Nghe An Provincial People's Committee approved the Project to implement the arrangement of commune-level administrative units.

Nghe An currently has 412 commune-level administrative units including: 362 communes, 33 wards, 17 towns; through the arrangement and submission of a plan to reduce 282 commune-level administrative units (a reduction rate of 68.45%), there are 130 units including: 11 wards, 119 communes.

On the afternoon of April 18, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province chaired a thematic meeting of the Provincial People's Committee to give opinions on the draft Project on implementing the arrangement of commune-level administrative units and building a model of organizing a 2-level local government in the province.

Co-chairing were comrades: Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee.

Submit a plan to reduce 282 commune-level administrative units (reduction rate of 68.45%)

At the meeting, the leaders of the Department of Home Affairs reported on the current status of commune-level administrative units and the criteria for arrangement according to the standards of the Resolution of the National Assembly Standing Committee.

On that basis, the Provincial People's Committee submitted a plan for arrangement. Accordingly, Nghe An province has 412 commune-level administrative units including: 362 communes, 33 wards, 17 towns; through arrangement, the plan was submitted to reduce 282 commune-level administrative units (a reduction rate of 68.45%), leaving 130 units including: 11 wards, 119 communes.

Of the 130 administrative units after the arrangement, 126 new administrative units have met the prescribed standards; 4 new administrative units have not met the prescribed standards but have special factors.

In addition, the Project also develops plans and roadmaps for arranging and perfecting the organizational structure of agencies and organizations after the arrangement of administrative units; arranging and handling surplus headquarters and public assets.

The project was developed by the Department of Home Affairs based on the guidance of the Ministry of Home Affairs, the direction of the Steering Committee, the Provincial People's Committee, and the synthesis of the plans submitted by the People's Committees of 20 districts, cities, and towns. It was sent to the Steering Committee members and the People's Committees of districts, cities, and towns for comments before being submitted to the Provincial People's Committee.

Director of Nghe An Department of Home Affairs Nguyen Viet Hung spoke at the meeting, requesting that districts, cities and towns study the project, widely disseminate it, create high consensus among the people so that the number of voters goes to vote high and achieves the highest consensus rate; at the same time, develop a meeting plan through the People's Councils at the commune and district levels appropriately, ensuring completion before April 25, 2025. On that basis, complete the dossier and send it to the Department of Home Affairs to submit to the Special Session of the Provincial People's Council for consideration and approval scheduled for April 28, 2025.

Regarding the organizational structure, the Director of Nghe An Department of Home Affairs said that the Project still has an overview; after the overall Project is approved, then we will discuss with competent authorities to come up with a plan to transfer district and commune-level officials, and arrange a specific number of people to work in each new commune and ward.

Focus on completing the Project and submitting it to competent authorities on schedule.

Concluding the meeting, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Nghe An province, Le Hong Vinh, emphasized that the naming of communes after the rearrangement needs to be carefully considered, both to ensure convenience for people's transactions and activities and to preserve the traditional, cultural and historical elements of the locality.

At the same time, the Chairman of the Provincial People's Committee also requested relevant agencies to review and supplement the Project on the arrangement of an appropriate number of working offices for new commune-level administrative units, ensuring that work needs are met.

Acknowledging the proactiveness and efforts of the Department of Home Affairs in the past time, however, with the large and important workload of the upcoming tasks, the Chairman of the Provincial People's Committee requested that immediately after this meeting, the Department coordinate with the Provincial People's Committee Office to complete the draft Project, send it to the Office of the Provincial Party Committee to submit to the Provincial Party Committee Standing Committee and the Provincial Party Executive Committee for approval. On that basis, advise the Provincial People's Committee to submit to the Provincial People's Council for approval of the Project, to complete the dossier to submit to the Government before May 1, 2025.

The Chairman of the Provincial People's Committee also assigned and guided the district level to arrange and assign cadres and civil servants appropriately and transparently; to avoid the situation where after the arrangement, communes (wards) with favorable conditions have many district-level cadres and civil servants working there; while in difficult areas, few people come.

At the same time, connect all levels and sectors in the province to coordinate with the Ministry of Home Affairs and relevant ministries and sectors to advise on solving related issues in the development and approval of the Project; periodically report on the progress of the implementation of the Project's tasks to the Central Steering Committee, the Ministry of Home Affairs, and the Provincial People's Committee according to regulations.

Departments and branches shall, based on the assigned tasks in the plan of the Provincial People's Committee, complete the assigned contents; actively and proactively coordinate with the Department of Home Affairs and localities to perform tasks according to their functions, report difficulties and problems to the Provincial People's Committee for timely handling.

For districts, cities and towns, the Chairman of the Provincial People's Committee requested to strengthen propaganda and mobilization work, creating high consensus among cadres, civil servants, public employees and people in the locality on the policy of arranging commune-level administrative units and building a 2-level local government model.

Along with that, proactively grasp the thoughts and aspirations of the people, advise on solutions when problems arise; closely coordinate with the Department of Home Affairs to complete the Project, ensure the accuracy of information, consolidate and demonstrate specific factors for communes that do not meet the standards.

Districts, cities and towns make lists of voters, collect voters' opinions and organize meetings of People's Councils at commune and district levels to approve the Project to ensure the plan.

When reorganizing, there must be a plan to transfer work from the old commune to the new administrative units. The process of reorganizing the apparatus must absolutely not loosen leadership, ensuring that work is carried out regularly and continuously; not leaving areas vacant, not interrupting or missing work; at the same time, doing a good job of ideological work for cadres, civil servants and public employees.

At the end of this content, with high consensus, Nghe An Provincial People's Committee approved the Project to implement the arrangement of commune-level administrative units and build a model of organizing 2-level local government in the province.

Also at the thematic meeting, the Provincial People's Committee approved the draft Resolution on amending and supplementing Resolution No. 19/2019/NQ-HDND dated December 12, 2019 of the Nghe An People's Council on approving the land price list in Nghe An province for the period from January 1, 2020 to December 31, 2024; the draft Resolution on allocating regular expenditures from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2025 and the draft Resolution on adjusting the public investment plan in 2025.

After the Provincial People's Committee approves, the above draft resolutions will be submitted to the Provincial People's Council agencies for review and the Provincial People's Council will consider and approve them.
