Vice Chairman of the Provincial People's Committee Nguyen Van De directed a review of the collective and individual performance of the leaders of the Department of Agriculture and Environment.
On the morning of December 10th, Comrade Nguyen Van De - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - attended and directed the Conference to review the performance of the collective and individual leaders of the Nghe An Department of Agriculture and Environment in 2025.
Also attending were leaders of the advisory and support agencies of the Provincial Party Committee and the Party Committee of the Provincial People's Committee.

The core leadership role is clearly evident.
2025 is a special year for the Agriculture and Environment sector as the Department of Agriculture and Environment is established through the merger of the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment, officially commencing operations on March 1, 2025.

In the context of a new organizational structure, a broad scope of management, and a large workload, the leadership team and the Party Committee of the Department of Agriculture and Environment have made tremendous efforts, focusing on both stabilizing the organization and ensuring the smooth operation of state management in the assigned areas.
The review report affirms that the collective leadership of the Department and the Department's Party Committee have always strictly adhered to the principle of democratic centralism, promoting collective intelligence in leadership, direction, and management; and have unanimously developed and issued work programs and plans with a focus on key priorities.

Working regulations and grassroots democracy are implemented seriously; the critical and supervisory roles of organizations and associations are respected, contributing to building increasingly strong Party organizations and agencies.
In 2025, the leadership and Party Committee of the Department successfully led and directed the completion of key objectives and targets. The internal economic structure of the sector shifted in the right direction, with agriculture accounting for approximately 76.24%, forestry 7.25%, and fisheries 16.49%.
Forest cover reached 59.01%; 90.5% of rural households had access to clean water; and the average poverty rate decreased by approximately 1% per year.

Significant progress has been made in environmental protection, with 100% of seriously polluting facilities being dealt with; the rate of household waste collection in urban areas has reached 97.3%.
Prior to the merger and reorganization of administrative units into a two-tiered local government system across the province, Nghe An had 275 out of 362 communes meeting the new rural development standards, including 102 communes meeting the advanced new rural development standards and 16 communes meeting the model new rural development standards; and 10 district-level units had met or completed the tasks of building new rural areas.
The OCOP program continues to develop, with 684 products achieving 3 stars or higher, including 3 5-star products and 43 4-star products; many products have reached international markets and been listed on e-commerce platforms.

The Department advised the Provincial People's Committee to issue 44 legal normative decisions; the Provincial People's Council issued 34 resolutions at its sessions. Many important sectoral programs, plans, and projects were developed and implemented synchronously, creating a basis for the management and socio-economic development of the province.
Notable projects include the development of key crops and livestock linked to processing and value chain integration; the development of high-tech agriculture; the establishment of the Nghe An Provincial High-Tech Agricultural Zone; and projects to investigate and assess persistent pollution and plastic waste in the area.
Land, resource, and environmental management has been strengthened. The Department has completed the process of advising on and approving the 2025 land use plan for localities; promptly resolved obstacles and advised on land allocation, land leasing, and issuance of land use certificates for key projects; and effectively implemented the campaign to enrich and clean up the national land database.
At the same time, strengthen inspection and handling of violations, protect unexploited mineral resources, strictly manage water resources, and proactively guide and support communes and wards in the initial phase of operating the two-tiered local government model.

Alongside professional duties, special attention is paid to Party building and strengthening the political system. The Department's leadership team closely coordinates with the Party Committee to implement solutions for Party building and rectification; streamlining the organizational structure and reducing staffing levels; promoting the exemplary role of cadres and Party members, in conjunction with studying and following the ideology, ethics, and style of Ho Chi Minh.
The Party Committee's leading role was clearly demonstrated; the Director and Deputy Directors personally upheld a high sense of responsibility, creating positive changes in state management, contributing to the efficient use of resources, sustainable development, and maintaining stability in the province.
Besides the achievements, the leadership team of the Department also frankly acknowledges some limitations and shortcomings that need to be addressed in the coming time.

Delivering a keynote address at the conference, Comrade Nguyen Van De, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, affirmed that the Agriculture and Environment sector is a crucial and key area, playing a direct role in the province's economic growth, social stability, and sustainable development.

The Vice Chairman of the Provincial People's Committee acknowledged and highly appreciated the efforts and achievements, while also sharing the difficulties and challenges, especially the increasingly severe impacts of natural disasters and climate change on production, people's lives, and state management.
Emphasizing the immense tasks ahead and the high growth targets set, the Vice Chairman of the Provincial People's Committee requested that the sector make extraordinary efforts, be more proactive, decisive, and responsible.

Land management and utilization must be efficient, lawful, quick, and accurate; focusing on resolving long-standing issues, especially disputes and complaints, and the issuance of land use right certificates, to prevent the emergence of hotspots.
Regarding natural resources and minerals, especially sand mining, licensing and management must be extremely cautious and strict, from the licensing stage to the actual monitoring of mining operations.
The Vice Chairman of the Provincial People's Committee requested strengthened protection of the ecological environment, management of water resources, seas, and islands, and proactive response to climate change.

In the agricultural sector, it is necessary to strictly manage seed quality, promote research and development of suitable varieties, develop fruit trees, focusing on developing pineapples for commercial purposes; control environmental pollution in livestock farming; strictly enforce regulations against IUU fishing, aiming to lift the EU's "yellow card".
For forestry, it is necessary to promote the application of high technology and focus on producing forestry seedlings to serve sustainable reforestation. Rural development must be linked to sustainable poverty reduction, population stabilization, continued construction of modern rural areas, and safe resettlement arrangements for households in landslide-prone areas.
At the same time, accelerate the progress of irrigation and disaster prevention projects, combined with promoting digital transformation in agricultural and environmental management.

The Vice Chairman of the Provincial People's Committee emphasized the need to continue promoting the spirit of solidarity and unity, and maintaining internal stability. The tasks ahead are very challenging, requiring the entire sector to focus intensely, demonstrate a sense of responsibility, and work together to successfully complete the assigned tasks.
