New perspectives on culture in the draft documents of the 14th Congress

The scientific workshop analyzed breakthrough perspectives, identifying culture as soft power and endogenous driving force for Vietnam's sustainable development.

Breakthrough thinking about the role of culture

On October 30, the Culture and Arts Magazine under the Ministry of Culture, Sports and Tourism organized a scientific seminar with the theme "New views of the Party on building and developing culture in the Draft Documents of the 14th Party Congress". The event focused on analyzing new, groundbreaking theoretical thinking on the role of culture in the country's development.

Speaking at the workshop, Mr. Hoang Ha, Editor-in-Chief of the Culture and Arts Magazine, emphasized the importance of researching and explaining new viewpoints in the draft. He said that this is a big step forward in the Party's theoretical thinking, requiring scientific contributions to perfect the document and propose solutions to put the policy into practice.

Six core orientations for Vietnamese culture

At the workshop, Associate Professor Dr. Nguyen Toan Thang, former Director of the Institute of Culture and Development, systematized 6 new theoretical viewpoints on building and developing Vietnamese culture and people stated in the draft:

  • Building an advanced culture with strong national identity based on the system of national, cultural, family values ​​and Vietnamese human standards.
  • Continue to affirm the viewpoint of comprehensive cultural and human development with new connotations.
  • Strongly arouse the spirit of patriotism, self-reliance and aspiration to build a prosperous and happy country.
  • Promote cultural values ​​and spirit of dedication so that culture truly becomes an endogenous resource and driving force for development.
  • Pay attention to building culture in family, school and society, harmoniously combining tradition and modernity.
  • Improve cultural life, narrow the gap in enjoyment, especially focus on culture of ethnic minorities.

Developing cultural industries and national soft power

Prof. Dr. Tu Thi Loan also emphasized the need to strongly develop the cultural industry, aiming to create products with global influence. According to her, building cultural soft power is not only a goal but also a way to affirm the nation's mettle and stature in the context of integration. When culture becomes an endogenous resource, Vietnam will have a solid foundation for rapid and sustainable development.

Five strategic recommendations to realize

Contributing ideas to complete the draft, Associate Professor Dr. Bui Hoai Son, Standing Member of the National Assembly's Committee on Culture and Education, proposed five specific groups of proposals to ensure that strategic directions are highly feasible.

Proposals include:

  1. Concretizing the Vietnamese value system:Clarifying the content of value systems and building a roadmap and monitoring mechanism to put them into practice.
  2. Increased investment in culture:Set clear budget targets, promote socialization and public-private partnership.
  3. Promoting digital culture and cultural industries:Develop specific policies for priority industries such as film, music, online games and issue a code of conduct in cyberspace.
  4. Employing talented people:There are policies to train, foster, protect copyright and encourage creative forces, especially young people.
  5. Concretizing cultural diplomacy strategy:Strengthen national image promotion and deeper participation in global creative networks.

Associate Professor Dr. Bui Hoai Son concluded that only when the views in the document are materialized by mechanisms, resources and actions, can culture truly become an endogenous strength for Vietnam's sustainable development.
