(Baonghean.vn) - On the afternoon of December 26th, the Ministry of Interior held an online conference to summarize its work in 2016 and implement tasks for 2017.

The reform of salaries and policies for officials, civil servants, and public employees has been implemented according to schedule. At the conference, delegates also frankly pointed out the shortcomings and limitations in the work of the Ministry of Interior in the past period. Among them, the difficulty in determining job positions was a matter of concern for ministries, sectors, and localities. A representative from the Personnel and Organization Department of the Ministry of Natural Resources and Environment stated: Managing civil servants and public employees according to job positions; determining job positions to implement downsizing is a new and difficult task requiring high determination, synchronized organization, and coordination. They requested the Ministry of Interior to review, evaluate, and amend decrees, circulars, and guidelines for implementation. Simultaneously, this needs to be implemented in a coordinated manner with other tasks in personnel management.

Representatives from the Ministry of Finance suggested that the Ministry of Interior should significantly reform recruitment practices towards transparency and objectivity; increase quotas for recruiting candidates under special circumstances; and ensure recruitment is linked to specific job positions.

Regarding civil servant recruitment, Mr. Nguyen Dao Son, Director of the Department of Internal Affairs of Hai Phong City, said that Hai Phong was the first locality to conduct civil servant recruitment exams using computers, a practice implemented since 2013. Mr. Son emphasized that this is an innovative solution for civil servant recruitment, ensuring scientific, objective, and transparent processes in a competitive environment for job positions. It also practically applies information technology, creating conditions to improve the quality of the workforce of officials and civil servants.

Speaking at the conference, Deputy Prime Minister Truong Hoa Binh commended and highly appreciated the results of the Ministry of Interior in 2016. Deputy Prime Minister Truong Hoa Binh emphasized that while administrative reform has seen many improvements, progress is still slow. Therefore, in the coming period, it is necessary to accelerate administrative reform, considering it a breakthrough solution to create a transformation in socio-economic development.

In the coming period, the Deputy Prime Minister requested that the Ministry of Interior focus on building institutions that best meet the needs of the people and society; strive to build and perfect a streamlined and efficient political system; and accelerate administrative reform to improve the effectiveness and efficiency of state management. The Ministry of Interior needs to continue its work in building institutions that meet requirements and create a synchronized and unified system. It should also strengthen the application of information technology to build a democratic, effective, and efficient administration that operates smoothly from the central to local levels.
