The National Assembly approves two Deputy Prime Ministers: Pham Thi Thanh Tra and Ho Quoc Dung.

Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung have been approved by the National Assembly to hold the positions of Deputy Prime Ministers for the 2021-2026 term.

On the morning of October 25th, as part of the working program of the 10th Session of the 15th National Assembly, the National Assembly conducted personnel work within its authority under the chairmanship of Politburo member and National Assembly Chairman Tran Thanh Man.

At the session, the National Assembly voted to approve the Prime Minister's proposal to appoint Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung as Deputy Prime Ministers for the 2021-2026 term.

Ms. Pham Thi Thanh Tra was born on January 21, 1964, in Nam Dan district (formerly), Nghe An province, but grew up in Yen Bai province. She is a member of the Central Committee of the Communist Party of Vietnam, 12th and 13th terms; holds a Master's degree in Educational Management and a Senior Political Theory certificate. On April 8, 2021, at the 11th session of the 14th National Assembly, she was elected Minister of Home Affairs.

Mr. Ho Quoc Dung was born on August 15, 1966, in Cat Tai commune, Phu Cat district, Binh Dinh province (formerly), now Gia Lai province. He holds a Master's degree in Law and a Senior Political Theory certificate. He is a member of the Central Committee of the Communist Party of Vietnam, 13th term.

On July 1, 2025, he was appointed to the position of Secretary of the (new) Gia Lai Provincial Party Committee for the 2020-2025 term after the merger of Binh Dinh and Gia Lai provinces.

On October 3rd, at the first Gia Lai Provincial Party Congress, term 2025-2030, the leaders of the Central Organization Department announced that the Politburo had unanimously agreed to allow Comrade Ho Quoc Dung - Member of the Central Committee of the 13th Party Congress, Secretary of the Gia Lai Provincial Party Committee for the 2020-2025 term - to cease his participation in the Executive Committee and Standing Committee, and to relinquish his position as Secretary of the Gia Lai Provincial Party Committee, so that the Central Committee can proceed with the process of nominating him for election as Deputy Prime Minister for the 2021-2026 term.

Thus, the current government leadership for the 2021-2026 term includes Prime Minister Pham Minh Chinh and nine Deputy Prime Ministers, namely: Nguyen Hoa Binh (Permanent Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Nguyen Chi Dung, Mai Van Chinh, Ho Quoc Dung, and Pham Thi Thanh Tra.

Also on the agenda, the National Assembly approved the Prime Minister's proposal to appoint several ministers for the 2021-2026 term, including Mr. Le Hoai Trung - Acting Minister of Foreign Affairs, to the position of Minister of Foreign Affairs; Mr. Tran Duc Thang - Acting Minister of Agriculture and Environment, to the position of Minister of Agriculture and Environment; and Mr. Do Thanh Binh - Permanent Deputy Minister of Home Affairs, to the position of Minister of Home Affairs.

Earlier that morning, the National Assembly held elections for several important positions within the 15th National Assembly apparatus. Ms. Nguyen Thanh Hai was elected Chair of the National Assembly's Committee on Science, Technology and Environment; Mr. Nguyen Huu Dong was elected a member of the National Assembly Standing Committee and Chair of the National Assembly's Committee on Delegate Affairs; and Mr. Le Quang Manh was elected Secretary General of the 15th National Assembly and Head of the National Assembly Office.

Earlier, during the afternoon session on October 24, the National Assembly voted to approve the following resolutions:

- Resolution on the dismissal of Mr. Le Quang Tung from the position of Member of the Standing Committee of the 15th National Assembly; dismissal of Mr. Le Quang Tung from the position of Secretary General of the 15th National Assembly - Head of the National Assembly Office; dismissal of Ms. Nguyen Thanh Hai from the position of Head of the Committee on Delegate Affairs of the 15th National Assembly; and dismissal of Mr. Le Quang Huy from the position of Head of the Committee on Science, Technology and Environment of the 15th National Assembly.

- Resolution approving the Prime Minister's proposal to dismiss several ministers from their positions for the 2021-2026 term: dismissing Mr. Bui Thanh Son from the position of Minister of Foreign Affairs; dismissing Ms. Pham Thi Thanh Tra from the position of Minister of Home Affairs; and dismissing Mr. Do Duc Duy from the position of Minister of Agriculture and Environment.

- Resolution approving the proposal of the Chairman of the National Election Council to dismiss Ms. Pham Thi Thanh Tra, Ms. Nguyen Thanh Hai, and Mr. Le Quang Tung from their positions as members of the National Election Council.

- Resolution to dismiss Mr. Tran Van Thuc from his position as a member of the 15th National Assembly.

The National Assembly also heard Deputy Speaker Nguyen Khac Dinh present the report of the Standing Committee of the National Assembly on: Election of members of the Standing Committee of the National Assembly, Chairman of the Committee on Delegate Affairs of the 15th National Assembly; Election of the Chairman of the Committee on Science, Technology and Environment of the 15th National Assembly; Election of the Secretary General of the 15th National Assembly - Head of the National Assembly Office.

Prime Minister Pham Minh Chinh presented a proposal requesting the National Assembly to approve the appointment of Deputy Prime Ministers for the 2021-2026 term and the appointment of several Ministers for the 2021-2026 term. Following this, the National Assembly held group discussions on these matters.
