Preventing murders stemming from minor conflicts.

Heartbreaking cases

Recently, at approximately 2:30 AM on August 12th, a serious crime occurred at the Chau Hoi suspension bridge, located in Chau Hoi commune (Quy Chau district), bordering National Highway 48. The incident stemmed from a conflict between two groups of young men from Chau Hoi and Chau Nga communes. The brawl resulted in the deaths of two victims, HVH (born in 2004) and LVS (born in 2005), and injuries to two others, Hoang Van T. (born in 2000) and Vi Van C. (born in 2001), both residing in Chau Nga commune.

Upon receiving the report, the Quy Chau District Police immediately arrived at the scene, secured the area, and organized an investigation to apprehend the perpetrators. By 5:30 AM the same day, the unit, in coordination with provincial police forces, investigated and identified eight suspects, all residing in Chau Hoi commune, who participated in the attack on the group of young men from Chau Nga commune. Among them, Lu Van Khanh (born in 2003), residing in Xon village, Chau Hoi commune, was the one who used a sharp knife to stab two people to death and injure two others as described above.

Earlier, at around 6:00 AM on August 9th, Mac Van Duc (born in 1990, residing in Yen Hop commune, Quy Hop district), who had just returned from working away from home, used a knife to injure his parents and kill a neighbor on the spot. Upon receiving information about the incident, the Quy Hop District Police and related forces promptly arrived at the scene. Within nearly two hours, the perpetrator was apprehended while hiding in an acacia forest not far from the crime scene.

In another case, at 4:00 AM on July 12th, in Nghia Thai commune (Tan Ky district), Luong Van Thao (born in 1983, residing in Van Giang hamlet) ran to the house of his uncle, LVV (who lives in the same hamlet), and knocked on the door. As soon as Mr. V opened the door, Thao rushed into the house and attacked Mr. V with a knife, seriously injuring him. Afterwards, Thao ran to Mr. VCK's house and, seeing Ms. HTH sleeping with her daughter on a bed in the side room, attacked her indiscriminately, causing Ms. H to collapse on the spot.

Afterward, Thao ran to another room and attacked Mr. K, injuring him. He then rushed into the house of Mr. VVT (a local police officer) and attacked Mr. T's wife, injuring her. Hearing the cries for help, Mr. T and other residents managed to subdue Thao. The residents quickly took the victims to the Tan Ky District Medical Center for emergency treatment. However, Ms. H. died.

These serious crimes not only affect the security and order situation in the area but also cause public concern and anxiety.

Implement multiple solutions simultaneously.

Except for a few cases where the perpetrators had mental health issues, most of the crimes that have occurred recently stemmed from very simple conflicts and clashes in life, sometimes just because of verbal arguments or a lack of self-control... There have been cases of murder where the victim and the perpetrator were close family members, shocking the public.

For example, in the double murder case in Bai Son commune (Do Luong district), according to initial investigations, at around 6 PM on July 4, 2022, Ms. L.T.N. brought her boyfriend, Mr. HQA., home for dinner with her family. During the meal, Ms. N. and Mr. A. had a conflict with Le Dinh Ngoc (Ms. N.'s father). Angered by the insult, Le Dinh Ngoc stabbed his daughter L.T.N. and Mr. HQA, causing serious injuries that led to their deaths later at the hospital. After committing the crime, Le Dinh Ngoc took two packets of pesticide to the pond and drank them. Le Dinh Ngoc's wife called neighbors to take him to Do Luong District General Hospital for emergency treatment.

According to authorities, because many murder cases often stem from minor, impulsive, and momentary conflicts, prevention efforts are very difficult. From the moment a conflict arises to the crime is committed, only a few hours, or even minutes, can lead to heartbreaking consequences. The deceased die, the perpetrator goes to prison, and their families suffer immense loss and hardship.

Therefore, to minimize unfortunate incidents, in addition to the involvement of law enforcement agencies in regularly monitoring the area, organizing patrols and controls to promptly address issues affecting public order and security, it is necessary to strengthen the inspection, review, and mobilization efforts to recover weapons, explosives, supporting tools, and other dangerous objects. At the same time, it is crucial to quickly investigate, solve cases, and apprehend murderers to ensure strict punishment according to regulations, guaranteeing the strict enforcement of the law.

Local authorities, departments, and organizations need to focus on differentiating areas and target groups to promote appropriate forms of legal education and dissemination, especially for young people. In particular, they should strengthen the activities of self-governing groups for security and order, and mediation groups in villages and hamlets to disseminate information, educate, and promptly detect and resolve conflicts arising within the community. They should also closely coordinate with departments and organizations in managing mentally ill individuals both within families and in society…

However, to prevent tragic incidents arising from minor conflicts that lead to death, imprisonment, and other negative consequences for society, affecting local security and order, individuals, especially young people, need to improve their knowledge and skills in conflict resolution, situation handling, and communication with the motto "a little patience goes a long way" and uphold the spirit of respect for the law.
