Vice Chairman of Nghe An Provincial People's Committee Hoang Phu Hien inspects the operation of the two-tiered local government system in communes and wards.
On the afternoon of October 28th, Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Head of Task Force No. 3, along with a provincial delegation, inspected and directed the resolution of difficulties and obstacles in the implementation of the two-tiered local government model in various localities.

Prior to the working session, the Vice Chairman of the Provincial People's Committee and members of the Task Force conducted on-site inspections in Quynh Son and Quynh Tam communes and Tan Mai and Quynh Mai wards.
During the operation of the two-tiered local government model, localities have focused on streamlining and reorganizing the administrative apparatus, improving the efficiency of state management, promoting administrative reform, and enhancing the quality of public service. However, some difficulties and obstacles remain regarding staffing, infrastructure, operating funds, the application of information technology, and online public services.

Working with leaders of communes and wards, Comrade Hoang Phu Hien - Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, and Head of Task Force No. 3 - acknowledged and highly appreciated the efforts of the localities. After 4 months of implementation, the apparatus has initially operated stably and smoothly; socio-economic results have been positive; security and order have been maintained; and administrative reform and services for people and businesses have seen many positive changes.
Besides the achievements, the comrade also pointed out some difficulties that need to be addressed, such as: a shortage of specialized personnel, limitations in infrastructure and information technology, operating funds, difficulties in land management, construction, and the implementation of personnel policies.

The comrade suggested that communes and wards continue to strengthen the political system, improve the effectiveness and efficiency of government operations; promote administrative reform, digital transformation, and promptly address people's requests. Provincial departments and agencies need to proactively coordinate, guide, and support localities in overcoming difficulties, ensuring that the two-tiered local government model operates stably and effectively, serving the people and businesses well.
