* To provide a basis for developing a comprehensive plan and project for reorganizing administrative units at all levels and building a two-tiered local government model in Nghe An province,The Department of Internal Affairs has just issued a guiding document.Districts, cities, and towns shall develop plans for the establishment of commune-level administrative units in their respective localities.
The document outlines the criteria for the proposed plan after the reorganization of commune-level administrative units, stating that each unit must meet the criteria of area and population. Specifically:
- Mountainous communes with an area of 150 km2 and a population of 15,000 people (for mountainous, highland, and border communes with 30% or more ethnic minorities, the population after reorganization must be 7,500 or more).
- The commune is located in a plain area with an area of 90 km2 and a population of 24,000 people. + The ward has an area of 35 km2 and a population of 50,000 people.
- If the plan has already merged 05 commune-level administrative units into 01 administrative unit, then there is no obligation to merge any more (even if they do not meet the standards). Avoid merging excessively large units (exceeding the standards set by the Central Government).
