The bizarre scam tactics of a teacher in Vinh City.
(Baonghean.vn) - A young teacher boasted about her connections, claiming she could secure jobs and accepting bribes to get them done, then forged official government documents to deceive people. Despite being prosecuted by the investigating agency and released on bail because she has a young child, this teacher did not stop and continued her fraudulent activities using the same old trick.

According to the investigation by the Vinh City Police, during her time teaching at Nghi An Secondary School in Vinh City, Nguyen Thi Ngoc Anh "revealed" to Le Thi Dieu Thuy (a clerical officer at the same school as Ngoc Anh), residing in Nghi Kim commune, that she could "arrange" a teaching position in Vinh City. Ms. Thuy introduced Ms. Ngoc Anh and her husband to discuss securing a job for their daughter, Nguyen Thi L.

Here, Ngoc Anh told Mrs. Ngoc that she would ask an official working in the Provincial People's Committee, who had previously helped Ngoc Anh get a teaching job, to help Loan get a teaching position at Nghi Kim Primary School. Ngoc Anh demanded that Mrs. Ngoc pay a deposit of 120,000,000 VND as a fee for the job application. Mrs. Ngoc and her husband paid the full amount, and Ngoc Anh wrote a receipt acknowledging the payment, promising that Mrs. Ngoc's daughter would receive her official appointment in October 2013. If the job was not secured, the entire amount would be returned.
To further gain trust, Ngoc Anh hired someone to forge a photocopied decision from the Chairman of the People's Committee of Vinh City, stating: "Accepting and recruiting Nguyen Thi L as a teacher at Nghi Duc Primary School," then gave it to Ms. Thuy and said: "This is L's employment decision, but because the paperwork is not yet complete, it's only a photocopy for the family to see, not officially issued. You need to prepare another 30,000,000 VND."
Ms. Thuy gave the photocopied decision to Ms. Ngoc, and on January 10, 2014, Ms. Ngoc gave Ngoc Anh an additional 30,000,000 VND. However, after waiting a long time without seeing their daughter get to teach, Ms. Ngoc and her husband inquired about it, but Ngoc Anh made various promises and excuses.
Because she repeatedly broke her promises to Mrs. Ngoc and her husband, Ngoc Anh returned 85,000,000 VND to Mrs. Ngoc. With the remaining money, Ngoc Anh hired someone to forge a land use right certificate and gave it to Mrs. Ngoc to keep. Ngoc Anh even said reproachfully to Mrs. Ngoc: "This is the land title certificate of someone involved in the job application for L... take it... I'm doing a good deed but I might end up causing trouble..." Since giving the forged certificate to Mrs. Ngoc, Nguyen Thi Ngoc Anh has not come to collect it and has not repaid the remaining debt.
After numerous broken promises, Mrs. Ngoc and her husband filed a complaint against Nguyen Thi Ngoc Anh for fraud. The forensic examination report from the Criminal Technical Department of the Nghe An Provincial Police concluded that the land use right certificate submitted for examination was counterfeit. Following the investigation, the Nghe An Provincial Police Investigation Department initiated criminal proceedings against Nguyen Thi Ngoc Anh for fraud and misappropriation of property.
During the expanded investigation, authorities also clarified that, through a prior acquaintance with Ms. Dieu Thuy, Ms. Lo Thi Thuy Hang, residing in Quang Trung Ward, Vinh City, had asked Thuy to submit her sister's application, Lo Thi Thanh Hanh, to Ngoc Anh to help her find a job. In early September 2015, Ms. Hang brought her sister to meet Ngoc Anh for a discussion.
Here, Ngoc Anh lied to Ms. Hang and Ms. Hanh, saying, "There's a job opening at the Social Evils Prevention and Control Sub-Department (under the Department of Labor, War Invalids and Social Affairs of Nghe An province), costing 180,000,000 VND." Ngoc Anh also said, "Thanks to my acquaintance with a relative of the Provincial Chairman, I'm sure I can get it, but you have to pay a deposit of 90 million VND in advance. The decision to start working will be made on October 12, 2015." Trusting Ngoc Anh's promises, Ms. Hang gave Ngoc Anh 50,000,000 VND upfront.
To embezzle the money, on November 11, 2015, Ngoc Anh forged a contract stating that Lo Thi Thanh Hanh would be employed at the Department of Social Evils Prevention in Nghe An province. She then used this forged contract to deceive Mrs. Hoa, the mother of Ms. Hang and Ms. Hanh, and obtained another 10,000,000 VND. Afterwards, Ngoc Anh demanded the "contract" back and burned it to destroy the evidence.
In December 2015, Ngoc Anh continued to lie to Mrs. Hoa's family, saying that if their daughter wanted a job offer sooner, they had to pay an additional 30,000,000 VND. On December 24th and 25th, 2015, Mrs. Hoa's family borrowed enough money and gave it to Ngoc Anh. Ngoc Anh promised that Hanh would receive her job offer in early January 2016.

To avoid repaying the debt to Mrs. Hoa's family, on March 9, 2016, Ngoc Anh forged a list of successful candidates for the first quarter, bearing the signature of the Director and the seal of the Department of Labor, War Invalids and Social Affairs of Nghe An province. The list included the name Lo Thi Thanh Hanh, and she gave it to the family, informing them that Hanh had been selected.
Shortly afterward, Ngoc Anh used sweet words to retrieve the list and destroy it. However, when Ms. Hanh saw the "List of Successful Candidates," she took a picture of it with her phone and submitted it to the Department of Labor, War Invalids and Social Affairs of Nghe An province for verification. The agency replied that they had not issued such a list. Subsequently, Ms. Hoa filed a complaint against Nguyen Thi Ngoc Anh for "fraudulent appropriation of property."
After clarifying the criminal act, on June 20, 2016, the Criminal Investigation Department of the Nghe An Provincial Police initiated a case of "Fraudulent appropriation of property" against Nguyen Thi Ngoc Anh and transferred the entire case file to the Criminal Investigation Department of Vinh City Police for further investigation and clarification according to their jurisdiction.
It is worth notingWhile the General Investigation Team of the Vinh City Police Department was handling the case, taking advantage of the fact that she was out on bail while raising a young child, Nguyen Thi Ngoc Anh was forced to resign from her job after the Vinh City People's Committee issued a decision. She then continued to commit fraudulent acts.
Accordingly, Ngoc Anh boasted to a man named Kiem in Quan Hanh town, Nghi Loc district, saying, "If you know anyone who needs a job, please introduce them to me." Through Kiem, Nguyen Huy Chat, residing in Nghi Truong commune, Nghi Loc district, called Ngoc Anh to ask for a job for his daughter, Nguyen Thi D (born in 1994), at an agency in Nghe An.
In early July 2016, Ngoc Anh met with Mr. Chat and said she could get D a job at the Nghe An Oncology Hospital or the Provincial Endocrinology Hospital, but a deposit of 150,000,000 VND was required, and a decision on employment would be made after two weeks.

On July 15, 2016, Mr. Chất and his daughter met with Ngọc Anh at her private residence on Hồ Hán Thương Street, Cửa Nam Ward, Vinh City. Ngọc Anh promised to secure a nursing position for Nguyễn Thị Dung at the Nghệ An Oncology Hospital, guaranteeing a contract within two weeks and permanent employment after six months. Trusting these promises, Mr. Chất gave Ngọc Anh a total of 150,000,000 VND in two installments.
Fearing that Mr. Chất would demand his money back, Ngọc Anh had a forged contract from the Nghe An Oncology Hospital regarding the employment of Nguyễn Thị Dung on a contract basis. She then gave the forged contract to Mr. Chất, instructing him: "This is Dung's contract, but it hasn't been officially issued yet because some content needs to be revised." After showing it to Mr. Chất, Ngọc Anh took back the "contract." Realizing he had been deceived, Mr. Chất filed a complaint against Nguyễn Thị Ngọc Anh with the police for "fraudulent appropriation of property."
Following the initiation of criminal proceedings and clarification of the criminal acts, the Criminal Investigation Department of Vinh City Police recently completed the case file and forwarded it to the Provincial People's Procuracy, requesting the prosecution of Nguyen Thi Ngoc Anh for the crime of "Fraudulent appropriation of property" as stipulated in Article 139 of the Penal Code.
