On the morning of March 20th, Mr. Phung Thanh Vinh, Member of the Provincial Party Committee and Vice Chairman of the Nghe An Provincial People's Committee, inspected the site of land clearance work for the Quynh Lap LNG Thermal Power Plant Project in Tan Mai ward.

Also attending were leaders from relevant departments, agencies, and localities, as well as the investor.

Proactively review and implement land clearance work.

At the site, Comrade Phung Thanh Vinh directly surveyed the Tan Minh block area, the proposed location for the project's commencement, and the Dong Minh block area, the proposed location for resettlement by the ward.

According to statistics, the project has a total area of ​​approximately 476.14 hectares, including 57.29 hectares of land and 418.85 hectares of water surface. The land portion has a complex land use structure, with a mix of different types of activities.

The area of ​​residential and adjacent garden land is approximately 2.43 hectares, involving 38 households in Tan Minh and Dong Thanh blocks. Of this, about 0.43 hectares have been granted land use rights certificates, while the remainder have not. In addition, there are more than 20 cases of encroachment and illegal construction on agricultural and forest land.

The agricultural land covers approximately 32.03 hectares, primarily used for aquaculture and crop cultivation. The production forest land covers approximately 20.71 hectares, managed by Le Duy Nguyen Enterprise. Of this, about 10 hectares are currently under dispute and subject to court decisions. Additionally, the area contains 9 business kiosks, approximately 230 graves, and a cemetery for two residential blocks.

The remaining approximately 2.12 hectares consist of river and stream land and unused land managed by the local authorities.

To facilitate land clearance, Tan Mai ward established a steering committee and working group; issued a plan, and organized dialogues with residents in the affected areas. Simultaneously, the work of reviewing the current situation, collecting legal documents, and controlling encroachment was carried out.

One of the issues that emerged was the resettlement plan. After consultation, 100% of participating households (approximately 83 households) proposed being resettled in the Dam Tran area, Dong Minh block, about 350m from their old residences.

Meanwhile, the three existing resettlement areas in the Dong Hoi and Quynh Di industrial zones lack complete infrastructure, are far from residential areas, and do not meet the wishes of the people.

Furthermore, relocating the graves also faced difficulties as residents disagreed with the plan to move them to the Nui Chay cemetery due to the long distance (approximately 10 km), instead proposing a new cemetery near the residential area.

Besides issues related to people's livelihoods, the project area also has more than 120 boats and ships that regularly anchor there to take shelter from storms. When implementing the project, it is necessary to consider a plan for arranging a new mooring area to ensure the livelihoods of fishermen.

The technical and social infrastructure in the Dong Hoi area also does not meet the requirements. The transportation system mainly consists of narrow, dilapidated local roads; there is no synchronized connection.

The area lacks secondary schools, and preschool facilities are dilapidated, while approximately 400 students have to travel long distances each day to get to school.

Given the above situation, the Tan Mai Ward People's Committee has requested the province to approve the construction of a new resettlement area right in Dong Hoi, as requested by the residents. The area will accommodate approximately 100 households, including original households, newly added households, some cases of encroachment with no other place to live, and households affected by the pipeline and access roads. The total estimated investment for the resettlement is approximately 50 billion VND.

The ward leaders also proposed resolving all outstanding legal issues related to the land owned by Le Duy Nguyen's enterprise; surveying and constructing a new boat and ship mooring area; increasing investment in transportation infrastructure and schools; and providing resources to ensure the progress of land clearance.

Local proposals were discussed and clarified by representatives of relevant departments and agencies regarding the course of action. The consortium of investors also reported on the progress of establishing the project company, the plan for demarcation, and the plan for allocating and disbursing funds for land clearance.

Ensure the conditions for project commencement are met.

Concluding the meeting, Vice Chairman of the Nghe An Provincial People's Committee Phung Thanh Vinh stated that the project's implementation progress is being accelerated, and the basic tasks are closely adhering to the requirements. This is the largest project ever undertaken in the province, with a total investment of approximately 2.4 billion USD.

The comrade acknowledged and highly appreciated the proactive and responsible spirit of the Party Committee and the government of Tan Mai ward in preparing for land clearance.

To prepare for the groundbreaking ceremony, the Vice Chairman of the Provincial People's Committee requested the investor to proactively develop a scenario and organizational plan, clearly defining the commencement date, and completing it before March 31st.

Tan Mai Ward is urgently calculating the scale of land leveling for the site clearance area to serve the groundbreaking ceremony, while also reviewing the area of ​​graves that need to be relocated and forwarding the information to the investor so they can proactively estimate the costs, also before the March 31, 2026 deadline. The locality also needs to prepare a plan to ensure electricity and water supply for the groundbreaking ceremony and initial construction.

The investor is responsible for notifying the project boundary markers before March 31st so that the local authorities can proactively carry out surveying and counting work to facilitate land clearance for the project; at the same time, promptly establish the project enterprise; and coordinate with the Department of Finance to sign the contract between the Provincial People's Committee and the investor in accordance with regulations.

Regarding resettlement, Tan Mai ward must review all relevant planning documents and promptly determine the official resettlement plan for approximately 100 households. This requires close coordination with the Department of Construction to select a location that aligns with provincial and local planning.

Regarding land clearance work, the Vice Chairman of the People's Committee of Nghe An province also instructed the ward to review and clearly identify the origin of land use, land type, and compensation rates, based on consultations with the Department of Agriculture and Environment and the Provincial People's Committee, to ensure compliance with regulations and avoid errors during implementation.

The resettlement area plan must be linked to social infrastructure, especially schools based on population size, and include a plan for investing in transportation infrastructure. The report must be submitted to the province before April 15, 2026.

The Vice Chairman of the Provincial People's Committee emphasized the need to study and invest in synchronized infrastructure outside the project area to ensure connectivity and long-term efficiency, serving both the project and local development needs.

On February 12, 2026, the People's Committee of Nghe An province approved the investment plan for the Quynh Lap LNG Thermal Power Plant project with a total capital of approximately VND 59,372 billion. The project is being implemented by a consortium of Vietnam Oil and Gas Power Corporation, Nghe An Sugar Company Limited, and SK Innovation (South Korea).

The plant has a designed capacity of 1,500 MW, consisting of two combined-cycle gas turbine units, each with a capacity of 750 MW. The project includes an LNG storage facility with a capacity of approximately 250,000 m³.3The system includes regasification facilities and a dedicated port capable of receiving vessels up to 150,000 tons. The projected fuel demand is approximately 1.15 million tons of imported LNG per year.
