floods, but reminded Hung Nguyen District about the slow progress of Nguyen Van Be road construction and the land clearance area within the district, which is affecting the overall progress.

Comrade Huynh Thanh Dien affirmed that the Vinh Suburban Project is not only a particularly important project for the province and for Nghe An province, but also opens up prospects for attracting other projects if the province and city manage it well. He requested that Vinh City, especially Hung Nguyen district, decisively direct the completion of Nguyen Van Be road construction and resolve all obstacles in the area, creating conditions for the project to be completed in many aspects by the Lunar New Year of 2018.

To date, the total ODA capital disbursed for the Vinh City sub-project is US$56.75 million, reaching 67% of the total available project capital (US$84.66 million); the project implementation time is 86%.
