Nghe An Department of Home Affairs guides localities to develop plans to arrange commune-level administrative units.

In order to have a basis for developing a plan and overall project to reorganize administrative units at all levels and build a 2-level local government model in Nghe An province, the Department of Home Affairs has just issued a document guiding districts, cities and towns to develop plans for local commune-level administrative units.

The document sets out criteria for the plan after the arrangement of commune-level administrative units must meet the criteria of area and population. Specifically:


- Mountainous commune with an area of ​​150 km2 and a population of 15,000 people (for mountainous, highland, and border communes with 30% or more ethnic minorities, the population is arranged to be 7,500 people or more).

- Delta commune with an area of ​​90 km2 and a population of 24,000 people.

- Ward area 35 km2, population 50,000 people.

- The plan has already arranged 05 commune-level administrative units into 01 administrative unit, so it is not required to merge more (even if they do not meet the standards). Limit the excessive merger (exceeding the standards set by the Central Government).

In case the new administrative unit is arranged with a scale larger than the criteria, it must be proven that it ensures the conditions of socio-economic infrastructure, especially information technology, digital transformation and the quality of the civil servant team.

- In case of arranging the administrative unit of ward with commune, the new administrative unit is called ward.

- Encourage the original status quo, minimize the adjustment of part of one commune administrative unit to another commune administrative unit to establish a new grassroots administrative unit.

- Criteria for determining specific restructuring plans:

(1) History, tradition, culture, ethnicity, religion, beliefs, customs and practices

(2) Geographical location, geographical and natural conditions, regional and sub-regional connectivity

(3) Scale and level of economic development

(4) National defense, political security, social order and safety

(5) Transport infrastructure and information technology.

This is a particularly important political task with urgent time and progress. The Department of Home Affairs requests that the People's Committees of districts, cities and towns urgently prepare plans and send them to the Department of Home Affairs before March 28, 2025.
