Specifically, not all civilian workers on the front lines are eligible for benefits under Decision 49; they must meet all the conditions for application as clearly stipulated in Article 2 of the Decision.
In Nghe An province, through a comprehensive survey conducted to support the implementation of Decision 49, there are currently 118,523 individuals eligible for civilian labor in the war effort.
To ensure the Decision is effectively implemented, in the coming period, Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels need to focus on leadership and guidance; organize its implementation strictly, ensuring accuracy, fairness, and convenience; and proactively resolve any arising difficulties.
