Outstanding achievements
The Party Committee of Quang Chau commune was established on the basis of merging the Party Committees of the communes of Dien Dong, Dien Thai, Dien Lien, and Xuan Thap of the former Dien Chau district, with 58 subordinate Party organizations.
During the past term, despite facing many difficulties and challenges, with the spirit of unity and high determination of the entire political system, and the consensus of all strata of the people, the Party Committees of the communes before the merger into the present-day Quang Chau commune have strived to overcome these challenges and focused on leading the successful implementation of the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.
Notably, the economy is experiencing significant growth, with the average growth rate of total product value during the 2020-2025 period estimated at 10.3%. Per capita income is projected to reach 78 million VND by 2025. The economic structure continues to shift in a positive direction, with the proportion of industry and construction increasing from 39.6% in 2020 to 40.39% in 2025, and services from 34.24% in 2020 to 41.82% in 2025; while agriculture will decrease from 26.16% in 2020 to 17.79% in 2025.
Agricultural production has developed comprehensively, with an average annual growth rate of product value reaching 2.17% during the 2020-2025 period. Along with increasing the value of production per cultivated area each year, Quang Chau commune has proactively implemented solutions to promote consolidation and concentration for large-scale agricultural production, applying high technology. As a result, the total value of crop production averages 130 billion VND per year. The average rice yield reaches 17,444 tons per year.
Ten high-tech agricultural production greenhouse models have been established in the commune. The quality and brand of agricultural products have continuously improved; to date, the entire commune has 6 products recognized as OCOP 3-star at the provincial level. The movement to build new rural areas has been promoted and achieved positive results; of the four communes before the merger, two communes have been recognized by the Provincial People's Committee as meeting the standards for new rural areas, and two communes have met the standards for advanced new rural areas.
Industrial and construction production, as well as small-scale handicrafts, have developed strongly, with an average product value growth rate of 10.57% during the 2021-2025 period. Key transportation infrastructure projects have been implemented, such as: the renovation and upgrading of the road from the People's Committee of Dien Lien commune to Phu Thanh commune (the section passing through Hamlet 5, Dien Lien commune), the rural road from Tan Nam hamlet to the church of Mr. Nguyen Xuan On (Dien Thai commune), and the DH25 road from National Highway 7B - Dien Dong - Dien Lien... Small-scale handicraft industries such as garment making, carpentry, masonry, and welding have developed, creating income for thousands of local workers.
The service sectors have initially developed evenly across all areas. The average growth rate of the value of service products (at 2010 constant prices) for the period 2020-2025 reached 14.48%. Services such as gasoline and oil dealerships, construction materials, agricultural supplies, animal feed, and household furniture maintained high growth rates. Trade, transportation, tourism, and postal and telecommunications activities developed steadily, with the service business and labor export sectors providing high incomes for the people.
The socio-cultural, educational, and health sectors have seen many positive changes. The commune has 13 schools meeting national standards (including 8 schools meeting national standards at level 2); the quality of both advanced and general education at all three levels has improved during the term. The percentage of people participating in health insurance is projected to reach 96.87% by 2025. The "All People Unite to Build a Culturally Rich Life" movement has been maintained and promoted. To date, the commune has 7 historical and cultural relics, including 3 national-level relics and 4 provincial-level relics. Social welfare, care for the people's lives, and national defense and security are ensured.

With the motto "Unity - Democracy - Discipline - Breakthrough - Development," the Party Committee of Quang Chau commune has set forth 5 key tasks and 3 breakthroughs for the next term. At the same time, it is determined to strive to complete and exceed all 38 key targets in the areas of economy, culture and society, environment, national defense and security, Party building, and the political system.
To realize the set goals, the Party Committee of the commune strives to effectively implement four main groups of solutions: Building a clean and strong Party and political system that meets the requirements of the new situation; focusing on agricultural development and promoting rural economic development associated with building a modern and sustainable new rural area; in which, strongly shifting from a mindset of agricultural production to agricultural economic development; expanding the scale of concentrated commodity production to ensure compliance with the province's overall planning and orientation; developing traditional crafts and industries associated with preserving, restoring, and developing traditional crafts and protecting the environment; and promoting the production of high-quality goods, creating clean and safe products.
Furthermore, focus on supporting and facilitating businesses to invest in and develop production and business activities, especially processing products with local advantages; prioritize attracting projects that utilize advanced and modern technologies, green industries, and deep processing to create high added value, conserve resources, and protect the environment; apply digital transformation in construction management, planning management, and construction licensing (a key focus is the construction of the Dong Thai industrial cluster with an area of 39.55 hectares, linked to the development of a commercial and service zone along National Highway 7B from Dien Thai commune to the former Dien Dong commune); continue to attract investment in more industrial parks, small-scale industries, urban areas, and commercial and service zones to create economic trade connections within the region and shift the economic structure.
Focus on developing commercial services connecting with the Lao market, developing industrial zones; promoting labor export; investing in and upgrading the infrastructure of traditional markets in the area, linked with transforming market management and business models, attracting small traders to engage in business, and diversifying business types. Along with that, organize the preparation of a general construction plan for Quang Chau commune to serve as a basis for investing in the construction of synchronous technical and social infrastructure, and important transportation infrastructure projects with regional and inter-regional connectivity...
Continue to maintain and improve the quality of universal education, promote the construction of national standard schools, and strive to have 100% of public schools meet national standards at level 2 by 2030. Pay attention to effectively implementing the conservation and restoration of national historical and cultural relics in the commune; promote traditional cultural values associated with tourism development with the national relic Nguyen Xuan On and the provincial relic Dinh Nhat Tan (formerly Dien Thai commune); continue the conservation and promotion of UNESCO-recognized heritage values, develop and expand "Ca Tru" and "Vi and Dam folk song" clubs, contributing to promoting the image and people of Guangzhou.
Promote administrative reform, invest in equipment, apply information technology, and build a modern administration that serves the people. Strengthen national defense and security, ensure political security, social order and safety, and create favorable conditions for rapid and sustainable socio-economic development.
