New perspectives on culture in the draft documents of the 14th Party Congress.
The scientific conference analyzed groundbreaking perspectives, identifying culture as a soft power and endogenous driving force for Vietnam's sustainable development.
A groundbreaking perspective on the role of culture.
On October 30th, the Journal of Culture and Arts under the Ministry of Culture, Sports and Tourism organized a scientific seminar on the theme "New Perspectives of the Party on Building and Developing Culture in the Draft Document of the 14th Party Congress". The event focused on analyzing new, groundbreaking theoretical thinking on the role of culture in national development.
Speaking at the workshop, Mr. Hoang Ha, Editor-in-Chief of the Culture and Arts Magazine, emphasized the importance of researching and interpreting the new viewpoints in the draft. He stated that this is a major step forward in the Party's theoretical thinking, requiring scientific contributions to perfect the document and propose solutions for putting the policy into practice.
Six core orientations for Vietnamese culture
At the workshop, Associate Professor Dr. Nguyen Toan Thang, former Director of the Institute of Culture and Development, systematized six new theoretical perspectives on building and developing Vietnamese culture and people as outlined in the draft:
- Building an advanced culture, rich in national identity, based on national values, culture, family, and the standards of Vietnamese humanity.
- Continuing to affirm the perspective of comprehensive development of culture and people with new meaning.
- To strongly inspire patriotism, self-reliance, and the aspiration to build a prosperous and happy country.
- Promoting cultural values and a spirit of dedication so that culture truly becomes an endogenous resource and a driving force for development.
- Emphasize the building of culture within the family, school, and society, harmoniously combining tradition and modernity.
- Improving cultural life, narrowing the gap in access to resources, with particular emphasis on the culture of ethnic minority communities.
Developing the cultural industry and national soft power.
Professor Tu Thi Loan also emphasized the need for strong development of the cultural industry, aiming to create products with global reach. According to her, building cultural soft power is not only a goal but also a path to affirming national identity and stature in the context of integration. When culture becomes an endogenous resource, Vietnam will have a solid foundation for rapid and sustainable development.
Five strategic proposals for realization.
Contributing to the refinement of the draft, Associate Professor Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education, presented five specific proposals to ensure the high feasibility of the strategic directions.
The proposals include:
- Specifically, the Vietnamese value system:Clarify the meaning of value systems and build a roadmap and monitoring mechanism for their implementation in practice.
- Increase investment in culture:Clearly defined budget targets promote social participation and public-private partnerships.
- Promoting digital culture and cultural industries:Develop specific policies for priority sectors such as film, music, and online games, and issue a code of conduct for cyberspace.
- Utilizing talent effectively:There are policies in place to train, nurture, protect copyright, and encourage creative talent, especially young people.
- Specifically, the strategy of cultural diplomacy is being implemented:Enhance the promotion of the national image and engage more deeply in global innovation networks.
Associate Professor Bui Hoai Son concluded that only when the viewpoints in the document are concretized through mechanisms, resources, and actions will culture truly become an endogenous force for Vietnam's sustainable development.
