Nghe An: Highlights of April 18th

Receiving and working with the delegation were the leaders of Nghe An province, including: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Provincial Party Committee: Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee; Nguyen Thi Hong Hoa - Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department; Nguyen Dinh Hung - Chief of the Provincial Party Committee Office; and leaders of various departments and agencies.

At the meeting, the Provincial Steering Committee listened to and commented on the working regulations, the assignment of tasks to members, the 2025 work program of the Steering Committee, and the Action Plan of the Provincial Party Committee.

Emphasizing key tasks for the coming period, Provincial Party Secretary Nguyen Duc Trung requested the Department of Science and Technology - the standing agency of the Provincial Steering Committee on the development of science, technology, innovation, and digital transformation - to continue to carefully review and finalize the working regulations, assignment of tasks to members, the 2025 work program of the Steering Committee, and the Action Plan of the Provincial Party Committee.

* On the afternoon of April 18th, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province - presided over the meeting.thematic meeting of the Provincial People's CommitteeThe meeting aimed to approve the plan for reorganizing commune-level administrative units.

The Provincial People's Committee has given its opinion on the draft plan for the reorganization of commune-level administrative units and the establishment of a two-tiered local government model in the province. Accordingly, Nghe An province has 412 commune-level administrative units, including 362 communes, 33 wards, and 17 towns. The reorganization plan proposes reducing 282 commune-level administrative units (a reduction of 68.45%), leaving 130 units comprising 11 wards and 119 communes.

Of the 130 administrative units after the reorganization, 126 new administrative units have met the prescribed standards; 4 new administrative units have not yet met the prescribed standards but possess unique characteristics.

* The Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, Le Hong Vinh, has just signed Decision No. 1044/QD-UBND, dated April 15, 2025, on assigning tasks to monitor, direct, and urge the progress of implementation and disbursement.public investment projects2025.

Accordingly, the Chairman of the Provincial People's Committee assigned tasks to the Vice Chairmen of the Provincial People's Committee; Directors of departments and agencies; Chairmen of the People's Committees of districts, cities, and towns; and investors to monitor, direct, and urge the progress of implementation and disbursement of public investment projects in 2025.

The Government assigns the Ministry of Interior, in coordination with the Central Organization Committee and relevant agencies, to develop and finalize job positions based on population size, natural area, functions, tasks, and powers of local governments at the commune level, and submit them to the competent authority for allocation of commune-level officials, civil servants, and public employees to localities.

Based on population size, natural area, and socio-economic development level of commune-level administrative units, the Government directs the allocation of total local government staff positions at the commune level to localities (expected average of approximately 32 positions per commune).
