Nghe An deploys tasks of developing science, technology, innovation and digital transformation
Provincial Party Secretary Nguyen Duc Trung requested that sectors proactively select priority tasks, clearly define implementation content, completion time, and funding so that science, technology, innovation, and digital transformation development work can achieve the highest efficiency.
On the morning of April 18, the Steering Committee on Science, Technology, Innovation, Digital Transformation, Administrative Reform and Project 06 provinces met to deploy some key contents in the coming time. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Head of the Steering Committee chaired the meeting.
Attending the meeting were comrades: Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Vo Thi Minh Sinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Fatherland Front Committee, Head of the Provincial National Assembly Delegation; and comrades in the Provincial Party Standing Committee, the Provincial Party Executive Committee, and members of the Steering Committee.

At the meeting, the Provincial Steering Committee listened to and commented on the working regulations, assignment of tasks to members, the 2025 work program of the Steering Committee and the Action Plan of the Provincial Party Executive Committee.



After the Politburo issued Resolution No. 57, the province organized to disseminate and implement the resolution and issued many important documents to urge and implement in accordance with the goals and tasks of Resolution No. 57 to ensure unity, feasibility, and synchronization with the process of organizing, streamlining the apparatus, merging commune levels, and building a 2-level local government.

The purpose of issuing the Action Plan is to concretize the viewpoints, policies, tasks and solutions of Resolution No. 57-NQ/TW, Decision 204 of the Secretariat, Resolution No. 03 of the Government, Resolution No. 193 of the National Assembly and Resolution No. 17 of the Provincial Party Executive Committee into specific goals, plans, projects and proposals, suitable to the conditions of the province.
Ensure that the entire Party Committee and political system in the province fully and deeply perceive the position, role and importance of science, technology, innovation and digital transformation, close to the comprehensive, civilized and modern development of the province in the new era.

Unify awareness, create high political determination. Help Party committees, authorities, Fatherland Front, organizations, businesses and people have correct awareness, create consensus in implementation.
Promoting local potential and strengths; Creating a strong shift in digital infrastructure, digital human resources, science and technology ecosystem, innovation and contributing to sustainable development.

The action plan also identifies 10 requirements and affirms the general goal of comprehensively and synchronously developing the potential of science, technology, innovation and digital transformation. Along with that are specific goals for 2025, 2030, 2035, 2040 and 2045 and 10 groups of tasks and solutions.
The goals, tasks and solutions identified in the Action Plan aim to steadily develop science, technology, innovation and digital transformation, contributing to the province's comprehensive, civilized and modern development.

At the meeting, members of the Steering Committee reported on the digital transformation results of the industry and sectors and focused on analyzing, discussing, and giving opinions on the 2025 work program of the Steering Committee and the Action Plan of the Provincial Party Executive Committee to implement Resolution No. 57 of the Politburo.
Opinions focused on the contents of building a shared database system to ensure synchronization and unity; strengthening State management of e-commerce; determining appropriate goals; forming high-tech industrial parks...
Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh said that it is necessary to define specific goals for the sectors, increase digitalization, and think about adding software to exploit databases. It is necessary to build mechanisms and policies to accompany businesses in developing science and technology and innovation.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also proposed to promote creative startups, especially among students; promote the effectiveness of scientific and technological research projects and give opinions on issues of funding, human resources, resource attraction mechanisms, and data infrastructure.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Hoang Nghia Hieu proposed to specify the construction and planning of the startup and innovation ecosystem, supporting the development of agencies, units, businesses and individuals.
Improve research capacity, apply science and technology, digital transformation in the action program of the Provincial Party Executive Committee; build databases of sectors and fields to synthesize into the provincial database and in the coming time connect with the Central database system.
Select tasks in order of priority for implementation
Concluding the meeting, Provincial Party Secretary Nguyen Duc Trung stated that the Central Committee determined that the implementation of Resolution No. 57 on breakthroughs in science, technology, innovation, and national digital transformation is the top important breakthrough and driving force for development.
Emphasizing that this is a task strongly directed by the Central Government, the Provincial Party Secretary acknowledged the efforts of the Provincial Party Committee, the Provincial People's Committee leaders, and agencies that have focused on initially concretizing the requirements for implementing Resolution No. 57.
However, this is a new task with many difficult contents, so the process of concretizing the contents still has issues that need to be reviewed. The important issue is to change awareness to have the right actions, to really care to implement effectively, because somewhere there is still a lack of initiative, there is still a situation of considering the implementation of Resolution No. 57 of the Politburo as "someone else's business", "not one's business".
Provincial Party Secretary Nguyen Duc Trung also said that the province had paid attention to implementing many things before Resolution No. 57 of the Politburo was issued. However, the results have not been commensurate with expectations; there are still many shortcomings and limitations due to many objective and subjective reasons.
Emphasizing the key tasks in the coming time, Provincial Party Secretary Nguyen Duc Trung requested the Department of Science and Technology - the standing agency of the Provincial Steering Committee on the content of science and technology development, innovation, digital transformation to continue to carefully review and complete the working regulations, assign tasks to members, the 2025 work program of the Steering Committee and the Action Plan of the Provincial Party Executive Committee.

In particular, the Action Plan of the Provincial Party Committee must clearly and specifically define the role of the business sector, especially private enterprises, in developing science, technology and innovation as extremely important; there must be a link with the FDI business sector; specifically and fully review the goals for each stage to ensure high feasibility.
Regarding the main tasks and solutions, Provincial Party Secretary Nguyen Duc Trung requested to review and define more clearly, in which, promoting the responsibility of leaders at all levels, sectors, agencies and units. In addition, focusing on improving research capacity, application of science and technology, focusing on the following areas: Smart agriculture; industry, logistics services; healthcare and education, culture - tourism.
Regarding the 2025 work program, Provincial Party Secretary Nguyen Duc Trung suggested that there should be specific tasks that can be evaluated and implemented. The assignment of tasks to members of the Steering Committee must also be reviewed and each member must also review their tasks to ensure completion.

Assigning specific tasks, Provincial Party Secretary Nguyen Duc Trung requested the Standing Committee of the Provincial People's Committee Party Committee, the Provincial People's Committee Party Committee, leaders of the Provincial People's Committee and sectors, on the basis of the spirit of Resolution No. 57 of the Politburo, the Government's Action Program, the Action Plan of the Provincial Party Executive Committee to concretize and deploy the tasks, associated with the transformation of administrative unit arrangement and the construction of a 2-level local government organization model to ensure suitability; proactively review the existing system of documents and new policies of the Central Government to proactively deploy, ensuring synchronization in the spirit of "running while lining up", doing while perfecting.
In particular, focus on selecting priority tasks to develop infrastructure for science, technology, innovation, and digital transformation in a flexible spirit to ensure the most effective results. For tasks requiring investment, review, prioritize, and register in the medium-term public investment plan for the period 2026-2030.
Regarding implementation costs, Provincial Party Secretary Nguyen Duc Trung requested that tasks, contents and spending levels for truly necessary tasks must be clearly defined. Sectors must proactively select priority tasks focusing on developing science, technology, innovation and digital transformation.

In this content, clearly define the implementation content, completion time, and budget for submission to the Steering Committee for consideration. On that basis, clearly define the tasks that can be focused on immediately in 2025, based on budget conditions to adjust the allocated budget.
According to the Provincial Party Secretary, the main issue in promoting the development of science, technology, innovation, and digital transformation in the operations of agencies is to have a complete and synchronous database system. Therefore, sectors must review the construction of their own databases, determine what can be done by themselves, what needs funding and consulting, focusing mainly on the following sectors: Education, Health, Home Affairs, Labor - Employment, Culture, Finance, Agriculture and Environment.
From now on, Provincial Party Secretary Nguyen Duc Trung requested that the sectors select a number of key tasks that can be implemented immediately and have initial results to implement Resolution No. 57 of the Politburo.

The Provincial Party Secretary assigned the Party Committee of the Provincial Party Agencies to lead the Provincial People's Council Party Committee to review and amend documents and resolutions of the Provincial People's Council in accordance with new regulations and requirements on science and technology development, innovation, and digital transformation; focus on leadership to carry out the task of digital transformation in Party agencies as quickly, as soon as possible, and with the best quality.
The Provincial Party Committee's Propaganda and Mass Mobilization Department strengthens propaganda work to raise awareness among cadres, party members, civil servants and public employees to fully, correctly and clearly understand; then create unity, consensus and response among all classes of people.
