The application of procedural measures against Mr. Tung is part of the investigation into the case that occurred at Binh Son Refining and Petrochemical Company Limited (BSR) and OceanBank.
The case was initiated in September 2017 and is under the direction of the Central Steering Committee on Anti-Corruption.
Previously, on September 13, 2017, in the second phase of the investigation into the OceanBank case, C46 initiated three criminal cases on the crime of Abuse of position and power to appropriate property occurring at Binh Son Refining and Petrochemical Company Limited (BSR); Vietsovpetro Joint Venture (VSP); and PetroVietnam Exploration and Production Corporation (PVEP).
According to the accusation, implementing the policy of the Chairman of the Board of Directors of OceanBankHa Van ThamRegarding the payment of interest outside the contract to depositors, from 2010 to November 2014, OceanBank spent more than 1,576 billion VND. Of this amount, Binh Son Refining and Petrochemical Company Limited received more than 19 billion VND.
The investigation agency alleged that the receipt and use of these extra-interest amounts showed signs of an agreement to keep them off the books between the leaders of the three oil and gas companies and the leaders of OceanBank.
In September 2017, at the first instance trial of the OceanBank case, Mr. Vu Manh Tung, in charge of finance and planning, was summoned to court to clarify the amount of 19 billion VND that defendant Nguyen Minh Thu (former General Director of OceanBank) claimed to have spent on Binh Son Refining and Petrochemical. Before the panel of judges, Mr. Tung denied and affirmed: "I personally did not receive any interest payments from defendant Thu and OceanBank."
