National Assembly discusses online the draft Law on Mobile Police

(Baonghean.vn) - On the morning of October 26, under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed online the draft Law on Mobile Police.

After 7 years of implementing the Mobile Police Ordinance, this force has promoted its core role in implementing armed measures to protect national security and ensure social order and safety.

However, with the development of the socio-economy, changes and adjustments of the legal system, and the complicated developments of the world, regional and domestic situations, the requirements and tasks for the Mobile Police are increasingly more difficult. In addition, the Ordinance has revealed a number of shortcomings and limitations that need to be overcome to comply with the provisions of the Constitution and ensure the consistency of the legal system, so it is necessary to develop and promulgate the Law on Mobile Police.

The draft Law consists of 5 chapters and 31 articles, structured as follows: Chapter I. General provisions; Chapter II. Duties, powers, organization and operation of the Mobile Police; Chapter III. Ensuring operations and regimes and policies for the Mobile Police; Chapter IV. State management and responsibilities of agencies, organizations and individuals towards the Mobile Police; Chapter V. Implementation provisions. In particular, the draft Law identifies 7 groups of basic duties of the Mobile Police and 7 powers of the Mobile Police.

At the discussion session, the delegates agreed on the necessity of developing a draft Law on Mobile Police to legalize the views and policies of the Party and State on building a revolutionary, disciplined, elite and modern Mobile Police force; ensuring compliance with the specific nature of the Mobile Police and the requirements of the task of protecting national security, ensuring social order and safety in the new situation; consistent with the provisions of law related to the functions, tasks and construction of the Mobile Police force; resolving a number of shortcomings of the Mobile Police Ordinance.

The delegates also agreed on the plan, the Law only stipulates in principle the organizational system of the Mobile Police including: Mobile Police Command and Mobile Police of the Public Security of provinces and centrally-run cities and assigns the Minister of Public Security to specify in detail the organizational system of the Mobile Police to ensure consistency with the provisions of the Law on People's Public Security 2018.

In addition, delegates also raised a number of opinions related to the use of weapons, explosives, support tools, means, and technical equipment; mobilization of people, means, and equipment; scope of operations of mobile police units and other forces; whether to regulate the function of search and rescue; recruiting citizens into the Mobile Police, especially the need for a policy to recruit ethnic minorities into the force.

In particular, many delegates expressed concerns and debated the content of the draft law that stipulates that the Mobile Police are equipped with aircraft and boats. Accordingly, some opinions said that the Mobile Police should not be equipped with aircraft and boats; others agreed with the equipment of these two vehicles... The Minister of Public Security spoke to explain and clarify a number of issues raised by National Assembly delegates./.
