Vice Chairman of Nghe An Provincial People's Committee periodically receives citizens in July
On the afternoon of July 15, authorized by the Chairman of Nghe An Provincial People's Committee, Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee chaired the regular citizen reception session in July 2024.
Attending the event were representatives of the Provincial People's Council Standing Committee, the Provincial National Assembly Delegation, the Provincial Fatherland Front Committee; representatives of Party committees, departments, branches, Vinh city, and Dien Chau district.

Vice Chairman of the Provincial People's Committee Nguyen Van De received citizen Nguyen Sy Kien, residing in Hung Dung ward, Vinh city.
Mr. Kien proposed that the Vinh City People's Committee carry out the land exchange to implement the project of upgrading and expanding Nguyen Phong Sac Street for his family according to the policy agreed by the Vinh City People's Committee since 2011.

According to the case file, to implement the project to upgrade and expand Nguyen Phong Sac Street, Mr. Kien's family had 128.17m confiscated.2land.
In December 2010, Vinh City People's Committee approved a compensation plan and support for land clearance for Mr. Kien with a total amount of 1,617 billion VND; of which the land compensation amount was 1,525 billion VND.

However, Mr. Kien did not agree and requested to be granted a change to the adjacent area of 60.5m2.2, formerly a small path, no one used.
Vinh City People's Committee agrees to exchange 60.5m2The amount of money not yet paid to Mr. Kien is nearly 720 million VND. However, up to now, the plan to grant land exchange for Mr. Kien's family with an area of 60.5 m² has not been approved by Vinh City People's Committee.

According to the Department of Natural Resources and Environment, the Vinh City People's Committee has a policy to exchange 60.5m2The traffic land adjacent to Mr. Kien's land plot does not meet regulations; the reason is that the recovered area is residential land, the granted area is traffic land, not yet planned for residential purposes.
On the other hand, based on the provisions of the land law, the above exchange is not regulated; the recovery of a part of the residential area, the remaining residential land area that is eligible for residence is also not subject to land compensation according to regulations.

After listening to the opinions of Vinh City and other sectors, Vice Chairman of the Provincial People's Committee Nguyen Van De assigned Vinh City People's Committee to implement the compensation plan in the direction of assigning an area of 60.5 m2adjacent land plot of Mr. Nguyen Sy Kien's family in accordance with regulations; deadline for implementation and reporting to the Provincial People's Committee, notification to citizens before September 15, 2024.
Next, Vice Chairman of the Provincial People's Committee Nguyen Van De received citizen Nguyen Huu Thi, residing in Dien Doai commune, Dien Chau district.

Mr. Thi requested the competent authority to properly implement Judgment No. 03/2014 of the Provincial People's Court, which requires Mr. Ho Trong Quyen and Ms. Nguyen Thi Nhung (residing in Dien Doai commune) to be obliged to pay Mr. Thi the right to use 405m2land and 1 level 4 house
According to the report of the Provincial Civil Judgment Enforcement Department, the enforcement officer has organized verification, actively and proactively coordinated with the local authorities many times to work, analyze and persuade Mr. Quyen and Ms. Nhung to voluntarily hand over the property, but Mr. Quyen and Ms. Nhung's family still did not voluntarily execute.


To completely execute the case, the enforcement officer issued a compulsory decision and organized the enforcement once and developed a compulsory plan three times, but all were unsuccessful. The reason was that during the enforcement process, he encountered fierce opposition from the judgment debtor and some other subjects.
After listening to opinions from the sectors and Dien Chau district, Vice Chairman of the Provincial People's Committee Nguyen Van De emphasized that all levels and sectors have taken drastic measures to enforce the judgment of the Provincial People's Court. However, due to fierce opposition from the people, the judgment has not been enforced.

To resolve the case, the Vice Chairman of the Provincial People's Committee assigned the Provincial Civil Judgment Enforcement Department to coordinate with the Provincial Police, Dien Chau District, Dien Chau District Judgment Enforcement Sub-Department and related forces to develop an enforcement plan, organize enforcement in accordance with legal regulations, ensure the legitimate rights of citizens and ensure political security and social order and safety in the area.
