Creating a foundation for development

Truong Vinh Ward was established by merging the Party committees of the following wards and communes: Truong Thi, Ben Thuy, Hung Dung, Hung Hoa, Hung Phuc, Trung Do, and Vinh Tan, with a total of 173 subordinate Party organizations and 9,300 Party members.

During the 2020-2025 term, the Party committees, authorities, and people of the wards and communes before the merger united, acted proactively and creatively, overcame difficulties, and strived to achieve many comprehensive results, creating a solid foundation for a new development phase.

Notably, Party building work in politics, ideology, and ethics has been implemented seriously, systematically, and creatively, with many innovations closely linked to the organization of studying and following Ho Chi Minh's thought, morality, and style; focusing on improving the leadership capacity and fighting strength of Party committees and organizations. Regular inspection and supervision have been strengthened, contributing to improved discipline within the Party. Mass mobilization work has seen many practical innovations in content and leadership methods, improving the quality and effectiveness of activities.

The activities of the government, the Fatherland Front, and political and social organizations have been continuously reformed, and the effectiveness and efficiency of state management have been enhanced. Organizations within the political system operate in an orderly manner, coordinating closely in carrying out tasks related to socio-economic development and maintaining national security and defense. Administrative reform and digital transformation within the Party and government have achieved many positive results.

In the economic field, despite the difficulties caused by the Covid-19 pandemic and economic recession, the ward still achieved relatively high growth. The average growth rate of total product value during the 2021-2025 period reached 9.3% per year. The economic structure shifted in the right direction: the service sector accounted for 53.02%, industry and construction 46.63%, and agriculture, forestry, and fisheries 0.35%; average per capita income in 2025 is estimated at 124.3 million VND/year. Total social investment capital during the 2021-2025 period is estimated at 38,326 billion VND; it is estimated that by 2025, total budget revenue in the ward will reach 1,773.8 billion VND.

During the 2020-2025 term, the locality effectively mobilized and utilized resources to invest in the development of urban technical infrastructure; 208 projects were completed, with a total investment capital of VND 1,683.9 billion. Efforts to mobilize internal resources from the people continued to be strengthened, attracting a total of VND 107.51 billion... As a result, urban infrastructure was invested in and upgraded comprehensively, creating a new, modern and attractive appearance; the transportation, electricity, water, lighting, and green spaces systems were significantly improved, contributing to a higher quality of life and promoting socio-economic development.

Alongside economic and infrastructure development, the socio-cultural aspects of the entire ward have continued to receive attention and achieved many important results. The quality of education, both in general and specialized fields, continues to improve steadily, making it one of the leading units in the province in terms of educational quality. The movement for building a cultured way of life and the campaign for national unity in building new rural areas and civilized urban areas have been promoted. The spiritual life of the people has been increasingly improved. Social welfare policies, care for war veterans, and public health protection have been effectively implemented.

National defense and security were maintained; social order and safety were ensured; local defense and military work was carried out effectively, and the annual recruitment and conscription targets were met at 100%. The handling of citizen complaints and petitions was also well-executed. Many complex and protracted cases were resolved definitively, preventing large-scale and complicated protests. Judicial work and the dissemination and education of law were prioritized, with 100% of the wards and communes prior to the merger meeting the standards for access to law.

Realizing new aspirations

The first Party Congress of Truong Vinh Ward, for the term 2025-2030, took place when Nghe An province, along with the rest of the country, was implementing the revolution to streamline the administrative apparatus and organize the implementation of a two-tiered local government model. The congress was attended by 250 outstanding delegates representing 9,300 Party members throughout the ward's Party organization.

This is a comprehensive political activity with many innovations, promoting democracy, strengthening unity, and having significant importance for cadres, Party members, and the people in the ward. The Congress sets out directions, goals, tasks, and solutions for the 2025-2030 term; discusses and contributes opinions to the draft documents of the 20th Congress of the Nghe An Provincial Party Committee and the 16th National Congress of the Party.

For the new term 2025-2030, the Party Committee of Truong Vinh Ward has clearly identified three strategic breakthroughs to implement its tasks:

First,Developing high-quality human resources. Building a team of cadres, civil servants, public employees, and Party members, especially key cadres, who possess the qualities, capabilities, prestige, dedication, and responsibility to meet the requirements of the new era. Timely and correctly implementing the restructuring of the organizational apparatus and streamlining of personnel.

Secondly,Focus on digital transformation, building and developing e-government and digital government, and building civilized and modern cities. Promote administrative reform, build a proactive, professional, modern, and people-serving administration.

Third,Strengthen investment attraction; actively mobilize and effectively utilize all resources to build and develop a synchronous and modern infrastructure in the direction of expanding development space, prioritizing infrastructure projects with regional connectivity.

Building upon the achievements made, the Party Committee, government, and people of Truong Vinh ward enter the new term with confidence, proactiveness, high determination, and a strong aspiration to strive for progress, aiming to build a civilized and modern Truong Vinh ward; with rapid and sustainable economic development; a progressively synchronized and modern infrastructure system; improved material and spiritual lives for the people; maintained national defense and security; a clean and strong Party organization and political system; and strengthened national unity and people's trust.

To realize the set goals, the Truong Vinh Ward Party Committee has outlined six key tasks and a series of crucial solutions, reflecting the long-term vision, aspiration for innovation, and creativity of the Truong Vinh Ward Party Committee for the 2025-2030 term.

Accordingly, the key task identified by the ward as prioritizing the continued significant transformation in the comprehensive, clean, and strong Party building and political system. Along with this, the focus is on streamlining the organizational structure, improving operational efficiency, and building a team of cadres with strong political acumen, moral character, and capabilities commensurate with new tasks.

In the economic field, with the perspective of building and developing Truong Vinh ward in a holistic manner, ensuring close ties with other wards in the area and regional linkages, the ward will become a civilized and modern urban area. Based on this, the ward will maximize its potential and advantages, mobilizing and effectively utilizing resources for development. It will leverage its central location and the comprehensively invested, modern transportation infrastructure, upgrading and effectively utilizing specialized streets such as Ho Tung Mau, Nguyen Van Cu, Le Hong Phong, and Tran Phu. Simultaneously, it will develop tourism in a professional, modern, high-quality, and efficient manner.

In addition, the ward focuses on promoting investment attraction and developing trade, service, and tourism industries; developing synchronously and creating linkages between economic sectors and types of production and business; establishing a new growth model with private sector development, science and technology, innovation, and national digital transformation as the main driving force; actively coordinating and mobilizing resources to build a synchronous and modern infrastructure system to meet development requirements; effectively managing urban order, planning, and developing a green, civilized, modern, bright, clean, and beautiful urban environment.

In the socio-cultural field, the ward is promoting a civilized urban lifestyle, aiming to achieve the status of a "civilized urban ward". Social welfare, education, health, and cultural policies will be geared towards improving the quality of life for the people.

In its new term, the Truong Vinh Ward Party Committee has set important targets, including striving for an average annual growth rate of 12-13% in total product value during the 2026-2030 period; achieving an average per capita income of 216.2 million VND; collecting 1,546.0 billion VND in state budget revenue by 2030; reaching a total social investment of 17,486 billion VND by 2030; achieving a 100% rate of schools meeting national standards; and achieving a cultural sector rate of over 88% by 2030. The Ward Party Committee, government, Fatherland Front, and political and social organizations are expected to achieve at least "good" performance annually, and be among the top 10 units in the digital transformation index at the commune level throughout the province.

With the motto "Unity - Democracy - Discipline - Breakthrough - Development," the First Congress of the Truong Vinh Ward Party Committee, for the term 2025-2030, is a political event of paramount importance, ushering in a new era of development with new strength and momentum for the ward. The Congress reflects the strong will and aspirations of the Party Committee and people of Truong Vinh Ward in the new era of the country, aiming to build the ward into a civilized and modern urban area; with rapid and sustainable economic development, worthy of the expectations of the province and the people.
