Strange, because after 209 restaurants on the beach were moved, the western side of Binh Minh avenue has the number one business advantage in Cua Lo coastal city.

Stop at the newly paved sidewalk in front of the land, looking in, in which in addition to the grass and bushes growing wildly, there are also dozens of coconut trees that are many years old. In the middle of the land, there is a long path leading deep inside. Following this path to the end of the land, there is a row of dilapidated level 4 houses, with half of the tiled roofs bent and broken. In front of the row of houses is a cement yard, at both ends of the yard are temporarily covered, forming 2 car garages. Walking along the row of houses to observe, there seem to be about 5 to 6 rooms, most of which are "covered" by green trees, closed with old materials...

On the sidewalk in front of the land, there was only an elderly couple running a beverage service business. Stopping in for a drink, I asked them: Why is this beautiful place abandoned? The husband hesitated for a moment, then said briefly: It's been like that for a long time!

Contacting Thu Thuy ward, Chairman of the People's Committee Pham Thanh Hai said that he had just taken up the task for more than a year so he did not yet know the "history" of the land. He only knew that the land was under the management and use of Nghi Loc district People's Committee. However, it was like ownerless land.

The reason is that in 2023 and 2024, when Cua Lo Town prepares to welcome the tourist season, Thu Thuy Ward organizes environmental sanitation work, beautifies the streets and beautifies the urban area. To achieve good results, it requires the joint efforts of organizations and individuals in the hotel and restaurant business. Therefore, every year, the Ward People's Committee sends a notice to all organizations and individuals in the hotel and restaurant business, including Nghi Loc District People's Committee, with a request to participate in urban beautification work to serve tourism according to the instructions of Cua Lo Town People's Committee. And then for the past two years, Nghi Loc District People's Committee has not responded or taken any action.

The land use management unit is like that, while the land is full of bushes and garbage seriously affecting the urban beauty, so Thu Thuy ward had to hire an excavator, mobilize cadres, employees, and youth union members of the ward to clear bushes, scoop up trash, and clean up...

Chairman of Thu Thuy Ward People's Committee Pham Thanh Hai complained: "When I came here to work, I heard that there used to be a retirement home of Nghi Loc District People's Committee on this land, but it has been abandoned for a long time. Every year, Thu Thuy Ward spends a lot of time cleaning it up, but after a while, the bushes grow back...".

15 years abandoned!

To give us more information, Chairman of Thu Thuy Ward People's Committee Pham Thanh Hai arranged for us to meet with the ward's land officer. However, this officer only briefly described the land, with a length of 38m along Binh Minh Avenue, an average depth of 60m, a total area of ​​over 2,200m2; and added that there is currently a family living in the Nursing Home area to look after and protect it.

Thanks to the contact of the Thu Thuy ward cadastral officer, on the morning of August 19, 2024, we met and talked with the person who took care of the land. After a long conversation, he said that he was a local resident and worked as an electric car driver serving tourists. About ten years ago, the Agricultural Bank of Cua Lo town next door built a hotel and rented and used the level 4 house of the Retirement Home. When the construction was completed, the Nghi Loc district People's Committee asked him for a contract to take care of and protect it. "I still have the contract at home. It's just that the contract is for taking care of and protecting it, but the rest house is completely damaged..." - he said.

That same afternoon, thanks to the contract provided by the land caretaker and a few more documents collected by Thu Thuy ward, everything about Nghi Loc district nursing home became clearer.

Specifically, on June 8, 1996, Nghi Loc District Nursing Home was granted a land use right certificate with an area of ​​2,475m2; on June 24, 1996, the land was allocated and markers were placed at the site. By September 2005, the land plot area was reduced to 2,230m2, shown on the technical documents with a length of 38.17m along Binh Minh Avenue.

2004 is the time when Nghi Loc District Retirement House was rented by Cua Lo Town Agricultural Bank. The Minutes of the handover of the house between the Trade Union of Nghi Loc District People's Committee Office and Cua Lo Town Agricultural Bank show that at this time, the house was a level 4 house with 6 rooms (5 rooms); the assets were all old; the yard, fence, and auxiliary works were degraded.

Regarding the need to look after and protect the land, through the "Economic Contract on the protection of the nursing home in Cua Lo town" between the Executive Committee of the Trade Union of the People's Council - People's Committee of Nghi Loc district and Mr. Nguyen Xuan Hoa, residing in Block 2, Thu Thuy ward, Cua Lo town, formed in 2009! It can be understood that from 2009 until now, the Nghi Loc district nursing home has lost its functionality.

Faced with this situation, the People's Committee of Thu Thuy Ward is requested to have a stance. According to Chairman of the People's Committee of the Ward Pham Thanh Hai, competent authorities should promptly consider and put the land into appropriate management and use, and should not prolong the situation of land abandonment, causing waste and affecting the urban landscape.

Discussing with some officials of Cua Lo town about the current situation of the Nghi Loc District Retirement Home on Binh Minh Avenue which has been abandoned for many years, they agreed with the viewpoint of the leaders of Thu Thuy ward; as Vice Chairman of Cua Lo town People's Committee Nguyen Quang Tieu said: "We will direct the Thu Thuy Ward People's Committee to report specifically on the current situation of the land as well as the management and use of land in recent years. After that, there will be a document requesting the Nghi Loc District People's Committee to consider and completely handle this issue...".
