On the morning of June 24, the Central Military Commission for the 2025-2030 term held its second meeting. General Secretary and President To Lam, Secretary of the Central Military Commission, chaired the meeting.

Delivering a keynote address at the conference, General Secretary and President To Lam acknowledged the outstanding achievements of the Central Military Commission, Party committees, commanders at all levels, and officers and soldiers throughout the army in fulfilling their tasks during the first six months of 2026.

Regarding the leadership direction for implementing tasks in the last six months of the year, the General Secretary and President requested that the Central Military Commission, Party committees, and commanders at all levels thoroughly understand the guiding principle: "Defending the Fatherland from early on and from afar must begin with the ability to identify early, forecast far ahead, and act proactively."

The General Secretary and President requested that leadership and guidance focus on maintaining the core role in firmly protecting the Fatherland in all situations; directing functional agencies of the Central Military Commission and the Ministry of National Defense to focus on improving the quality of research, forecasting, and strategic planning; proactively identifying traditional and non-traditional security threats, and threats in cyberspace; and continuing to improve the quality of training, combat readiness, and strict management of airspace, sea areas, borders, inland areas, and cyberspace.

The General Secretary and President emphasized the need to resolutely and firmly safeguard the independence, sovereignty, unity, territorial integrity, and national interests of the nation; to elevate international integration and defense diplomacy; to build strategic trust among nations; and to protect the Fatherland early and from afar, preventing any surprises in all situations.

The General Secretary and President emphasized the need to create a strong breakthrough in building a revolutionary, regular, elite, and modern army based on promoting the development of science and technology, innovation, and digital transformation; continuing to direct the thorough understanding and implementation of the strategic resolutions of the Politburo and the Central Military Commission; accelerating the application of artificial intelligence, big data, and simulation; and continuing to research, develop, and master dual-use technologies applied to the military and defense sectors.

Party and State leaders also requested innovation in the content and methods of ideological work, shifting from propaganda to awareness management; thoroughly understanding, guiding, and implementing resolutions and regulations on protecting the Party's ideological foundation and political and ideological work within the Party; continuing to implement the "2 steadfast, 2 strengthening, 2 prevention" principles; the "5 firm" motto and the "6 clear" requirements, and prioritizing inspection work down to the grassroots level.

The Central Military Commission and the Ministry of National Defense need to continue to build on the achievements already made, maintain regular and effective ideological management of the troops, and ensure its substance, with an emphasis on closely combining management with education to raise awareness and guide ideology.

The General Secretary and President requested that the Party Committee of the Army continue to be built into a truly clean, strong, comprehensive, exemplary, and outstanding organization; effectively implement mass mobilization work, military policies, and policies for the military's rear support; enhance the leadership capacity and combat strength of grassroots Party organizations; and build a team of Party members with firm political resolve, innovative thinking, practical capabilities, and the courage to think, act, and take responsibility for the common good.

The military, in coordination with relevant agencies and local Party committees and authorities, is vigorously implementing the "500-day campaign to intensify the search, collection, and identification of the remains of fallen soldiers."

The General Secretary and President proposed building a national defense posture integrated with a people's security posture in the new context; continuing to direct and refine combat plans, and demonstrating determination to fight. The military should organize effective defense exercises at all levels.

The General Secretary and President also proposed leveraging the strength of the entire political system, the whole people, and the great national unity in building a people's national defense system and a people's defense posture linked with a people's security system and a people's security posture, a "people's hearts and minds" posture, and building solid military region and defense zone defenses.

The Central Military Commission and the Ministry of National Defence continue to effectively perform the functions and tasks of the Army, especially proactively responding to non-traditional security challenges; and are ready to carry out rescue and relief missions for natural disasters and calamities both domestically and internationally.
