Coordinate the effective implementation of Government Decree 77.

General Phan Van Giang - Member of the Central Committee of the Party, Member of the Standing Committee of the Central Military Commission, Chief of the General Staff, Deputy Minister of National Defense and General Bui Van Nam - Member of the Central Committee of the Party, Member of the Standing Committee of the Central Party Committee of Public Security, Deputy Minister of Public Security presided over the conference.

At the Nghe An provincial venue, the meeting was attended by leaders from the Provincial Military Command, the Provincial Police Department, the Provincial Border Guard, and representatives from military units of the Ministry of National Defense stationed in the area. Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee - chaired the meeting.

At the conference, delegates discussed and evaluated the achievements as well as the limitations and shortcomings of the Ministry of National Defense and the Ministry of Public Security in coordinating the implementation of Government Decree No. 77/2010/ND/CP dated July 12, 2010 and Joint Circular No. 07 of the two ministries in 2018; and also forecasted the political security situation and determined the objectives, content, and solutions for coordination between the two forces in 2019.

In 2018, under the leadership of the Central Military Commission and the Central Public Security Party Committee, the direct guidance of local Party committees and governments, and the support of the people nationwide, the military and police forces at all levels effectively coordinated the implementation of Government Decree 77.

The two forces have coordinated to ensure absolute security in the area during important political, economic, cultural, and foreign affairs events of the country and localities; advised on and promptly resolved complex security and order issues; curbed the increase of various types of crime; contributed to maintaining political stability and social order; thwarted the "peaceful evolution" and subversive plots of hostile forces; created favorable conditions for the country's economic and social development; and have been recognized, trusted, and highly appreciated by the Party, the State, and all sectors of the people.

Speaking at the conference, Comrade Le Hong Vinh - Vice Chairman of the Provincial People's Committee emphasized: "In 2018, under the leadership of the Party Committee of Military Region 4 and the Nghe An Provincial Party Committee, the military, border guard, and police forces of the province closely coordinated in monitoring and forecasting the situation, handling complex cases, ensuring good political security and social order, creating favorable conditions for the province's economic development."

Last year, the province successfully completed all 27 socio-economic development targets; economic growth reached 8.77%; budget revenue reached nearly 14,000 billion VND; and the number of poor households decreased to 5.5%. The Provincial Police and the Provincial Military Command coordinated with local authorities to successfully complete the regional defense exercise for 6 districts, the flood and storm prevention exercise for 1 district; the security and order disturbance prevention exercise in 6 clusters; and the defensive combat exercise in 93 communes, wards, and towns…

Comrade Le Hong Vinh, on behalf of the Nghe An Provincial Party Committee and People's Committee, proposed two things to the leaders of the Ministry of National Defense and the Ministry of Public Security: Firstly, he requested that the two Ministries advise the Government to issue legal sanctions to strictly punish crimes of exploiting religion to oppose the Party and the State; secondly, he requested further research to clarify the contents of mobilizing militia and self-defense forces to coordinate with the police force in implementing the "four on-the-spot" principle when a situation arises.

Concluding the conference, General Phan Van Giang, Chief of the General Staff of the Vietnam People's Army, emphasized: "2018 was a successful year for Vietnam. The country is on the rise, the economy is growing well, national defense and security are maintained, and Vietnam's position in the international arena is enhanced. These results were achieved with the positive contributions of both the police and the army."

In 2019, the global and regional situation continued to be complex, directly impacting Vietnam. Therefore, the two ministries continued to closely coordinate in implementing Government Decree 77. Particular emphasis was placed on coordinating efforts to understand and forecast strategic situations and local conditions; and promptly handling incidents. Coordination was also crucial in protecting national political security during events, especially ensuring safety during the Lunar New Year (Tet) holiday in 2019.

"Research, supplement, and amend Decree 77 of 2010 and advise the Government on issuing a new Decree 77 to suit new practical requirements. Officers and soldiers of the Ministry of National Defense and the Ministry of Public Security should enhance their sense of responsibility and actively coordinate activities for the peace and development of the Vietnamese Fatherland..."
