Congress will vote to halt the nuclear power plant project.
Following closed-door sessions, on November 22nd, National Assembly delegates voted to approve the Resolution on halting the Ninh Thuan Nuclear Power Plant Project.
On November 21st, the National Assembly entered the final week of its second session. Delegates will discuss the draft Law on Planning and the draft Law on Security Guarding in the plenary session.

On November 22nd, the National Assembly will vote on a Resolution on the pilot implementation of electronic visa issuance for foreigners entering Vietnam; the Law amending and supplementing the list of conditional investment and business sectors of the Investment Law; and discuss in the plenary session the draft Law on supporting small and medium-sized enterprises and the draft Law on technology transfer (amended).
Later that same day, the National Assembly held a closed-door meeting to vote on a resolution to halt the Ninh Thuan Nuclear Power Plant construction project. Prior to that, on November 14th, the National Assembly had discussed the draft resolution in a session without press attendance.
According to the Chairman of Vietnam Electricity Group (EVN), Duong Quang Thanh, one of the reasons for submitting the Ninh Thuan nuclear power project to the National Assembly for consideration is that, at present, primary energy sources such as coal and oil and gas have lower costs than before, making the investment uncompetitive economically.
In November 2009, with 382 votes in favor (77.48%), the National Assembly decided on the investment plan for the Ninh Thuan nuclear power project, consisting of two plants, each with two units. Ninh Thuan Nuclear Power Plant 1 is located in Phuoc Dinh commune, Thuan Nam district, and Ninh Thuan Nuclear Power Plant 2 is located in Vinh Hai commune, Ninh Hai district, with each plant having a capacity of approximately 2,000 MW.
The closing session of the 2nd session of the 14th National Assembly (morning of November 23) was broadcast live on radio and television. At the closing session, the National Assembly voted to approve resolutions on specialized supervision, questioning, and answering questions.
