Thoroughly understand and implement the Resolution of the 14th National Congress of the Party.

On the afternoon of February 7th, the National Conference on studying, understanding, and implementing the Resolution of the 14th National Congress of the Party continued its program.

At the National Assembly's meeting point, General Secretary To Lam attended and chaired the conference. Also attending the conference were President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Standing Member of the Party Central Committee Tran Cam Tu; members of the Politburo, members of the Party Central Committee, and members of the Party Central Committee; and leaders of central departments, ministries, and agencies.

At the Nghe An provincial venue, the attendees included: Nguyen Khac Than - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with members of the Provincial Party Standing Committee, members of the Provincial Party Committee, members of the Provincial Inspection Committee; leaders of provincial departments, agencies, and units; and 130 representatives from communes and wards.

"Ensuring the highest national interests" comes first and foremost.

At the conference, presenting the thematic topic: New thinking and awareness on national defense and protection of the Fatherland of the 14th National Congress, Minister of National Defense, General Phan Van Giang, emphasized that national defense is the undertaking of defending the country with the combined strength of the entire nation, in which military strength is the characteristic, and the people's armed forces are the core.

The 14th National Congress of the Party identified groundbreaking strategic policies that paved the way, affirming the determination and aspirations of the entire Party, people, and army in the era of striving to build a prosperous and thriving country, in which the field of national defense and protection of the Fatherland has made new strides.

The 14th National Congress affirmed: To protect the highest national interests, to steadfastly defend the independence, sovereignty, unity, and territorial integrity of the Fatherland; to protect the Party, the State, the People, and the socialist system; and to protect the achievements of the revolution, the cause of renovation, industrialization, and modernization.

Protecting the country's culture and international prestige and standing; firmly safeguarding national security, human security, economic security, and cybersecurity; strengthening all-people national defense and proactive defense; preventing and repelling from within factors that cause political instability; maintaining political security, social order, and safety; and preserving and consolidating a peaceful environment for national construction and development.

General Phan Van Giang stated that the 14th National Congress inherited and developed the contents on national defense from previous congresses, while adding the goal of "ensuring the highest national interests" above all else; "protecting the country's prestige and international standing," "protecting human security," "economic security, cybersecurity"; "strengthening national defense, proactive defense; preventing and repelling from within factors causing political instability," and maintaining and consolidating a peaceful environment for national development.

This viewpoint and policy profoundly reflects the Party's evolving thinking on the task of national defense and safeguarding the Fatherland. It serves as a strategic orientation for the entire Party, the entire people, and the entire army to focus on effectively implementing the task of national defense and firmly protecting the socialist Fatherland of Vietnam in the new situation.

The 14th National Congress determined that strengthening national defense and firmly protecting the socialist Fatherland of Vietnam is a crucial and ongoing task of the Party, the State, the political system, and the entire people, with the People's Army as the core, but with new developments.

Building a revolutionary, regular, elite, and progressively modernized People's Army, with some branches, services, and forces advancing directly to modernity.

By 2025, the goal is to fundamentally build a lean, efficient, and strong army, creating a solid foundation, and striving to build a revolutionary, regular, elite, and modern People's Army by 2030.

Promoting breakthroughs in the development of a self-reliant, self-sufficient, self-strengthening, dual-use, and modern defense industry. The 14th Party Congress added the elements of "self-reliance, self-sufficiency, self-strengthening, and modernity" to the development of the defense industry to leverage internal strengths and self-reliance towards strategic autonomy throughout the entire process from research to production and development; continuously innovating, applying high technology, and ensuring increasingly high quality.

Mastering several fundamental and core technologies; successfully researching, designing, and manufacturing many types of modern, high-tech weapons and technical equipment. Defense industry products are increasingly diverse, dual-use, and of guaranteed quality, making a positive contribution to strengthening national defense and security capabilities and the cause of industrialization and modernization of the country.

Ensuring the highest national interest.

Presenting the thematic topic: "Developing foreign relations in the new era commensurate with the historical, cultural stature and position of the country," Minister of Foreign Affairs Le Hoai Trung stated that the foreign policy guidelines of the 14th National Congress are a part of the overall guidelines of the Party.

The foreign policy guidelines outlined in the 14th National Congress documents reflect many groundbreaking innovations to adapt to the rapidly changing and complex global and regional situation and to meet the requirements of national development in the new era.

In the documents of the 14th National Congress, our Party affirmed the consistent implementation of an independent, self-reliant, self-strengthening, peaceful, friendly, cooperative and developmental foreign policy, multilateralizing and diversifying foreign relations.

The goal is to ensure the highest national interests based on the fundamental principles of international law and the United Nations Charter, equal and mutually beneficial cooperation; and at the same time, proactively contribute to peace, friendship, cooperation and development in the spirit of being a friend, a reliable partner, and an active and responsible member of the international community.

The principle is to ensure the Party's leadership and the State's unified management of foreign affairs activities; to implement foreign affairs activities synchronously, comprehensively, and effectively across all three pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy.

The guiding principle is to continue to promote the pioneering role of foreign policy in proactively preventing the risk of war, establishing and maintaining a peaceful and stable environment, firmly protecting the Fatherland, and taking advantage of external resources and favorable conditions for national development.

Some major orientations include: deepening, strengthening, and stabilizing relations with partners; proactively and comprehensively integrating into the international community in a comprehensive, deep, synchronized, and effective manner; promoting diplomacy for development, with a focus on economic diplomacy; resolutely and persistently defending the sovereignty and territorial integrity of the Fatherland; promoting and elevating multilateral diplomacy; working with member states to build a united and strong ASEAN Community that plays a central role in the regional structure; and building a comprehensive and modern diplomacy.

Emphasizing the new and very important aspects of the foreign policy guidelines in the 14th Party Congress documents, the Minister of Foreign Affairs stated that the goal of developing foreign relations in the new era is commensurate with the historical, cultural stature and position of the country.

The document adds the concepts of "strategic autonomy" and "self-reliance." It affirms the crucial and ongoing role and mission of foreign relations and international integration. The document clearly states that "promoting foreign relations and international integration is crucial and ongoing."

Continue to refine the Party's reform line.

Presenting a thematic report at the conference, Director of the Ho Chi Minh National Political Academy, Doan Minh Huan, stated that the summing up of 100 years of the Communist Party of Vietnam's leadership of the revolution is a "grand summing up" of unprecedented scale, with national strategic significance, and is central to the Party's ideological and theoretical activities.

This summary is also of particular importance for determining the direction of the Party's leadership in national development over the next 100 years (2030 - 2130); it is an opportunity to affirm the role, historical mission, correct leadership, and governing capacity of the Communist Party of Vietnam, and to strengthen the people's trust in the Party's leadership.

The review of 40 years of implementing the Platform stems from the objective demands of the Vietnamese revolutionary development process in the new stage; it contributes to clarifying important theoretical and practical issues, focusing on socialism and the path to socialism in Vietnam.

Continue to refine the Party's reform line, preparing for the development of the Platform for building and developing the country and defending the Fatherland in the new era.

Presenting a thematic report on "Innovating inspection and supervision work to strengthen discipline and meet the requirements of tasks in the new situation in accordance with the spirit of Resolution of the 14th National Congress," Chairman of the Central Inspection Committee Tran Sy Thanh stated that our country is entering a new stage of development with very high demands to successfully implement the Resolution of the 14th National Congress of the Party.

The demands for Party building and rectification are at a higher and more comprehensive level; the task of supervising the implementation of major resolutions and breakthrough resolutions of the Central Committee, the Politburo, and the Secretariat requires inspection and supervision work to be more proactive, in-depth, and comprehensive, in order to contribute to strengthening discipline and order, and enhancing the leadership capacity and fighting strength of the Party.

The Resolution of the 14th National Congress of the Party and the directives of General Secretary To Lam at the Conference summarizing the inspection and supervision work of the 13th National Congress of the Party emphasize the shift in focus to regular supervision, moving from a passive to an active approach, from the outset and throughout all aspects of leadership, guidance, and implementation of resolutions, directives, conclusions, and decisions of Party committees at all levels, especially in the implementation of the Party's major breakthrough policies and decisions on national development.

The Chairman of the Central Inspection Commission stated that, through regular supervision, it is necessary to recognize and emphasize the role of inspection and supervision work, considering it as one of the driving forces to urge and promote the strict and timely implementation of the Party's resolutions and directives, and to promote socio-economic development.

Building an effective monitoring mechanism capable of early warning and preventing violations from the grassroots level, preventing shortcomings and weaknesses from accumulating into serious violations; forming and spreading a culture of responsible political action within the Party, contributing to building a clean and strong Party that meets the requirements of leading the country in the new era.

The effectiveness of development and the satisfaction of the people are the highest measures of the implementation of the Resolution.

In his concluding remarks at the conference, General Secretary To Lam affirmed that the future of the country is closely linked to periods where correct policies are implemented decisively, synchronously, and effectively. To meet the increasingly high demands of the country's development in the new phase, there must be a unified and decisive overarching mindset: a strong shift from talking to doing, from awareness to action.

It is necessary to focus on directing and resolutely overcoming the situation of talking much but doing little, saying good things but doing bad things, and saying one thing and doing another; putting an end to bureaucratic and formalistic working methods. Every Party committee, every Party organization, every cadre and Party member, especially the leaders, must uphold a high sense of responsibility and set a leading example in putting the Resolution into reality.

Highlighting five key points of decisive importance in organizing the implementation of the Party's 14th National Congress Resolution, the General Secretary stated that it is necessary to focus on improving the capacity to institutionalize and concretize the Resolution into policies and laws. It is crucial to ensure that each major Party policy is promptly, synchronously, and consistently transformed into a feasible, stable, and transparent system of mechanisms, policies, and laws.

Reform the methods of organization and implementation, and enforce discipline. Ensure that all action programs are designed on the basis of clear objectives, specific roadmaps, transparent assignment of responsibilities, and strict monitoring and supervision mechanisms.

"The effectiveness of development and the satisfaction of the people must be considered the highest measure of the implementation of the Resolution. Every policy and guideline must answer the core question: What benefits will it bring to the country, the people, and the long-term development of the nation?", General Secretary To Lam stated clearly.

Building a team of capable officials who can organize and implement, who dare to think, dare to act, and dare to take responsibility for the common good. Breakthroughs in action must especially focus on human resources. Overcoming the situation where officials are good at advising but weak in organizing and implementing. Using practical results as the most important criterion for evaluating officials. Daring to implement resolutions with the innovation of the Party's leadership methods and improving the effectiveness of national governance.

The Party leads through its policies and guidelines, its organizational capacity for implementation, its exemplary conduct, its political prestige, and its inspection and supervision work. Leadership is exercised through the state, the Fatherland Front, and other political and social organizations.

General Secretary To Lam also called for the entire political system to play a more active role in implementing the Resolution of the 14th National Congress. Narrowing the gap between the resolution and tangible results is a measure of the Party's leadership and governing capabilities.

Local governments at all levels must truly become the frontline in organizing and implementing the resolution, directly transforming the Party's policies into concrete development results in socio-economic life.

Local implementation must aim for tangible results, demonstrated by sustainable economic growth, improved living standards for the people, enhanced quality of public services, and a better investment and business environment.

"Absolutely do not wait for or rely on the Central Government, and do not mechanically copy models from other places; instead, we must promote the spirit of self-reliance, creativity, daring to think, daring to act, and daring to take responsibility within the framework of the law and the general direction of the Party. Any locality that is slow to reform, wasting resources and missing development opportunities, will first and foremost hold its leader accountable to the Party and the people," General Secretary To Lam emphasized.

We cannot allow a situation where resolutions are correct but implementation is weak, delayed, and ineffective, without anyone taking specific responsibility. We must not allow organizational and human incompetence to slow down the nation's progress, because time is a particularly important and non-renewable resource for development.

General Secretary To Lam requested that immediately after the conference, Party committees, Party organizations, government agencies, the Fatherland Front, and political and social organizations promptly concretize the Resolution of the 14th National Congress into action programs and plans that are consistent with their functions, tasks, and practical conditions. They should clearly identify immediate tasks and breakthroughs that require focused leadership and guidance; ensure that words are matched by actions, that work is done thoroughly, and that concrete results are achieved.
