The National Assembly voted to establish Hue City as a centrally-administered city.

At the session, before proceeding to the vote, the National Assembly heard a report presented by Hoang Thanh Tung, member of the Standing Committee of the National Assembly and Chairman of the Law Committee, explaining, accepting, and revising the draft Resolution on the establishment of Hue City as a centrally-administered city.

Accordingly, in general, the Standing Committee of the National Assembly (UBTVQH) agrees with the opinions of the National Assembly deputies and believes that submitting to the National Assembly for consideration and decision the establishment of Hue City as a centrally-administered city is of paramount importance, recognizing and marking a prominent achievement in implementing the policy of promoting urbanization associated with urban economic development nationwide.

Regarding concerns about the low proportion of urban administrative units under Hue City and the low average monthly per capita income compared to the national average, the Standing Committee of the National Assembly believes that Hue City was established with the primary task of preserving and promoting the unique values ​​of the ancient capital and tangible cultural heritage recognized by UNESCO. Therefore, in principle, the focus will not be on the urbanization rate but rather on ensuring quality and sustainability in urban development.

The establishment of Hue City will be a driving force for the Government, Party committees, and local authorities to implement approved urban development plans and programs, with specific investment and development directions and plans to enhance urban quality, promote rapid, strong, and sustainable urban economic development, and thereby gradually increase per capita income and other development indicators in Hue City.

Regarding the proposals for establishing Hue City as a centrally-governed city, the Standing Committee of the National Assembly believes that, in recent years, implementing Resolution No. 54-NQ/TW of the Politburo and Resolution No. 38/2021/QH15 of the National Assembly, along with the consensus and determination of the Party committees, government, and all sectors of the local population, the urban landscape of Thua Thien Hue has made remarkable progress in both quality and quantity, creating many important milestones in socio-economic development and contributing to improving the quality of life for the people.

Therefore, taking into account the opinions of the National Assembly delegates, after the establishment of Hue City as a centrally-governed city, it is proposed that the Government, Party committees, and local authorities continue to take measures to improve and enhance the level of socio-economic development, attract diverse investment capital sources to the area, promote stable development, and ensure balance and harmony based on the principle of both preserving and promoting heritage values ​​while creating momentum and leverage to promote socio-economic development in Hue City; at the same time, research and propose adjustments and additions to specific mechanisms and policies suitable to the development requirements of Hue City as a centrally-governed city for submission to the National Assembly for consideration and decision.

During the development process, in order to ensure the effective implementation of the National Assembly's Resolution, it is requested that the Government pay attention to and regularly direct and urge the Hue City government to seriously implement the aforementioned policies and requirements; the National Assembly's agencies and National Assembly deputies also have a responsibility in supervising the implementation of the National Assembly's Resolution and the Standing Committee of the National Assembly's Resolution.

Regarding the draft Resolution of the National Assembly, based on research and incorporating the opinions of National Assembly deputies, the Standing Committee of the National Assembly directed relevant agencies to review and revise the draft Resolution in the following direction: Affirming the establishment of Hue City as a centrally-governed city to clarify the name, type, and nature of the administrative unit. The name Hue City already embodies the historical, cultural, and traditional elements of the locality, has become familiar and beloved to domestic and foreign tourists, and has received widespread support from voters and local people with a very high approval rate (98.67%).

At the same time, the regulations stipulate that agencies, organizations, and units whose names are associated with the geographical names of Thua Thien Hue province may change their names to operate under the name of Hue city from the date the National Assembly Resolution takes effect. It affirms that the special mechanisms, regimes, and policies for Thua Thien Hue province will continue to be implemented in Hue city until the end of the application period or until a decision is made by the competent authority...

Furthermore, in order to create a legal basis for consolidating the organizational structure of local governments in the newly established districts, in accordance with the remaining time of the 2021-2026 term and without creating too many complex tasks to resolve for the newly formed administrative units, based on the current regulations of the Law on Organization of Local Government and other relevant legal documents, the Standing Committee of the National Assembly agrees with the Government's proposal to the National Assembly to add to the draft Resolution regulations on the organization and operation of the People's Councils, People's Committees and specialized agencies under the People's Committees of the newly established districts.

Under the chairmanship of Deputy Speaker Nguyen Khac Dinh, the National Assembly proceeded to vote on the Resolution establishing Hue City as a centrally-administered city. The electronic voting results showed that 458 out of 461 participating National Assembly deputies voted in favor, representing 95.62% of the total number of deputies. Thus, the National Assembly officially approved the Resolution establishing Hue City as a centrally-administered city.

According to the Resolution, Hue City is established as a centrally-governed city based on its entire natural area of ​​4,947.11 km².²The city of Hue has a population of 1,236,393 people and is located in Thua Thien Hue province. Hue borders Da Nang city, Quang Nam province, Quang Tri province, the Lao People's Democratic Republic, and the East Sea.

This resolution shall take effect from January 1, 2025.
