Vice Chairman of the Provincial People's Committee Nguyen Van De requested that localities continue to streamline organizational structures and overcome the situation of holding multiple positions outside their assigned fields.

During a survey and guidance session to address obstacles in the implementation of the two-tiered local government system in the communes of Quỳ Châu, Châu Tiến, Châu Bình, and Hùng Chân, Mr. Nguyễn Văn Đệ, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, requested that the localities continue to strengthen the organizational structure, review job positions, assign personnel according to their expertise, and overcome the situation of holding multiple positions outside their assigned fields.

On the morning of October 17th, a delegation from the Provincial People's Committee, led by Mr. Nguyen Van De - Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, inspected, directed, and resolved obstacles in the implementation of the two-tiered local government system in the communes of Quy Chau, Chau Tien, Chau Binh, and Hung Chan.

Accompanying the delegation were Comrade Hoang Quoc Viet - Member of the Standing Committee of the Provincial Party Committee, Director of the Department of Agriculture and Environment, and other leaders of provincial departments and agencies.

Problems arising from practice

At the meeting, the leaders of the communes reported on the results after 3.5 months of implementing the two-tiered local government system. Since July 1, 2025, the commune governments have been proactive and creative in consolidating the organizational structure, assigning tasks, maintaining administrative operations, stabilizing the morale of the staff, and ensuring that work is not interrupted.

The government apparatus quickly became operational according to regulations; public administrative departments and centers were established and began operating in an orderly manner; the receipt and processing of administrative procedures were carried out seriously, with many localities achieving a rate of over 99% of applications being processed correctly and on time.

Administrative reform, the application of information technology, and the digitization of documents have been emphasized; the transfer and acceptance of projects, works, and public service units have been basically ensured in accordance with regulations; security, national defense, and social welfare have been maintained; and people's lives have gradually stabilized.

Working with the delegation, the communes of Quỳ Châu, Châu Bình, Châu Tiến, and Hùng Chân also reported many difficulties and requested the province and the central government to resolve them, so that the commune-level authorities can truly operate effectively and efficiently, promoting the overall development of each locality.

Regarding organizational structure and personnel, some communes still lack staff and highly specialized personnel in fields such as construction, veterinary medicine, environment, information technology, digital transformation, education, and health; the assignment of tasks is overlapping, and some civil servants do not have the right expertise; policies and allowances for part-time officials are still low and do not provide sufficient encouragement and motivation.

Many offices are cramped and dilapidated, with Party Committees, People's Committees, and Military Commands scattered across various locations; there is a shortage of official housing and offices, especially in the communes of Hung Chan and Chau Binh; information technology equipment is not standardized, many machines are old, and the internal network is unstable.

In addition, local authorities have reported that the allocation of resources from higher levels is slow and does not meet the requirements of the tasks; the allocation of funds is not suitable for the reality of mountainous communes and communes that have not been merged (such as Chau Binh); and some procedures and processes related to public finance and investment still have obstacles when transferring authority to the commune level.

In addition, localities also reported some difficulties related to certain areas lacking specific guidance documents; the application of online public services is limited due to the large geographical area, dispersed population, and low IT skills of the people; and the upgrading and construction of transportation infrastructure in localities...

To ensure the continued stable and effective operation of the two-tiered local government model, Comrade Nguyen Van De - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee - requested that communes, departments, and relevant units continue to improve their organizational structure, review job positions, assign personnel according to their expertise, and overcome the situation of holding multiple positions outside their assigned fields.

To overcome the obstacles and difficulties of the locality, Comrade Nguyen Van De - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee - instructed relevant departments and agencies to coordinate and guide communes in supplementing staffing, especially in specialized fields where there is a shortage; and to research mechanisms and policies to support civil servants in difficult areas...

At the same time, the Vice Chairman of the Provincial People's Committee requested relevant departments and agencies to review and adjust operating budget norms to suit the actual situation; study specific financial mechanisms for mountainous communes and communes not subject to merger; and advise the Provincial People's Committee on allocating investment capital for commune headquarters, official residences, and working equipment.

Providing specific guidance on coordination mechanisms with agricultural service stations, procedures for processing land improvement and forest protection contracts; providing technical support for National Target Programs; coordinating with districts to review degraded roads, prioritizing investment allocation to ensure smooth traffic flow; perfecting electronic procedures, fixing software errors, and providing guidance on synchronizing public service procedures.

Comrade Nguyen Van De, member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, emphasized that the implementation of the two-tiered local government model is a major policy, a breakthrough in the organization of the administrative apparatus, and that the implementation process will inevitably face initial difficulties.

Comrade Nguyen Van De urged the leaders of the communes to continue to uphold the spirit of initiative, solidarity, and creativity, striving to successfully complete the assigned tasks, contributing to the rapid and sustainable development of the Quy Chau region.
