(Baonghean.vn) - On November 28, Dmitry Peskov, the spokesperson for the Russian President, told TASS news agency that Vladimir Putin's upcoming message to Parliament will be of a very special nature.

Answering a question about how different the upcoming speech by the head of state will be from previous speeches, Peskov said: "The President's message to the Federation Council is generally a traditional event, but each message has its own unique characteristics."

Peskov added: "As in previous years, Putin's message this year will be quite different in content, while the framework of the speech will remain the same."

Putin will address both houses of the Russian Parliament on December 1st. Peskov avoided giving further details, only hinting that people should wait until the Russian President delivers his speech.

This will be the 23rd presidential address in recent Russian history and Putin's 13th speech. As usual, the ceremony will begin at St. George's Palace in the Kremlin, Moscow, in the afternoon local time. In addition to invited members of both houses of Parliament, the event will be attended by members of the government, judges of the Constitutional Court and the Supreme Court, the chief prosecutor, the head of the Central Election Commission, the Inspection and Civil Service Commission, regional leaders, and other high-ranking officials. The entire address will also be broadcast live.

The address to the Russian Parliament is one of the president's main events of the year and attracts the attention of both Russian and international media. Last year, more than 1,500 journalists representing various media outlets attended to cover the address.

The Russian Constitution stipulates that the President is responsible for delivering a speech containing an assessment of the current state of national affairs and determining the key direction for domestic and foreign policy.
