In response to the demands of the revolution, following President Ho Chi Minh's directive, on October 15, 1945, Military Zone 4, now Military Region 4, was established. For 80 years of building, fighting, and maturing, under the leadership of the Communist Party of Vietnam and the beloved President Ho Chi Minh, directly under the Central Military Commission and the Ministry of National Defense; with the support and assistance of the Party committees, governments, and people of the provinces and cities in the region, generations of officers and soldiers of the Armed Forces of Military Region 4 have always upheld revolutionary heroism, shown boundless loyalty to the Party, the Fatherland, and the People; been courageous, resilient, resourceful, and creative, overcoming all hardships and sacrifices, achieving many accomplishments and victories in the struggle for national liberation, national reunification, building and defending the socialist Fatherland of Vietnam, and successfully fulfilling international duties. All achievements and victories of the Armed Forces of Military Region 4 stem from the leadership of the Party, and directly from the Party Committee of Military Region 4. Regardless of the circumstances, the Party Committee of Military Region 4 has always upheld the revolutionary banner of the Party, leading the Armed Forces of the Military Region to successfully complete all tasks.
During the resistance war against French colonial aggression, following the Party's guidelines, under the direct leadership of the Central Vietnam Regional Party Committee, the 4th Regional Party Committee, and the 4th Inter-regional Party Committee, the armed forces of Military Region 4, with a spirit of initiative, creativity, self-reliance, and self-strength, intensified the all-people, all-encompassing resistance war. They continuously promoted guerrilla warfare, winning over the people, holding territory, disrupting the puppet regime, eliminating the enemy, developing forces, expanding their territory, and forming the core of building a widespread people's war posture. They actively engaged in combat while consolidating the rear; at the same time, they directly contributed to building and expanding the Vietnam-Laos fighting alliance; and carried out coordinated combat operations with the main battlefield in Northern Vietnam. In particular, they led the timely and rapid struggle to consolidate confidence, combat the mentality of fearing difficulties and fierce battles, and bring the armed forces of Binh-Tri-Thien back to staying close to the people and the land, intensifying the resistance war.
As the resistance war against French colonialism entered its decisive phase, with the comprehensive, timely, and creative leadership of the 4th Inter-Regional Party Committee, the armed forces of Military Region 4 served as the core force in promoting people's war in enemy-occupied areas. Together with the entire population, they transformed Military Region 4 into a launching base for offensives, leading to victories in the Central-Lower Laos campaign. Simultaneously, they focused on building and developing strong armed forces in terms of politics, ideology, and organization, serving as the core for the people in local areas and mobilizing manpower and resources to provide timely support to the battlefields. This was especially true in the historic Dien Bien Phu campaign, contributing to the nationwide victory in the resistance war against French colonial aggression.
During the resistance war against the US, under the wise and skillful leadership of the Party, the education, training, and encouragement of President Ho Chi Minh, and directly under the leadership and guidance of the Central Military Commission, the 4th Military Region Party Committee, the Tri-Thien Military Region Party Committee, and the Party Committee of the Highway 9 Front, the armed forces of the Military Region served as the core force for the entire population to fight the enemy, successfully accomplishing four tasks on three battlefields.
The armed forces in Tri Thien - Hue carried out combat missions from the very beginning, fighting against the US imperialists and their henchmen who occupied, swept through, and terrorized the area, building and developing their forces to become a crucial battlefield and an important offensive direction to destroy enemy forces. During the Spring 1968 General Offensive and Uprising, the armed forces of the Military Region, together with the entire population, shattered the US imperialists' defense system aimed at permanently dividing our country, controlling Hue City for 26 days and nights; defeating large-scale counterattacks by the enemy, liberating and protecting the Quang Tri Citadel. Together with other forces, they created the combined strength of people's war, defeating two air and naval bombing campaigns by the US imperialists, and participating in the construction and protection of the strategic corridor of the Truong Son - Ho Chi Minh Trail. The 4th Military Region's armed forces firmly protected the rear, directly and effectively supported the battlefields, and coordinated with their Lao allies to open liberation fronts in the Plain of Jars - Xieng Khouang and the Central-Lower Laos region. During the Spring 1975 General Offensive and Uprising, the armed forces of the 4th Military Region served as the core force for the people's uprising to liberate Tri Thien - Hue, providing maximum support in all aspects to the battlefields, contributing to the completion of the liberation of the South and the reunification of the Fatherland.
Throughout the two wars of resistance against France and the United States, under the leadership of the Central Vietnam Regional Party Committee, the 4th Regional Party Committee, the 4th Inter-regional Party Committee, the 4th Military Region Party Committee, the Tri-Thien Military Region Party Committee, the Party Committee of the Highway 9 Front... In any circumstances, no matter how difficult or fierce, the officers and soldiers of the Armed Forces of Military Region 4 fought tenaciously, successfully fulfilling all tasks assigned by the Party and the army. The spirit of self-sacrifice for the country and the people has become the sentiment, responsibility, and political fortitude of all officers and soldiers of the Armed Forces of Military Region 4. Through the two glorious wars of resistance against France and the United States, the absolute loyalty of the officers and soldiers of the Armed Forces of Military Region 4 was most clearly manifested in their unwavering will and determination to defeat the invaders and liberate their homeland.
Even in the most difficult times, the officers and soldiers of the Military Region's armed forces shone brightly with unwavering faith in "Following the Party and President Ho Chi Minh wholeheartedly," believing in the ultimate victory of the revolution, clinging to the land and the people, building up their forces, daring to fight, determined to fight, and defeating an enemy many times stronger.
During the period of building and defending the socialist Fatherland of Vietnam, the Party Committee of Military Region 4 led the armed forces of the Military Region to uphold the traditions of their homeland: "Binh, Tri, Thien - Thanh, Nghe, and Tinh - courageous and resilient." Together with the Party committees, governments, and people of the provinces in the region, they overcame the consequences of war, restored and developed socio-economic life, continued to fulfill their strategic rear-area duties in the two wars to protect the Fatherland's borders; fulfilled noble international obligations, helping Laos maintain its revolutionary achievements, making a significant contribution to fostering the loyal and steadfast friendship between Vietnam and Laos; and participated in fighting to help the Cambodian people escape the genocide.
Throughout the Party's reform process, the Party Committee of Military Region 4 has continuously consolidated and strengthened its working-class nature, always maintaining a firm political stance and viewpoint, gradually maturing, and clearly affirming its leadership role in practice. It is a crucial factor determining the victory and growth of the Military Region's armed forces. The Party Committee of Military Region 4 consistently understands, grasps, and creatively implements the Party's reform guidelines, gathering, consolidating, and developing comprehensive strength to prevent and thwart the "peaceful evolution" strategy and subversive riots of hostile and reactionary forces; building a national defense system integrated with a people's security posture, and establishing a solid defense zone; leading the successful completion of military and defense tasks in this strategically important area of the country and the noble international mission of assisting our friend Laos.

Hostile, reactionary, and politically opportunistic forces are intensifying their "peaceful evolution" activities with increasingly open and direct subversive plots and tactics. Natural disasters, epidemics, and environmental incidents are becoming more complex and unpredictable. The restructuring and streamlining of local government and military agencies presents many new challenges. Against this backdrop, the Party Committee of Military Region 4 continues to uphold the revolutionary banner of the Party, leading the Armed Forces of the Military Region to successfully complete all tasks in the new era.
Raising high the banner of revolution, regardless of the circumstances, the Party Committee of Military Region 4 has always maintained and strengthened the absolute and direct leadership of the Party in all aspects, leading the building of a politically strong armed force in the Military Region. This is a matter of principle in building the revolutionary armed forces of the Party, a great and enduring lesson learned from the 80-year journey of building, fighting, winning, and maturing of the Military Region's armed forces. Building a strong political foundation is the solid basis for the Military Region's armed forces to maintain and strengthen their working-class nature, their popular and national character; always clearly defining the goals and ideals of fighting for national independence and socialism, for the happiness of the people. The Party Committee of the Military Region, the Standing Committee of the Military Region Party Committee, and Party organizations at all levels within the Military Region Party Committee consistently and thoroughly understand and strictly implement the Party's viewpoints and guidelines on military affairs, national defense, and safeguarding the Fatherland; while also effectively fulfilling their advisory role to the Party and State in the military and national defense fields; effectively implementing the Resolutions and Directives of the Party and State on building the people's armed forces, building a national defense system based on the entire population, and a national defense posture integrated with a solid people's security posture; and continuously improving the overall quality and combat strength of the Military Region's armed forces.

Strengthen internal political security work, prevent and repel manifestations of ideological and political degradation, moral decay, lifestyle deviations, "self-evolution," and "self-transformation." Simultaneously, identify specific policies and measures to implement the resolution in accordance with the situation and tasks of each agency and unit; develop leadership regulations, content, programs, and plans... ensuring they are scientific, practical, and consistent with the principles and regulations of the Party..
Under the leadership of Party committees and organizations at all levels, each officer and soldier must constantly grasp the situation and tasks, proactively and actively concretize and creatively apply the content of resolutions to practical activities according to their position and responsibilities, promote emulation movements for decisive victory, and create a new qualitative transformation in the overall quality and combat strength of the Military Region's armed forces, first and foremost in terms of political ideology.
