Truong Vinh Ward was established on the basis of merging the Party Committees of wards and communes: Truong Thi, Ben Thuy, Hung Dung, Hung Hoa, Hung Phuc, Trung Do, Vinh Tan with a total of 173 affiliated Party organizations and 9,300 Party members.

In the 2020-2025 term, the Party Committee, government and people of the wards and communes before the merger have been united, proactive, creative, overcome difficulties, strived to rise up, achieved many comprehensive results, creating a solid foundation for the new development stage.

Notably, the work of Party building in terms of politics, ideology and ethics has been seriously, methodically and creatively implemented, with many innovations closely linked to the organization of studying and following Ho Chi Minh's ideology, morality and style; focusing on improving the leadership capacity and fighting strength of Party committees and organizations. Inspection and supervision work has been regularly strengthened, contributing to improving discipline within the Party. Mass mobilization work has many practical innovations in content and leadership methods, improving the quality and effectiveness of activities.

The activities of the government, the Fatherland Front and socio-political organizations are constantly being innovated, the effectiveness and efficiency of state management are being improved. Organizations in the political system operate in a disciplined manner, closely coordinating in performing the tasks of socio-economic development and maintaining national security and defense. Administrative reform and digital transformation in the Party and government have achieved many positive results.

In the economic field, in difficult conditions due to the impact of the Covid-19 pandemic and economic recession, the ward still has a fairly high growth rate. The average growth rate of total product value in the period of 2021 - 2025 reached 9.3%/year. The economic structure has shifted in the right direction: The proportion of the service sector accounts for 53.02%, industry - construction 46.63%, agriculture, forestry and fishery 0.35%; average income per capita in 2025 is estimated at 124.3 million VND/year. Total social investment capital in the period of 2021 - 2025 is estimated at 38,326 billion VND; It is estimated that by 2025, the total budget revenue in the area in the period of 2021 - 2025 will reach 1,773.8 billion VND.

During the 2020-2025 term, the locality has mobilized and effectively used resources to invest in developing urban technical infrastructure; completed 208 projects, with a total investment capital of 1,683.9 billion VND. Mobilizing internal resources from the people continued to be promoted, attracting a total amount of 107.51 billion VND... Thanks to that, urban infrastructure was invested and upgraded synchronously, creating a new, spacious and modern appearance; the traffic, electricity, water, lighting and green tree systems were significantly improved, contributing to improving the quality of life and promoting socio-economic development.

Along with the development of economy - infrastructure, culture - society of the whole ward has continued to be concerned, achieving many important results. The quality of the general and spearhead schools continues to be improved in an increasingly solid direction, becoming one of the leading units of the province in terms of education quality. The movement of the whole people to build a cultural life, the movement of the whole people to unite to build new rural areas and civilized urban areas has been promoted. The spiritual life of the people has been increasingly improved. Social security policies, care for people with meritorious services, and protection of people's health have been effectively implemented.

National defense and security were maintained; social order and safety were ensured; local defense and military work was well implemented, and annual recruitment and enlistment achieved 100% of the target. The work of receiving people and resolving complaints and denunciations was also well implemented. Many complicated and prolonged petitions were resolved thoroughly, preventing complicated mass complaints. Judicial work, dissemination and education of the law were focused on, and 100% of wards and communes before the merger met the standards of legal access.

The 1st Party Congress of Truong Vinh Ward, term 2025 - 2030 took place when Nghe An province, together with the whole country, implemented the revolution of streamlining the apparatus, organizing the implementation of the 2-level local government model, with the participation of 250 excellent delegates representing 9,300 party members in the entire Party Committee.

The congress sets out directions, goals, tasks and solutions for the 2025 - 2030 term; discusses and contributes opinions to the draft documents of the 20th Congress of the Nghe An Provincial Party Committee and the 16th Congress of the Party.

Third,Increase investment attraction; actively mobilize and effectively use all construction resources to develop synchronous and modern infrastructure in the direction of expanding development space, prioritizing infrastructure projects with regional connectivity.

On the basis of the achieved results, the Party Committee, government and people of Truong Vinh ward enter the new term with a confident, proactive, highly determined and aspirational attitude to rise up strongly with the goal of building Truong Vinh ward into a civilized and modern one; rapid and sustainable economic development; a gradually synchronous and modern infrastructure system; improved material and spiritual life of the people; maintained national defense and security; a clean and strong Party organization and political system; and enhanced strength of the great national unity bloc and people's trust.

At the same time, develop tourism in a professional, modern, quality and effective direction.

In addition, the ward focuses on promoting investment attraction, developing trade - service - tourism sectors; synchronous development, creating links between economic sectors, types of production and business; establishing a new growth model taking private economic development, science and technology, innovation and national digital transformation as the main driving force; actively coordinating and mobilizing resources to build a synchronous and modern infrastructure system to meet development requirements; effectively implementing urban order management, planning management, developing green, civilized, modern, bright, green, clean and beautiful urban areas.

In the new term, the Party Committee of Truong Vinh Ward sets important targets, including striving for an average growth rate of total product value in the period of 2026 - 2030 in the area of ​​12-13%/year; average income per capita/year of 216.2 million VND; state budget revenue in the area by 2030 of 1,546.0 billion VND; total social investment capital in 2030 of 17,486 billion VND; the rate of schools meeting national standards of 100%, the rate of cultural sectors by 2030 of over 88%.
