The "Excellent Planning, Excellent Service" movement contributes to improving public service ethics.
On the morning of September 4th, at the Presidential Palace, General Secretary and President To Lam held a cordial meeting with the delegation honored in the "Excellent Planning, Good Service" emulation movement for the period 2019-2024.

Based on the principles outlined in the Resolution of the 12th National Congress of the Vietnam Trade Union in 2018, the Executive Committee of the Vietnam Public Employees' Trade Union has concretized the "Excellent Consulting, Good Service" movement in Resolution No. 04/NQ-CĐVC dated August 16, 2019, on improving the quality of patriotic emulation movements and campaigns among cadres, civil servants, public employees, and workers, and implemented it throughout the system with the following content: "Excellent Consulting" means providing accurate, timely, creative advice that brings high efficiency to the State, society, people, workers, and businesses; "Good Service" means providing thoughtful, dedicated, responsible, and effective service in accordance with assigned duties and responsibilities, satisfying people, businesses, and customers. Service is also understood as serving the glorious cause of the Party, serving the Fatherland and the nation.
After five years of implementation, the movement has permeated the grassroots level, receiving widespread support from cadres, civil servants, and workers through concrete, practical, and effective actions in each agency and unit. The "Excellent Consulting, Excellent Service" movement, along with other emulation movements and campaigns, has created significant changes in the professional quality, spirit, and attitude of cadres, civil servants, and workers nationwide. This has enabled them to complete increasingly heavy and complex workloads in a world experiencing many changes and unprecedented challenges, contributing to socio-economic development, Party building and rectification, national defense and security, improving people's lives, and enhancing the country's standing.

At the meeting, the General Secretary and President highly appreciated and welcomed the Vietnam Public Employees' Union for effectively leading the dissemination, organization, and implementation of patriotic emulation movements among cadres, civil servants, public employees, and workers initiated by the Vietnam General Confederation of Labor, the Vietnam Public Employees' Union, and various levels and sectors; including the "Excellent Consulting, Good Service" emulation movement, which has been actively embraced by numerous trade union levels, creating momentum to promote innovation, creativity, boldness in thinking and acting, and courage to confront difficulties and challenges, strengthening discipline and order, and enhancing responsibility in all work.
The General Secretary and President affirmed that, in recent times, the "Excellent Advisory, Excellent Service" movement has become a catalyst for the successful completion of political tasks in each agency and unit; contributing to improving public service ethics and building a team of cadres, civil servants, and workers who truly meet the requirements of the new era. The widespread implementation of the "Excellent Advisory, Excellent Service" movement throughout the country has produced thousands of outstanding examples, among which the 150 comrades honored today are exemplary figures of the movement. These are outstanding, dedicated individuals who dare to think, dare to act, dare to take responsibility, dare to innovate, achieve high productivity and quality in their work; are devoted and highly responsible in their work; and wholeheartedly dedicate themselves to the common good, serving the Fatherland and the people.
The General Secretary and President expressed his emotion upon learning that many cadres, civil servants, and workers, despite low incomes and difficult living conditions, have strived to overcome all challenges, resolutely resisted temptations, worked with a high sense of responsibility, practiced integrity, impartiality, honesty, respect for the law, and upheld public service ethics, earning the respect and trust of their colleagues and the people. He emphasized that these are also exemplary models in studying and following the thoughts, ethics, and style of Ho Chi Minh, and are pioneers in implementing President Ho Chi Minh's Testament.
The General Secretary and President pointed out that the Resolution of the 13th National Congress of the Party sets the strategic goal that by 2030 Vietnam will be a developing country with modern industry and high middle income; and by 2045, it will become a developed country, following the socialist orientation, with high income. He also emphasized that this is the aspiration of the entire nation and the fulfillment of President Ho Chi Minh's teachings: "The entire Party and all the people unite and strive to build a peaceful, unified, independent, democratic, and prosperous Vietnam, making a worthy contribution to the world revolutionary cause."

In the new context of increasing difficulties and challenges, to successfully achieve strategic goals, the General Secretary and President requested that internal resources be maximized and external resources be leveraged, with human resources being the most important endogenous resource; there is a need for a team of cadres, civil servants, and public employees with sufficient qualities, capabilities, prestige, genuine professionalism, integrity, discipline, order, and public service ethics, wholeheartedly serving the Fatherland and the people, always placing the interests of the Party, the nation, the people above all else.
The General Secretary and President expressed confidence that, under the leadership of grassroots Party organizations, trade unions, and specialized agencies, we will always create an environment that combines collective education and training with promoting initiative and self-discipline in individual training and self-cultivation. This will enable us to build a strong force and a team of cadres with sufficient capacity and qualities to meet the demands of the new situation.
Quoting President Ho Chi Minh's admonition that "cadres, civil servants, and public employees are servants of the people. Whatever benefits the people, we must do our utmost to do; whatever harms the people, we must do our utmost to avoid," and considering this as a guiding principle throughout the performance of their duties, the General Secretary and President expressed his wish that in their daily tasks and work, from advising on macro-level policies and strategies to specific administrative and service tasks, each person must love the people, listen to the people, wholeheartedly care for and be determined to promptly, thoroughly, and effectively resolve issues arising related to the lives and livelihoods of the people and the difficulties of organizations and businesses.
The General Secretary and President noted that in the context of national development, globalization, and the Fourth Industrial Revolution, with digital transformation, green transformation, and the knowledge economy as its foundation, cadres, civil servants, and workers must be truly dynamic and innovative; they must constantly cultivate political acumen; firmly grasp policies, laws, and regulations; continuously improve their knowledge, innovate their thinking and vision; and have a spirit of lifelong learning, always updating their knowledge and developing their skills to meet the demands of the new situation.
The General Secretary and President stated that to promote innovative thinking and creativity in personnel work, Party committees, leadership teams, and heads of organizations must accurately assess cadres, genuinely care for, encourage, plan for, promote, and protect dynamic, creative cadres who dare to think, dare to act, and dare to take responsibility for the common good; focus on overcoming the situation where a segment of cadres, civil servants, and public employees avoid responsibility, shirk their duties, are indifferent, apathetic, work carelessly and superficially, are inefficient, are afraid of making mistakes, and are afraid of taking responsibility in performing their duties; they do not dare to offer advice, make decisions, or confront difficulties in carrying out their assigned tasks.
The General Secretary and President requested that the Vietnam Public Employees' Union and all levels of trade unions nationwide continue to extensively implement patriotic emulation movements, campaigns, and the study and emulation of Ho Chi Minh's ideology, ethics, and style among cadres, civil servants, public employees, and workers; continue to innovate organizational models, strengthen guidance, supervision, and monitoring of the implementation of emulation movements to ensure their regular and continuous operation; clearly define the goals, targets, content, and criteria of emulation; and at the same time, give greater importance to the work of identifying, selecting, commending, replicating, and spreading advanced models.
Affirming that the Party and State will continue to pay attention to perfecting institutions, researching and innovating salary policies, and creating a favorable environment for cadres, civil servants, public employees, and workers to work and contribute, the General Secretary and President expressed his hope that with the achievements already made, outstanding individuals will continue to train, strive, overcome all difficulties, and successfully complete all assigned tasks, creating many new products and achievements to serve the cause of national construction and development, becoming an inspiration and motivation for the entire team of cadres, civil servants, public employees, and workers nationwide so that each agency, unit, and the country will have many exemplary individuals, many cadres, civil servants, public employees, and workers who are "excellent in advising and excellent in serving."
